Vice Chairman of Khanh Hoa Provincial People's Committee Nguyen Thanh Ha works with leaders of departments and branches

(NLDO) - Mr. Nguyen Thanh Ha, Vice Chairman of Khanh Hoa Provincial People's Committee, requested departments and branches to have plans and solutions to increase human resources for digital transformation.

On the morning of November 13, Mr. Nguyen Thanh Ha, Vice Chairman of Khanh Hoa Provincial People's Committee, worked with leaders of departments and branches to deploy many important programs and plans, contributing to forming the foundation for digital government, digital economy and digital society in the province.

Currently, Khanh Hoa 's information technology infrastructure has been invested relatively synchronously, effectively serving the two-level local government model after the merger.

The provincial data center, the intelligent monitoring and operation center (IOC) and the network safety and security monitoring center (SOC) have been put into operation, ensuring information system safety, unified and smooth operation from the provincial to local levels.

Khanh Hoa achieved 100% of administrative documents issued in electronic form with more than 1 million exchanges between levels.

The rate of using public digital signatures reached 98%; many level 3 and 4 online public services have been integrated into the National Public Service Portal.

Khanh Hoa applies many online public services, digital government model

In the third quarter of 2025, the Public Administration Service Center received more than 16,100 citizens coming to contact and carry out administrative procedures; received nearly 23,700 records, including 20,750 online records, reaching 87.6%. The rate of processing records and returning results correctly and before the deadline reached 99.9%. At the commune-level public administration service centers, 59/64 communes have ensured smooth network infrastructure and equipment for digitalization...

However, the actual implementation also shows many difficulties. Although the technology infrastructure has been invested, it is still scattered, lacking a unified space to build a centralized data center according to international standards.

The rate of cadres and civil servants specializing in digital transformation is only 1.58% - much lower than the standard of 10% set by the Ministry of Science and Technology . Some industry databases are not yet interconnected, and data sharing between units is still manual.

In the public sector, the digital skills of a number of officials and civil servants do not meet requirements, while in the business sector, many small production and business establishments are still hesitant to apply digital technology due to high investment costs.

Mr. Nguyen Thanh Ha, Vice Chairman of Khanh Hoa Provincial People's Committee, inspected the Provincial Public Administration Service Center.

To solve this problem, the Department of Science and Technology is advising the Provincial People's Committee to deploy the Project "Building an information technology infrastructure platform and digital infrastructure to serve digital transformation in Khanh Hoa province in the period 2026 - 2030", with a focus on building a Data Center using cloud computing technology, integrating and sharing common data between industries and fields.

Along with that, the Department also proposed that Khanh Hoa province allow the recruitment of about 50 personnel to train and foster a team specialized in digital transformation, expand the Community Digital Technology Team to each commune and ward; support small and medium enterprises to participate in the program "Digital transformation for enterprises in Khanh Hoa province"...

Leaders of Khanh Hoa Provincial People's Committee requested departments and branches to actively participate in digital transformation.

Mr. Nguyen Thanh Ha requested that departments and branches need to carry out digital transformation with high determination and maximum effort to complete the set goals. Strengthen coordination between relevant units and departments to resolve outstanding issues, ensuring unified and synchronous direction and operation.

Mr. Ha also requested the Department of Science and Technology to coordinate with the Department of Finance and the Department of Home Affairs to seriously implement current resolutions, directives and regulations, ensuring efficiency and compliance with regulations. If there are any problems, consult the Provincial People's Committee and propose to the central government for timely handling.

Mr. Ha emphasized the effective arrangement and use of resources to ensure the completion of tasks. Special attention should be paid to the prescribed financial support policies and regimes to ensure the rights of staff. Mr. Ha also proposed solutions such as mobilizing information technology students to participate in support, thereby training local human resources; at the same time, it is possible to mobilize temporary personnel from large telecommunications corporations.

With a vision to 2030, Khanh Hoa strives to be among the top 10 localities in the country in terms of digital transformation index (DTI), building a modern, transparent administration, taking people and businesses as the center of service - towards a digital province and comprehensive digital society.
