The Management Board of the Da Nang Transport and Agricultural Construction Investment Project (MBP) said that taking advantage of favorable weather, the BPM is directing units to focus on speeding up construction to ensure the progress of construction projects. However, recently many construction contractors have reported a shortage of construction sand materials on the market (sand used for leveling and treating the ground, making cushions, sand mixed with concrete on construction sites, etc.).
Many commercial concrete suppliers in Da Nang have announced a temporary suspension of product supply to the market.
Typically, the commercial concrete stations of Viet Han Construction and Trading Joint Stock Company - Quang Nam Branch; Phuoc Yen Trading and Investment Company have announced a temporary suspension of concrete supply to the market. Vinaconex 25 Company's concrete station announced a temporary suspension of receiving orders from May 21. Song Han and Sy Kien Manh concrete stations supply concrete slowly compared to the requirements of the construction site; only supply to customers who order large volumes, traditional customers and request to increase concrete prices by 20-30%.
According to the Management Board, the current shortage of construction sand materials, leading to increased prices and the need to temporarily stop production and supply of commercial concrete to the market, will cause disruptions, affect the progress and quality of construction projects, and slow down the disbursement of investment capital for projects.
Through preliminary review, there are 4 projects with the Management Board as the investor and project manager, including the Bien Bridge upgrading project; the wastewater collection system project in Hoa Xuan and Cam Le areas; the Yen River embankment project (with Vinaconex 25 concrete station and Song Han concrete station providing commercial concrete) that have recently been very slow in supply due to the scarcity of sand materials. The Cu De River embankment project is affected by the scarcity of sand and stone materials, with prices constantly fluctuating and increasing.
Faced with this situation, the Management Board reports and requests the People's Committee of Da Nang City to consider and give opinions to the competent authorities to review, evaluate and have solutions to resolve the shortage of construction sand materials, control prices in the market to minimize the impact on construction works.
Request to clearly state the reason for changing the price of construction materials and commercial concrete
Previously, on May 10, the Department of Construction of Da Nang issued Official Dispatch 3268 to temporarily suspend the announcement of construction material prices for the second phase of 2025. The reason was that, through monitoring the price fluctuations of construction materials, some product prices provided by suppliers were no longer suitable for the market; the notice of acceptance of conformity or announcement of basic standards had expired and some units requested to temporarily suspend the announcement of product prices.
On May 21, the Department of Construction of Da Nang continued to issue Official Dispatch 38773 requesting that in case of price changes, construction material suppliers and commercial concrete manufacturers send an official dispatch to the Department of Construction of Da Nang requesting to announce construction material prices, clearly stating the content and reason for the change, the validity period of the price list and the validity of the quality records of the products with adjusted prices (with documents proving the reason for price adjustment).
At the same time, immediately provide the adjusted price list at the time of price adjustment and periodically every month before the 5th of the following month or at the time of price adjustment. Particularly for commercial concrete production units, provide price adjustment or non-adjustment records in May 2025 compared to April 2025 to the Department of Construction before May 28.
The Department of Construction of Da Nang requests that construction material suppliers strictly fulfill the obligations of organizations and individuals trading in goods and services as stipulated in Article 9 of the Price Law No. 16/2023/QH15. In the process of implementation, if there are any problems, the units should contact the Department of Construction of Da Nang (phone: 0236.3562566) for specific instructions.
According to the discussion between the representative of the Management Board of Priority Infrastructure Projects in Da Nang and Vietnamese Enterprises , there are many reasons for the delay in disbursement of public investment projects. In addition to the issue of site clearance, the scarcity of construction materials and the loss of control over construction material prices will cause the project to be delayed. The state budget will have to spend a huge amount of money to buy construction materials, while minerals are managed by the state. This is very unreasonable.
