Returning to Ninh Binh, the countryside unfolds like a vibrant, lush green painting. The village roads are straight and clean, lined with brightly blooming flowers that change with the seasons. In the hamlets, houses are well-maintained, and playgrounds and cultural centers are brightly lit every afternoon. The local markets and stalls selling OCOP (One Commune One Product) specialties are always bustling, thanks to the beautifully packaged products with clear traceability. On the vast fields, new production models reflecting modern agriculture have replaced the fragmented, small-scale methods of the past. Lush green pineapple plantations stretch to the foot of the mountains in Dong Giao, Tam Diep ward; rice paddies, water lilies, and lotuses fill the air with their fragrant aroma.

Amidst this rapidly changing pace of life, Ninh Binh still retains its peaceful, rustic charm – a modern countryside rich in cultural identity, making anyone who leaves long to return. Teacher Mai Thanh Lan (from Yen Mo commune) shared that the local infrastructure and facilities are increasingly improved, becoming more spacious, clean, and beautiful, but the most valuable thing is that the people's lives are happier and more optimistic. Every evening during the week, one can see lively activities at various clubs such as arts and culture clubs, exercise groups, volleyball clubs, and chess clubs.
Ninh Binh province's rural development journey has achieved comprehensive results, creating a strong transformation in the appearance of rural areas and improving the material and spiritual lives of the people. To date, Ninh Binh is one of the localities that has completed the rural development task with 97 out of 97 communes meeting the standards, including 65 communes meeting advanced rural development standards and 4 communes meeting model rural development standards. The province currently has 980 OCOP products with 3 stars or more, including 3 products with 5 stars, 1 potential 5-star product, 152 4-star products, and 824 3-star products. From July 2025 to the present, more than 100 new products have registered to participate in the OCOP Program in 2025.
One of Ninh Binh's distinctive features in building new rural areas is its ability to mobilize the combined strength of both the political system and the community. The synchronized involvement from the provincial level to the grassroots, along with the leading role of the people, religious organizations, and businesses, has created a high level of consensus. The high rate of public consultation ensures the sustainability and effectiveness of the program.
The province is continuing to focus on researching and proposing additions and adjustments to issues related to the National Target Program for New Rural Development, especially for administrative units undergoing restructuring. Ninh Binh is focusing on several major orientations such as: developing harmoniously and equitably between urban and rural areas; continuing to comprehensively improve the modern production infrastructure system; developing rural economy and green agriculture in a circular direction; modernizing rural areas while preserving identity, landscape values, and traditional culture to create unique rural living spaces; and promoting digital transformation and the application of science and technology, especially in agricultural production.
Furthermore, economic development must go hand in hand with cultural preservation. Promoting local cultural values to effectively serve tourism development will create soft power and organic linkages for the "new Ninh Binh" countryside, rich in cultural identity. Investment in infrastructure, including transportation, telecommunications, and e-commerce, will be comprehensive, while simultaneously promoting environmental protection, maintaining security and social order. The goal is to create a harmonious rural space that retains its unique character, providing people with full access to modern amenities, transforming the countryside into a place worth living in and worth returning to.
Ninh Binh's journey in building new rural areas continues with many new goals and challenges, but the most important thing is that the trust and unity of the people are always preserved. Emphasizing the spirit of "building new rural areas has only a beginning, no end," Comrade Tran Anh Dung, Vice Chairman of the Provincial People's Committee, hopes that the program will continue to spread widely and become a sustainable driving force for rural development.
The comrade suggested that the Provincial New Rural Development Coordination Office continue to flexibly apply mechanisms and policies appropriate to the reality of each locality; clearly define the role and significance of the program for rural communities, in which the people are the main subjects and direct beneficiaries. The comrade also requested that departments and agencies closely coordinate with the New Rural Development Coordination Office in the implementation of tasks; and at the same time advise the province on developing policies for the 2026-2030 period that are practical, effective, and create high consensus among the people.
