DNVN - That is the important message emphasized by Deputy Prime Minister Ho Duc Phoc at the "17th Vietnam Economic Scenario Forum - VESF 2025" jointly organized by the Vietnam Economic Science Association, the Vietnam Association of Small and Medium Enterprises (VINASME) and the Vietnam Economic Magazine on January 7 in Hanoi.
At the 17th Vietnam Economic Scenario Forum - VESF 2025 held on the afternoon of January 7 in Hanoi, Party Central Committee member and Deputy Prime Minister Ho Duc Phoc said that in 2024, Vietnam has completed 15/15 economic targets. Of which, GDP growth reached 7.09% - a very high target. The economic scale reached 476.3 billion USD - ranked 33rd in the world and increased by 2 places.
The CPI index is at 3.63%, while the target assigned by the National Assembly is 4%. Import-export turnover is approximately 800 billion USD, with a trade surplus of 24 billion USD - this figure breaks all previous records... 2024 is the first year that the state budget revenue reaches over 2 million billion VND, exceeding the estimate by 324.4 thousand billion VND.
The Government is currently focusing on implementing three breakthrough solutions. First, a breakthrough in perfecting laws and institutions. In recent times, especially in the last months of 2024, a number of laws have been completed, such as the Law on Public Investment, Planning, Securities, Taxes, Public Asset Management, etc., to ensure the removal of bottlenecks. Thereby, promoting resources, creating bigger and stronger breakthroughs.
Second, infrastructure development. The government has focused resources on investing in infrastructure development. The government plans to allocate VND800 trillion for public investment in 2025, focusing on key projects such as expressways, Long Thanh airport, seaport systems and the North-South high-speed railway...

Third, breakthrough in human resources. Implementing Resolution 57 of 2024 of the Politburo, the Government is currently focusing on solutions to promote human resource training in the strongest and most effective way, keeping up with the world's high-quality human resources.
According to Deputy Prime Minister Ho Duc Phoc, the above 3 breakthroughs include breakthroughs in science and technology. Technological breakthroughs are related to technology and mastering technology. To master technology, there must be high-quality human resources. To have a technological breakthrough, there must be a breakthrough in technology transfer. We must deepen the issue of technology and technology transfer, and train human resources for technology. This is the core solution to change the nature of growth in the coming time.
"For example, how to grow with the highest quality and the strongest and most sustainable growth. What factors should be promoted to achieve a green economy and a digital economy? The digital economy is of course related to technology, digital, AI technology platforms, big data, IoT, cloud computing, blockchain... These are core issues to promote labor productivity and will connect with all areas of social life, including culture, tourism, industry...", Deputy Prime Minister Ho Duc Phoc said.
Associate Professor, Dr. Nguyen Hong Son - Deputy Head of the Central Economic Commission said that Vietnam is currently carrying out two revolutions at the same time. That is the revolution in arranging and streamlining the apparatus of the political system and the revolution in science, technology, innovation, and digital transformation. Thereby creating a breakthrough shift for the economy to catch up and progress with developed economies.
Meanwhile, the world and regional context has been, is and will continue to be forecasted to have more rapid, more complex and more unpredictable developments than before.
All of these factors, along with the requirement to both ensure overcoming internal limitations and shortcomings that have lasted for many years, and to resolve sudden and arising problems, so that the Vietnamese economy can grow and maintain a high rate, meeting both short-term and long-term goals... are posing many questions for Vietnam that need to be answered, many problems that need solutions to be resolved.
Today's forum is a good opportunity for experts, scientists, and managers to exchange and discuss to find answers to those problems.
