Our people's resistance war against the French colonialists won victory. In 1954, immediately after peace was restored, the people of the North urgently restored the economy , healed the wounds of war and carried out the remaining tasks of the national democratic revolution, in order to create the premise for the North to gradually transition to socialism. In order to improve the people's knowledge, workers must have culture to absorb science and technology, and apply it to production... That is why the policy of the Party and the Government, in addition to promoting and developing primary education, must urgently do a good job of eliminating illiteracy for the working people and providing cultural training for the cadres, commonly known as the popular education movement.

In Thanh Hoa , a provincial conference was held to discuss the work of eliminating illiteracy and providing cultural education for the people and cadres. Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ngo Thuyen came to give instructions. The delegates attending the conference were extremely excited and expressed their determination to carry out the instructions of the Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee. Vinh Loc district has Vinh Khang commune, a typical unit in the movement to eliminate illiteracy in the period of 1945-1946, so it was sent as a delegate to attend this conference. After the conference, the District Party Committee and the People's Committee of Vinh Loc district focused on leading and directing the communes to carry out the movement to eliminate illiteracy and provide cultural education in the locality.

At that time, the Party Committee and the government of Vinh Khang commune were very interested in the popular education movement. First of all, the commune established a Popular Education Committee with Mr. Mai Van Chan as its head. The Popular Education Committee of the commune propagated and mobilized all illiterate people to go to class to study. Classes were located in communal houses, temples, and people's houses. The commune had literacy classes for children, adults, farmers, and women... With the slogan "Every literate person is a popular education teacher". Taking the youth as the leading role model to complete the illiteracy eradication first. The old men and women in the commune such as Mr. Xuan, Mr. Dai, Mr. Lam... went to each house to mobilize people to go to school.

Mr. Mai Van Chan, Head of the Commune Education Committee, has many initiatives that have been supported and helped by the people. He has made small wooden boards with the names of families who have eliminated illiteracy and hung them outside the gate. This week, 10 to 15 households in the hamlet have had the boards hung, and a few weeks later, another 20 to 30 households have had the boards hung saying they have eliminated illiteracy. Families clearly see the benefits of eliminating illiteracy as bringing glory to the family. That is why family members remind and encourage each other to go to school.

The team of teachers who eliminated illiteracy in 1955-1956 in Vinh Khang commune was a strong and enthusiastic team, passionate about their work: Mai Ngoc Thach, Trinh Dinh Dau, Mai Van Lieu, Mai Dang An, Nguyen Quang Thai, Trinh Van Lam, Trinh Thi Minh...

The popular education movement of Vinh Khang commune developed strongly and achieved high results. At that time, Vinh Khang had nearly 2,000 people. In 1955-1956, Vinh Khang commune eliminated illiteracy for 545 people. In 1956, Vinh Khang was recognized as the "Leading flag in eliminating illiteracy" in the whole North. On December 21, 1956, the people of Vinh Khang commune received a letter of commendation from President Ho Chi Minh and in 1957, Vinh Khang commune was awarded the Second Class Labor Medal by the Government; Mr. Mai Van Chan was elected as an anti-illiteracy fighter and received the Uncle Ho Badge.

In the letter President Ho Chi Minh sent to the people of Vinh Khang commune, he wrote: “I am very pleased to report that many places have eliminated illiteracy. In the countryside of the whole country, Vinh Khang is the leading commune in the achievement of eliminating illiteracy. On behalf of the Party and the Government, I would like to send my sincere compliments to the people and cadres, and at the same time advise them to continue to study hard to make progress forever...”. At the end of the letter, he advised: “Eliminating illiteracy is the first step in improving the cultural level. Improving the cultural level of the people will help us promote the work of economic recovery and democratic development. Improving the cultural level of the people is also a necessary task to build our country into a peaceful, unified, independent, democratic and prosperous one...”.

With the leading achievements in popular education in the first years of peace in the North, when Uncle Ho visited Thanh Hoa for the second time, he praised Vinh Khang commune for its good results in popular education. In his speech to Thanh Hoa People's delegates on June 13, 1957, he said: "Regarding culture, the first step is popular education. Thanh Hoa people strive to achieve good results, for example, Vinh Khang commune has eliminated illiteracy and has been commended by the Government...".

Imbued with President Ho Chi Minh's advice, the cadres and people of Vinh Khang commune today always pay attention to developing education. The commune has kindergartens, primary schools and secondary schools. Children of school age are all sent to school. Thanks to the development of education, people's knowledge has been raised, creating favorable conditions for Vinh Khang people to develop the economy, contributing to building a peaceful, unified, independent, democratic and prosperous country.

Implementing the Party's policy of bringing farmers into collective farming, being a locality with a fairly active and disciplined movement to build labor exchange groups, in May 1958, Vinh Khang was the first unit of Vinh Loc district to build an agricultural cooperative, farmers entering the path of collective farming. During the years of resistance against the US, Vinh Khang commune was one of the leading units of the district in the military movement, the movement of raising good pigs to sell a lot of food to the State. In 1971, Vinh Khang was awarded the Second Class Resistance Medal by the Government for its achievements in military support.

During the years of renovation, Vinh Khang commune has also achieved great achievements in the fields of politics, economy, culture - society, national defense - security. In 2019, Vinh Khang achieved the standard of a new-style rural commune. After merging Vinh Khang and Vinh Ninh into Ninh Khang commune, in 2021, Ninh Khang commune achieved the standard of an advanced new-style rural commune.

Proud to be the locality that received a letter of commendation from President Ho Chi Minh, the Party Committee and People of Ninh Khang commune are continuing to promote "Studying and following Ho Chi Minh's ideology, morality and lifestyle" and striving to build the commune to soon become a model new-style rural commune.
