In recent years, Ngoc Lac district has created conditions for organizations and individuals to concentrate, accumulate land, and convert ineffective production land to form safe vegetable growing areas. Along with the province's policy of supporting the development of safe vegetable areas, the district has supported the upgrading of roads, canal systems, and the construction of greenhouses for growing safe vegetables. In addition, the district's agricultural sector has also coordinated training on vegetable production techniques according to VietGAP standards, meeting food safety and hygiene requirements.

Head of the Cooperative Group (TCG) producing safe vegetables in Giang Son village, Thuy Son commune, Duong Dang Hoa, said: The cooperative has 9 members participating in the production of nearly 2 hectares of clean vegetables of all kinds. Previously, the members often produced vegetables using traditional methods, without applying scientific and technical advances as well as ways to care for vegetables to ensure food safety. With the district's agricultural sector organizing training and instructing the members on the process of producing vegetables to ensure food safety, up to now, the cooperative's vegetable production area has been recognized as meeting VietGAP standards, and the prices of various vegetable products are 15-30% higher than before.

Thach Thanh is the first locality to have the Provincial People's Committee approve the Project "Piloting the conversion of crop structure, associated with land accumulation and concentration, digital transformation for high-tech agricultural production in the district by 2030". In particular, by 2030, the entire district will convert crop structure, accumulate land concentration to form concentrated vegetable and fruit production areas with an area of ​​500 hectares. Along with that, build 6 chains linking production, processing, and consumption of vegetables and fruits. According to Deputy Head of the Department of Agriculture and Environment of Thach Thanh district, Bui Thanh Hieu: "To achieve that goal, the department has advised the district People's Committee to develop a plan and roadmap for the construction of concentrated specialized cultivation areas and safe vegetable and fruit cultivation models in the communes of Thach Son, Thach Binh, Thanh Hung, Thach Long and Van Du town... The district also strives to mobilize investment resources, synchronously upgrade infrastructure (transportation in production areas, irrigation, electricity, factories, warehouses, agricultural processing factories...) and build infrastructure for a number of pilot models applying high technology in safe vegetable production as a basis for expansion throughout the district".

Currently, the province has 14,000 hectares of specialized safe vegetable and fruit cultivation in the districts of Nong Cong, Quang Xuong, Nhu Thanh, Tho Xuan, Yen Dinh, Thieu Hoa, Hoang Hoa and Thanh Hoa city... According to the assessment of the agricultural sector, 1 hectare of vegetables has an average revenue of 300 - 350 million VND/year or more. To encourage organizations, cooperatives, cooperative groups and individuals to invest in developing concentrated safe vegetable production, the province has many policies to support the development of safe vegetable areas such as: Support of 170 million VND/ha for the plains and coastal areas and 200 million VND/ha for mountainous areas for concentrated and specialized safe vegetable production areas of 3 hectares or more; support funding for VietGAP certification for safe vegetables at 7 million VND/ha. Every year, the province also supports 16 - 18 million VND/ha for the cost of hiring quality control and labeling safe vegetables; Organize training and guide farmers on post-harvest product preservation techniques according to technical standards. From there, stimulate localities to invest in infrastructure, convert traditional vegetable growing areas to safe vegetable production, and increase economic value per unit area.

To continue expanding and developing concentrated safe vegetable production areas, the agricultural sector and localities in the province are actively attracting businesses to invest in production linkages and product consumption to form large-scale vegetable and fruit production areas. At the same time, connecting markets for cooperatives to act as intermediaries between farmers and businesses in production and product consumption. Along with that, developing a safe vegetable production and consumption chain and tracing the origin of products to each cultivated area.

In order to improve the efficiency of developing safe vegetable production areas, localities actively propagate and encourage people to continue to accumulate, transfer, rent, lease land use rights, and contribute capital with production land use rights to enterprises and cooperatives for development, creating large, concentrated production areas.
