According to the report of the Ministry of Agriculture and Environment , last week, the functional sectors and localities inspected and controlled 2,901 fishing vessels leaving the port and 2,708 fishing vessels arriving at the port according to regulations, monitoring the output of aquatic products exploited through the port at 1,845 tons on the eCDT System. Up to now, the total number of fishing vessels of the localities registered and updated on Vnfishbase is 79,243 fishing vessels, reaching 100%; for fishing vessels that do not meet the operating conditions, they have been controlled and assigned to communes, wards and functional forces to manage the anchorage location.

In Gia Lai province, 19/19 assigned tasks on combating IUU fishing have been completed. As of December 8, 2025, the whole province has 5,743 registered fishing vessels (unchanged from the previous week), of which 100% have been updated to the Vnfishbase system. The number of fishing vessels participating in fishing activities that have been granted fishing licenses reached 100% (5,391 fishing vessels); 100% of fishing vessels with a length of 15m or more participating in fishing activities have installed VMS voyage monitoring equipment (3,160 vessels). During the week, no fishing vessels violated VSM connection during operations at sea. The province has banned fishing activities, assigned management staff, and regularly updated anchorage images; Issue policies to support stabilizing fishermen's lives (from September to December 2025, support 3 million VND/household/ship/month, 30 kg of rice/person/month).
Speaking at the meeting, Prime Minister Pham Minh Chinh requested ministries, branches and localities to identify combating IUU fishing as an important political task, with the highest sense of responsibility, mobilizing the entire political system and people to participate in the work of combating IUU fishing; proactively deploying and achieving substantive results in tasks so that by 2025, IUU violations must be stopped, and the European Commission (EC)'s "Yellow Card" warning on IUU must be removed - this is both the national interest and honor, and prestige must be put first and foremost; resolutely handle violations of regulations, and at the same time handle personal responsibility for localities that do not perform well.
The Head of Government requested the need to restructure the fisheries industry to develop sustainably, legally, and legitimately, restructure the fishing fleet, fishermen, and the labor force in the direction of: fishing must be legal, increasing aquaculture and seafood processing, strengthening cooperation with neighboring countries to exploit and process seafood; and reducing very risky offshore fishing.

Prime Minister Pham Minh Chinh assigned the Ministry of Agriculture and Environment to provide unified reporting instructions according to the EC's recommendations; report back to the Government on the contents recommended by the EC; clearly stating the situation and causes, tasks and solutions.
Localities are required to develop projects based on specific situations, from which the Ministry of Agriculture and Environment will synthesize and develop an outline for sustainable fisheries development, and submit it to the Government for promulgation in December 2025, including the fields of aquaculture, fishing, processing and exporting of seafood.
The Ministry of National Defense continues to maintain patrols and control of sea areas bordering neighboring countries; control fishing vessels entering and leaving ports, strictly handle fishing vessels that are not qualified to participate in activities; guide ship owners and captains to carry out procedures for declaring fishing vessels and fishermen entering and leaving ports on VNeID.
The Ministry of Foreign Affairs urgently works with countries to unify information on Vietnamese fishing vessels and fishermen detained from 2024 to present whose information is unknown; provide a list of fishing vessels and fishermen detained by foreign countries and returned to foreign countries from 2024 to present to thoroughly handle the cases, not letting them drag on.
The Ministry of Public Security, based on information provided by the Ministry of Foreign Affairs, directed local police to thoroughly handle cases of fishing vessels and fishermen being detained by foreign countries and brokerage lines that send fishing vessels and fishermen to illegally exploit abroad.
The Prime Minister requested the Chairmen of the People's Committees of coastal provinces and cities with fishing vessels to continue strictly implementing regulations on registration and licensing; inspecting and supervising fishing vessels; allocating resources to synchronously implement the Electronic Seafood Traceability System (eCDT) for all fishing vessels and voyage logs; absolutely not allowing unqualified vessels to leave port; reviewing, arranging and storing records of management of fishing vessels entering and leaving port, tracing the origin of aquatic products...
