
In recent times, science and technology, innovation and digital transformation activities across the country have received much attention, contributing significantly to the economy and playing an important role. Although science and technology activities have been deployed in provinces and cities across the country, the legal basis of the technology exchange has not yet been completed to ensure efficiency and transparency in transactions.
Ms. Nguyen Thi Kim Hue, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, said that currently, Ho Chi Minh City has operated a technology exchange and has initially achieved remarkable achievements. Through this workshop, the Department of Science and Technology of Ho Chi Minh City hopes to receive comments from units to determine the exchange model in the new situation; share appropriate technology applications when operating the exchange to ensure transparency and intellectual property; propose policies for the exchange to operate effectively...

A representative of the Ho Chi Minh City Center for Science and Technology Information and Statistics (Cesti) shared that the Ho Chi Minh City Technology Exchange is responsible for consulting and brokering technology and equipment transfer (including Techport management, organizing product introduction seminars, organizing Techmart technology markets, and finding partners). Since its inception, the exchange has displayed and introduced nearly tens of thousands of technologies and equipment, attracting hundreds of thousands of visitors and direct exchanges.
However, the operation process still faces many difficulties such as the scale of enterprises is mostly small and medium, not familiar with the concept of technology transfer. Policies to encourage enterprises, research institutes, and universities to participate deeply in the floor activities are still limited. The research results of institutes and schools mostly stop at the laboratory scale, experts and researchers do not pay due attention to the registration of intellectual property rights...

Mr. Nguyen Manh Cuong, representative of the Ministry of Science and Technology, cited a 2023 survey in which up to 75% of businesses admitted that they did not fully understand the importance of open innovation, leading to a lack of motivation to implement creative ideas. This shows that businesses' awareness of proactively seeking and trading technology is still vague.
Even at the management level, the concept of a technology exchange is sometimes simply understood as a place to display research products, instead of a market service that brings high added value from consulting and technology transfer activities. As a result, investment in the exchange is underestimated, lacking breakthrough initiatives to attract businesses to participate.
“Building a technology exchange in Vietnam at this time is not just a matter of a name or a website, but is really a matter of creating a market infrastructure for science and technology to form a smooth technology trading ecosystem. The technology exchange, if developed in the right direction, will become a launching pad for innovation, helping to quickly connect ideas and solutions from the laboratory to the market; small businesses can find suitable technology to improve and help spread the spirit of innovation throughout society,” Mr. Nguyen Manh Cuong emphasized.
According to experts, in Vietnam, many existing "floors" are only at the level of information portals, posting databases on technology, equipment, experts... Most of the current science and technology market intermediary organizations are still weak in capacity, lacking reputable units to promote technology transactions, causing the connection between technology supply and demand to not meet the expectations of businesses. Therefore, the problem is to build a true technology trading floor, creating a market infrastructure for technology transactions instead of just creating a few more data websites.
