Plenary session of the Vietnam Sub-Committee in the Intergovernmental Coordinating Committee on the Vietnam Tropical Center

( Bqp.vn ) - On the morning of November 4, in Hanoi, the plenary session of the Vietnam Subcommittee in the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center took place. Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense , Chairman of the Vietnam Subcommittee, Co-Chairman of the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center chaired the meeting.

At the meeting, delegates listened to Major General Dang Hong Trien, General Director of the Vietnam - Russia Tropical Center, present a report on the results of activities in 2024, the plan of tasks in 2025; the letter of intent between the Ministry of National Defense of Vietnam and the Ministry of Science and Technology and the University of the Russian Federation, the draft Protocol supplementing the agreement dated March 7, 1988 on technology transfer within the framework of the Vietnam - Russia Tropical Center; the progress of transferring the scientific research vessel "Professor Gagarinskiy", mobile testing vehicle; construction of laboratory infrastructure; development of the Truong Sa sea research program phase 2; preparation and organization of the 35th meeting of the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center.

Concluding the meeting, on behalf of the leaders of the Ministry of National Defense and the Vietnam Sub-Committee, Senior Lieutenant General Hoang Xuan Chien commended, acknowledged and highly appreciated the performance of the Vietnam - Russia Tropical Center; affirmed that the Center had seriously implemented the tasks assigned by the Vietnam Sub-Committee and the Coordination Committee, unanimously approved the reports and documents of the Vietnam - Russia Tropical Center. In 2024, the Center proactively and flexibly deployed and completed its tasks well, achieved many results in all aspects of work, had many scientific and technological products with high applicability, serving military , defense and socio-economic tasks; performed well in international integration and defense diplomacy.

In 2025, the world situation is forecast to continue to develop in a complex and unpredictable manner; climate change and epidemics continue to be major challenges for countries, including Vietnam; Senior Lieutenant General Hoang Xuan Chien requested the Vietnam Sub-Committee and the Vietnam - Russia Tropical Center to regularly and thoroughly grasp the direction of the Central Executive Committee, the Central Military Commission, and the Ministry of National Defense on the direction of international integration, defense diplomacy, science, technology, and environment in the new period; persistently cooperate with the Russian Federation within the framework of the Vietnam - Russia Tropical Center; strive to build the Center into a model and symbol of bilateral cooperation; pay attention to expanding cooperation with units and organizations inside and outside the Army and other potential countries to meet the requirements of tasks in the new situation. At the same time, speed up the implementation of the tasks set out by the Vietnam Sub-Committee and the Coordination Committee, focusing on research, forecasting, and preparation of human resources, facilities, equipment, etc., proactively proposing tasks to participate in solving non-traditional security issues such as epidemics and climate change.
