At the meeting, representatives from the Party Committees of the wards reported on the preparations for the Ward Party Congress for the 2025-2030 term; they presented the key contents of the congress documents, including: the draft political report, the draft review report, and the draft congress resolution. The focus was on evaluating the results of the 2020-2025 term; the direction and solutions for implementation; the targets to strive for; and the breakthrough tasks for the upcoming term.

After reviewing the documents from the wards, the delegates concluded that the content of the draft documents basically met the requirements, the reports were of high quality, closely followed the situation, reflected quite comprehensively the development trends in various fields, and set forth directions, tasks, and targets that were appropriate to the conditions and development trends in the new period.

According to the Standing Vice Chairman of the City People's Committee, Nguyen Thanh Binh, a member of the City Party Committee, Phong Dien ward has significant potential for development and growth in the future if properly planned, deserving to be a driving force urban area in the north of the city. He emphasized the need to research and implement a plan for the Phong Dien ward urban development that harmonizes the area with surrounding regions. He noted that Phong Dien's industrial parks are the driving force for development, requiring urban development programs and planning to ensure optimal development of these parks. He also stressed the importance of developing high-quality agriculture , planning planting areas, and focusing on citrus fruit cultivation. He emphasized the need for a specific, long-term development program for large-scale timber plantations, the development of high-quality agriculture linked to tourism, and upgrading Highway 71 connecting A Luoi and Phong Dien to create a foundation for tourism development.

For Phu Bai ward, in recent years, the ward has successfully shaped its urban development and continues to strive for harmonious development across different areas of the locality. Tourism development is linked to planning, attracting investment, and exploiting the potential for eco-tourism and service development. With breakthroughs in key areas, careful consideration and identification of priorities are crucial, along with an accurate and rational approach tailored to local realities.

According to Chairman of the City People's Committee Nguyen Van Phuong, local Party committees and authorities need to change their mindset to have the right direction, consider and analyze advantages and potential for economic development, view difficulties as driving forces, and exploit opportunities for outstanding development. At the same time, attention should be paid to overcoming shortcomings in land management, forest resources, and minerals to guide development. "We need to reassess potential, have a positive view of disadvantaged areas, recognize advantages and development potential; orient the potential for future tourism and service development; and conduct thorough research and pay special attention to improving the quality of urban management," Mr. Nguyen Van Phuong emphasized.

According to Nguyen Quang Tuan, Standing Vice Chairman of the City People's Council, the wards need to upgrade existing urban areas, beautify the urban landscape to be worthy of being a central area, continue developing concentrated residential areas linked to regional connections; pay attention to and create conditions for the development of household economies; and strengthen the management of mineral resources and environmental protection. In particular, they should coordinate with relevant sectors in resource exploitation; and strengthen public mobilization in land and forest management.

Efforts to achieve targets and outstanding development.

In his concluding remarks, Secretary of the City Party Committee Le Truong Luu highly appreciated the thoughtful and methodical preparation of documents by the wards. At the same time, he noted that the content of the documents does not need to be too long or general, but needs to be clear, specific, and oriented to be done immediately.

Regarding the orientation and suggestions for breakthrough targets and tasks in the draft political report of each unit, City Party Secretary Le Truong Luu said that for Phong Dien ward, it is necessary to identify the focus of development and divide the area for development. As a central ward, it is necessary to focus on linking with surrounding communes and wards for joint development; and to adjust the ward's planning accordingly. For the hilly areas, exploit the potential of the land, find suitable crops, and increase the economic value of the gardens; regarding industrial development, consider services supporting the industrial park and accompanying life services; and further research the strengths of high-quality agriculture...

With Phu Bai ward being a key ward and the southern gateway to the city center, clear zoning and development strategies based on the strengths of each area are needed: industry, forestry, agriculture, and services. Attention should be paid to land management, especially the strict management of national defense land; developing tourism and services in hilly areas. Exploiting lake areas and water surface areas for tourism and service development; researching, planning, and developing agriculture, and developing farms linked to experiential tourism.

According to the City Party Secretary, while the two wards have basically agreed on the set targets, it is necessary to aim for more advanced targets and strive to achieve them with determination; income should aim to reach the national average. Regarding Party building and the political system, attention should be paid to improving the quality of the grassroots political system from villages to residential areas, staying close to the people and thoroughly understanding the local area, and focusing on developing mountainous regions.
