Approval of the Planning for the Special National Historical Site, the Venue for the 2nd National Congress of the Party

According to the Decision, the planning area is 27.47 hectares, including:

- The area for protecting the special National Historical Relics, the venue for the 2nd National Congress of the Party (according to Decision No. 2499/QD-TTg dated December 22, 2016 of the Prime Minister ), includes: 35 relics and relic sites in 4 communes: Kien Dai, Kim Binh, Linh Phu and Vinh Quang in Chiem Hoa district, with an area of 15.02 hectares.

- The natural landscape area and ethnic minority villages surrounding the relics, which are part of the revolutionary base, need to be preserved and maintained, with an area of 12.45 hectares.

The planning objective is to preserve and promote the historical value of the nation's revolutionary struggle through existing relics and relic sites; contribute to forming a place for visiting the source, scientific research, educating the heroic historical tradition of revolutionary struggle and patriotism for future generations, a unique cultural - historical tourist destination linked with the revolutionary relic system of Tuyen Quang province and the Viet Bac war zone.

At the same time, it serves as a scientific basis for the conservation of ecosystems, landscapes and the development of new ecosystems suitable to the natural conditions, environment and socio -economic development of the Chiem Hoa revolutionary base in particular and Tuyen Quang province in general.

Plan for preservation, restoration and rehabilitation of relics

For the relic cluster in the area of the 2nd National Congress of the Party, Kim Binh commune, we will carry out renovations and prevent degradation of construction items: Welcome gate, hall, Uncle Ho's house, memorial, tunnel, communication trench... according to historical documents; Repair the system of stele and arrange the garden and walking path in the relic protection area; Preserve and embellish the existing natural green tree system and souvenir trees; Plan to add suitable green trees to create green space around the relic with native tree species.

For individual relic sites: (08 relic sites in Kim Binh commune, 24 relic sites in Kien Dai commune, 01 relic site in Linh Phu commune and 01 relic site in Vinh Quang commune): Repair and embellish the relic stele system (existing and additional), repair the yard and roads; embellish the fence of the relic campus.

For the proposed additional ranking relics in Kim Binh commune (including: Nga Pass Guard Station, Nang Pass Guard Station, Nhan Dan Newspaper establishment site): Preserve the existing tree system; place boundary markers to protect the relic (according to the approved plan); renovate and embellish the relic stele system, road yard and restore the forest ecosystem surrounding the relic to create an ancient mountain and forest landscape space.

Promoting the value of relics associated with sustainable tourism development

According to the Plan, develop typical tourism products: Focus on developing key tourism types and products based on the potential of the region's available natural and cultural resources, including:

Cultural, historical and source tourism: Develop sightseeing and research tours to learn about revolutionary history at the Second National Congress of the Party relic site, connecting with historical and revolutionary relics in the inter-provincial ATK revolutionary base areas of Tuyen Quang, Thai Nguyen and Bac Kan (Tan Trao ATK - Dinh Hoa ATK - Cho Don ATK) and other historical and revolutionary relics in the area.

Ecotourism: Exploiting the local ecotourism potential, focusing on the Tuyen Quang hydroelectric reservoir area (Na Hang), Chiem Hoa hydroelectric reservoir and the agricultural ecosystem associated with craft villages and ethnic minority cultural villages.

Resort tourism is based on exploiting the tourism potential of climate conditions and ethnic cultural identity in villages (homestay).

Cultural tourism: Organizing traditional festivals and cultural activities associated with relics and cultural heritage of local people; recreating the daily life of Uncle Ho's soldiers during the resistance war.

Community tourism: Organizing activities to experience traditional culture, learn about customs, music, cuisine... of ethnic minorities. Building a Tay ethnic cultural village in Bo Cung village, Kim Binh commune.

Investment and capital mobilization solutions

Regarding implementation, the Decision clearly states investment solutions and capital mobilization. Accordingly, it establishes a list of component investment projects, classifies and determines the implementation stages, investment capital sources, as a basis for mobilizing capital from the state budget, socialization, loans, etc.; in which:

Projects related to original items constituting relics, architectural works systems with historical, cultural, architectural and artistic values, items and works serving to promote and develop the value of relics using investment capital from the state budget;

Tourism projects, services, and service exploitation points invested by secondary investors under the decentralized management of the locality;

Consider, prioritize support and allocate annual capital from the central budget for Tuyen Quang province to preserve, repair and restore original relics and important construction projects. Develop a plan to mobilize other legal resources for implementation./.
