Approval of detailed planning of Cultural Park Area

The study area for detailed planning belongs to the administrative boundaries of Ha Cau ward, Kien Hung ward, Ha Dong district. North: Adjacent to Ha Dong district administrative center and residential area of Ha Cau ward. South: Adjacent to Phuc La - Van Phu road. East: Adjacent to residential area of Kien Hung ward and service land of Kien Hung ward. West: Adjacent to planned road with cross-section of 24m.

The total area of the land studied for detailed planning is about 950,128m2, of which: The area of land for traffic roads according to the planning outside the Ha Dong Cultural - Entertainment and Sports Park is about 23,088m2; the area of land for relics is about 1,687m2; the area of land for current cultural works is about 734m2; the area of land planned for construction of the Ha Dong Cultural - Entertainment and Sports Park is about 924,619m2.

Research and establish detailed planning for Ha Dong Cultural - Entertainment and Sports Park, scale 1/500 with functional areas to create more space for cultural activities, sports, green parks and entertainment of Ha Dong district and the city, with diverse services to improve the living environment of the people, at the same time creating the premise for improving the physical, mental and health of the residents in the area.

Creating landscape architecture space, urban space highlights, in harmony with major routes in the area (Ring Road 3.5, Phuc La - Van Phu Road, Ha Dong District Administrative Center axis), neighboring investment projects (Ha Dong District Administrative Center, Van Phu, Phu Luong, Kien Hung New Urban Areas) and existing residential areas.

Detailed planning content: The design concept takes the water surface as the center, the main approaches lead to the main spatial axes of the park and the highlight works are located at the intersection of the main axes. On the main axes, squares of different sizes are designed.

The square is both a place for cultural events, festivals, entertainment and a place for people to walk and socialize. The squares are designed with gardens and walking paths, planted with many trees combined with paving materials according to themes and space treatment with different heights, both increasing the attractiveness for pedestrians and creating open spaces in the chain of continuous connections between the main functions of the park.

Green areas and flower gardens organize open spaces and main spaces to create areas for entertainment, rest, and relaxation, while combining with landscape architecture and utilities so that people can exercise, walk... ensuring conditions for noise reduction, air conditioning, and improving the microclimate environment to ensure improved health for people.

The City People's Committee assigned the People's Committee of Ha Dong District to preside over and coordinate with the Department of Planning and Architecture and the Hanoi Institute of Construction Planning to publicly announce the approved detailed planning project content so that relevant organizations, agencies and people can know.

The Department of Natural Resources and Environment shall preside over and coordinate with the People's Committee of Ha Dong district, the People's Committees of Ha Cau and Kien Hung wards and relevant units to inspect and accurately determine boundaries, landmarks, and land area scale in the field, ensuring compliance with planning and no overlap between projects in the area.

The Chairman of the People's Committee of Ha Dong District and the Chairmen of the People's Committees of Ha Cau and Kien Hung wards are responsible for inspecting, managing and supervising construction according to planning, handling cases of construction that violate planning and urban construction order according to their authority and regulations of law.
