To promote the development of high-tech agriculture , the Thanh Hoa Provincial Party Committee issued Resolution No. 13-NQ/TU on January 11, 2019, on land consolidation and concentration for large-scale, high-tech agricultural development by 2025, with a vision to 2030 (hereinafter referred to as Resolution No. 13-NQ/TU). Accordingly, the agricultural sector, together with local authorities, has been actively attracting investment and applying science and technology to agricultural production, linked to the development of the province's key agricultural products, creating a large volume of high-quality products to meet market demand.

Many business models generate billions in revenue.
Immediately after Resolution No. 13-NQ/TU was issued, Party committees and organizations at all levels, from the province to the grassroots, focused on disseminating information about the purpose, significance, and importance of land consolidation and concentration to shift from scattered, small-scale, fragmented, and low-efficiency agricultural production to large-scale, high-tech agricultural production oriented towards commercialization and sustainability. As a result, land consolidation and concentration for large-scale high-tech agricultural development has been widely implemented in 27 district-level units, attracting 121 enterprises, 162 cooperatives and cooperative groups, and 13,551 households and individuals. Localities and units have promoted land consolidation and concentration through various forms, ensuring compliance with regulations and actual production conditions.
From 2019 to the end of 2024, the entire province accumulated and concentrated an estimated 29,461 hectares for large-scale high-tech agricultural development through land leasing, land use rights transfer, capital contribution using land use rights, and large-scale concentrated production linked to product consumption agreements involving multiple households producing the same agricultural product. Simultaneously, many successful models of land consolidation for large-scale high-tech agricultural production have emerged in the province and are gradually being replicated.
In the districts of Nga Son, Hau Loc, Tho Xuan, Quang Xuong, Yen Dinh, Trieu Son, Nong Cong, Hoang Hoa, etc., businesses and cooperatives have leased or transferred land to build greenhouses and net houses for growing vegetables, flowers, and fruits, applying advanced technologies to achieve revenue of over 1 billion VND/hectare/year. According to Le Thi Dung, Deputy Head of the Agriculture and Rural Development Department of Tho Xuan district, thanks to land consolidation and concentration, Tho Xuan district has developed 55.5 hectares of greenhouses and net houses in the communes of Tho Lap, Thuan Minh, Tho Hai, Tho Lam, Bac Luong, Xuan Bai, etc. The majority of these greenhouse areas mainly produce safe vegetables, cantaloupe, honeydew melon, and flowers according to VietGAP, GlobalGAP, and organic standards, equipped with automatic irrigation control systems, temperature and humidity sensors, semi-automatic opening and closing of awnings, drones, etc., achieving revenue of over 1 billion VND/hectare/year.
In the districts of Hoang Hoa, Hau Loc, Nga Son, Quang Xuong, Nong Cong, and Nghi Son town, people and businesses have accumulated and concentrated land to invest in intensive shrimp farming using high-tech methods in greenhouses and net houses with biofloc technology, generating revenue of 3-4.5 billion VND/hectare/season, many times more efficient than traditional farming. According to the Department of Agriculture and Rural Development, the area of high-tech production in the crop sector is 4.43 times higher, and in the aquaculture sector is 18.6 times higher than mass production; the area of high-tech production in the crop sector is 2.5 times higher, in the aquaculture sector is 9.5 times higher, and in other sectors is at least 1.5 times higher than mass production.
Mobilizing diverse resources for investment and development.
To promote the development of high-tech agriculture, from 2021 to the present, the central government, non- governmental organizations, major financial institutions such as the World Bank, ADB, KEXIMBANK, JICA, and the province have provided approximately 3,364 billion VND in support to the agricultural and rural sector for infrastructure development. Along with this, many support policies have created incentives and encouraged businesses, organizations, and individuals to actively consolidate and concentrate land for large-scale high-tech agricultural development. As a result, the province has supported the transfer of land use rights for 5.5 hectares with a budget of 632.2 million VND; and supported land leasing for 4,375.4 hectares with a budget of 25.3 billion VND. In addition to provincial policies, several localities have also issued resolutions on mechanisms to support the implementation of land consolidation and concentration models for the development of large-scale, high-tech agricultural production. As a result, the province has attracted 90 agricultural cooperatives applying high technology in production. Many agricultural cooperatives applying high technology participate in effective production linkage chains, such as: Dong Tien Agricultural Technology Service Cooperative (Dong Son), Phu Loc Agricultural Cooperative (Hau Loc), Xuan Minh Agricultural Service and Rural Development Cooperative (Tho Xuan)...
According to the Department of Agriculture and Rural Development, to promote high-tech agriculture linked to the development of the province's key agricultural products, the agricultural sector, along with local authorities, is actively integrating programs and projects to complete irrigation, electricity, and rural transportation infrastructure serving concentrated production areas. This involves combining state investment with resources from businesses, cooperatives, and the people to invest in building infrastructure serving production. In particular, investment focuses on completing infrastructure for high-tech agricultural zones; large-scale, concentrated commodity production areas; and aquaculture areas. Facilitating access to land for businesses through land leasing, land transfer, and capital contribution using the value of land use rights from households to invest in large-scale, high-tech agricultural production.
