At the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong presented the decision of the Secretariat on the transfer and appointment of Mr. Bui Van Khang (Member of the Party Committee Standing Committee, Deputy Minister of Finance ) to join the Executive Committee, Standing Committee, holding the position of Deputy Secretary of the Quang Ninh Provincial Party Committee, term 2020-2025.

Mr. Nguyen Quang Duong emphasized that Mr. Bui Van Khang is a well-trained cadre, with professional qualifications, leadership and management capacity; has a scientific , democratic, decisive working method, has an innovative mindset, and has worked in many positions. He is a cadre who grew up in Quang Ninh, always completing well and excellently all assigned tasks in assigned positions.

Immediately after the Conference to implement the Secretariat's decision on personnel work, on the same day, the People's Council of Quang Ninh province, term XIV, term 2021-2026, held the 31st session to carry out the dismissal process and elect the Chairman of the People's Committee of Quang Ninh province for the term 2021-2026, ensuring strictness and compliance with legal regulations.

The Provincial People's Council dismissed Mr. Pham Duc An from the position of Chairman of the People's Committee of Quang Ninh province, term XIV, 2021-2026, to take on a new job assignment according to the decision of the Party Central Committee.

Previously, the Secretariat issued Decision No. 2281-CV/VPTW, dated August 29, 2025, on deciding that Mr. Pham Duc An (Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee for the 2021-2026 term, member of the 15th National Assembly) cease to participate in the Executive Committee, the Standing Committee of the Provincial Party Committee, cease to hold the position of Deputy Secretary of the Provincial Party Committee for the 2020-2025 term, Chairman of the People's Committee of Quang Ninh province for the 2021-2026 term to be transferred and appointed to participate in the Executive Committee, the Standing Committee of the City Party Committee, hold the position of Deputy Secretary of the Da Nang City Party Committee for the 2020-2025 term and introduce him to be elected to hold the position of Chairman of the People's Committee of Da Nang city for the 2021-2026 term.

The People's Council of Quang Ninh province introduced and elected Mr. Bui Van Khang, Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term, to hold the position of Chairman of the People's Committee of Quang Ninh province for the 14th term, 2021-2026 term with a voting rate of 100% of the delegates present at the meeting.

Mr. Bui Van Khang, born on May 16, 1971, is from An Binh commune, Kien Xuong district, Thai Binh province (now Binh Nguyen commune, Hung Yen province). He has a Bachelor of Law, Master of Public Administration and a Senior degree in political theory.

He has held the positions of Deputy Director, Provincial Party Committee Member, Director of Quang Ninh Provincial Customs Department (now Region VIII Customs Branch). In January 2019, he was elected Vice Chairman of Quang Ninh Provincial People's Committee, participating in the Standing Committee of Quang Ninh Provincial Party Committee. From February 2024 to September 2025, he served as Deputy Minister of Finance.
