In recent years, the declaration of assets and income for those who are required to declare assets has been carried out annually, ensuring compliance with the regulations of the Party and the State. This is also one of the important contents that the Party and the people are very concerned about, because if the declaration is not truthful, it will become one of the 9 manifestations of moral and lifestyle degradation as pointed out and named by the Resolution of the 4th Central Committee (term XII).

There are still many shortcomings

Although it is a regular task, in reality, the declaration of assets and income still has many shortcomings. In many units, the declaration of assets and income is still a formality, even dishonest in declaring assets and the origin of assets and additional income of individuals. There have been many officials and leaders at the central and local levels who have been caught up in the law with many violations, including dishonest declaration of assets.

In recent days, many people have been interested in the trial of the defendants in the "rescue flight" case, which has caused a stir in public opinion. During the outbreak, the Party, the State and the entire population sought every way to protect people's lives; many cadres, party members, civil servants, public employees, medical staff, police and military personnel, regardless of difficulties and dangers, rushed into the epidemic to save people, while the former secretary of the Deputy Minister of Health received a bribe of 42 billion VND from a business. How did they declare this amount of money? Or, the former Director of the Consular Department had "particularly difficult circumstances" but his total assets were 29 billion VND, including an apartment worth 15 billion VND, stocks worth 5 billion VND, cash worth 1.2 billion VND...

According to the Government's report on anti-corruption work sent to the National Assembly Standing Committee: In 2022, ministries, branches and localities verified assets and incomes of people who are required to declare assets and incomes randomly selected, showing that: 7,662 people had their assets and incomes verified, 4,934 agencies, organizations and units were inspected for implementation and 74 people declared incorrectly, were corrected, reviewed and handled according to regulations. The above data shows that if competent authorities conduct verification of asset and income declarations, it is inevitable that individuals who declare incorrectly and dishonestly will be exposed. Because the above figures were only randomly conducted among a few percent of officials, it further shows that dishonest declaration of assets and incomes has been and is an alarming issue.

The 2018 Law on Anti-Corruption and Decree 130/2020-ND/CP dated October 30, 2020 of the Government stipulate that if a declarant is found to be dishonest, he/she may be warned, not reprimanded; depending on the nature and severity of the violation, he/she may be demoted, demoted, dismissed, forced to quit or dismissed; if he/she is planned for leadership or management positions, he/she may be removed from the planning list... Clearly, this is one of the moves to continue to strengthen discipline, order, and inspect the implementation of Party and State regulations on asset declaration.

Preventing Corrupt Practices

In Binh Thuan, in recent times, the Provincial Party Standing Committee has regularly led and directed the organization and dissemination of legal regulations on declaration and control of assets and income to all levels and sectors in the province. Thereby, the awareness of all levels, sectors, Party committees, Party cells and Party members has been raised, and the declaration and control of assets and income has been carried out more and more systematically and in accordance with legal regulations. However, in reality, people who are obliged to declare assets and income still use incorrect declaration methods; do not fully declare assets under ownership and usage rights according to legal regulations; do not declare required legal information or do not declare asset values in accordance with instructions; do not specifically explain changes in assets and income and explain the origin of increased assets and income. In order to prevent, detect and handle corruption against those who are obliged to declare, the Inspection Committee of Binh Thuan Provincial Party Committee has just issued a Plan to verify assets and income in 2023.

According to Mr. Nguyen Van Quang - Member of the Provincial Party Standing Committee - Chairman of the Provincial Party Committee's Inspection Commission, to conduct the asset verification, the Inspection Commission will establish 2 Asset and Income Verification Teams, consisting of: A member of the Provincial Party Committee's Inspection Commission as Team Leader; members: Representatives of the Provincial Party Committee's Organization Committee, the Provincial Party Committee's Internal Affairs Committee, the Provincial Inspectorate and officials and civil servants of the Provincial Party Committee's Inspection Commission. The verification team assigns tasks to each member and conducts the verification; conducts research, inspection, and review of the asset and income declarations of the verifiers in the selected list. Work with the person whose assets and income are verified to request explanations and clarification of assets and income.

“The Provincial Party Committee's Inspection Commission will hold a conference to review the verification results and issue a conclusion on asset and income verification. The completion date will be in November 2023. Publicize the conclusion on asset and income verification at the verified organization according to the provisions of Article 50 of the 2018 Law on Anti-Corruption. The completion date will be no later than November 30, 2023. Handle (or propose to competent authorities to handle) acts of dishonest declaration of assets and income, explain the origin of dishonestly increased assets and income according to the Party's regulations and the State's laws. Report to the Provincial Party Committee's Standing Committee on the implementation of asset and income control. The completion date will be before December 15, 2023,” said Mr. Quang.

Mr. Quang suggested that organizations and individuals selected to verify assets and income are responsible for complying with the decision to verify assets and income of the Provincial Party Committee's Inspection Commission; providing information on assets and income of the verified person managed by the unit according to regulations. Create conditions and coordinate with the Verification Team during the verification process for the verified person at their unit.

It is known that in 2023, the Provincial Party Committee's Inspection Commission will verify the assets and income of 14 agencies, organizations and units under its control, with the minimum number of selected party members being 10%. Of which, 37/352 party members who are required to declare annually are selected under the scope of asset and income control of the Provincial Party Committee's Inspection Commission.
