On the morning of September 23, at the Ho Chi Minh City People's Committee Headquarters, Deputy Prime Minister Nguyen Chi Dung led a Government delegation to attend a Dialogue with NVIDIA Corporation organized by the Ministry of Finance ; to summarize the cooperation results between Vietnam and NVIDIA, and at the same time orient the work contents between the two sides in the coming time.
Attending the seminar were Mr. Nguyen Van Duoc - Chairman of Ho Chi Minh City People's Committee; leaders of the ministries: Finance, Science and Technology; Vietnam Academy of Science and Technology, ... and leading training institutions, corporations and technology companies in Vietnam.

Realizing the commitment to "make Vietnam NVIDIA's second home"
Deputy Prime Minister Nguyen Chi Dung highly appreciated NVIDIA's choice of Ho Chi Minh City as one of the venues to organize the NVIDIA AI Day event series to create opportunities for knowledge exchange, introducing NVIDIA's most advanced AI technologies, trends and solutions to the Vietnamese AI development community.
"The event is extremely meaningful, contributing to putting Vietnam on the map of AI development centers in the region and the world," the Deputy Prime Minister affirmed.

The cooperation agreement between NVIDIA and the Government of Vietnam in December 2024 is a pioneering, strategic cooperation to concretize high-level agreements between the leaders of the two countries on promoting cooperation in science, technology and innovation during President Joe Biden's visit in September 2023.
This is also a testament to NVIDIA Chairman Jensen Huang's commitment to "making Vietnam NVIDIA's second home" and demonstrates Vietnam's determination to attract investment, attract talent, and lay the foundation to be able to "catch up, progress together, and surpass" in science and technology, innovation, and digital transformation in the coming time, especially in the field of AI.
Reporting on some results of NVIDIA's cooperation in Vietnam, Deputy Minister of Finance Do Duc Trung said that the Ministry has assigned the National Innovation Center (NIC) to act as the focal point, coordinating with the Group and relevant agencies and units to facilitate and promote investment activities, expand production and cooperation of NVIDIA Group in Vietnam. Thereby, the cooperation has achieved many important positive results in research and development infrastructure; AI startup ecosystem; connecting with universities and research institutes to share research and technology experiences in the fields of smart transportation, digital healthcare, smart manufacturing; organizing NVIDIA AI Day attracting more than 1,000 delegates who are AI development engineers, technology enterprises of Vietnam with 16 specialized seminars...

Also within the framework of the Dialogue, NVIDIA leaders shared the Group's development orientation in Vietnam. Along with that, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc and representatives of ministries, training institutions, and enterprises in Vietnam exchanged, discussed, and proposed a number of cooperation contents.
Identify priority areas for immediate implementation
Concluding the meeting, the Deputy Prime Minister agreed and highly appreciated the frank and practical opinions shared by the delegates; at the same time, welcomed the goodwill of NVIDIA and the Group for promptly implementing the contents of the Cooperation Agreement signed with the Vietnamese Government in December 2024.
In recent times, the global AI industry has continued to grow strongly and there has been a "race" between major countries in attracting investment and shaping AI standards and regulations.
Not being outside that "game", Vietnam has determined that development based on knowledge, science and technology, innovation and digital transformation is not only a strategic choice, but also an inevitable path to renew the growth model, improve productivity and national competitiveness, strive to overcome the middle-income trap and aim to become a developed country by 2045.

In recent times, Vietnam has issued many strategic policies and guidelines such as: (i) Resolutions No. 57, 68, 71 of the Politburo on science and technology development, innovation, digital transformation, private economy, education and training; (ii) National strategy on semiconductor industry development; (iii) National strategy on AI research, development and application; (iv) Project on training 50,000 semiconductor and AI engineers; (v) List of 11 strategic technology industries, including AI.
At the upcoming 10th session, the Government plans to submit to the National Assembly for approval a specialized Law on AI, creating a legal corridor for the development of this field for a new development stage.
Along with that, the Government also focuses on promoting digital human resource training, building a force of high-quality engineers and technology experts; implementing the "Digital Literacy for All" movement to popularize digital and AI skills for all people.
The Deputy Prime Minister asked NVIDIA Corporation to continue to accompany and support Vietnam in some areas.
Firstly, accompanying Vietnam as a strategic investor in implementing Resolution 57, contributing to creating a foundation to help Vietnam seize opportunities, make breakthroughs and rise in science and technology.
Second, support Vietnam in developing sovereign AI, providing technology and expert support to work with Vietnamese partners to promote AI applications in all areas of the economy and build national AI solutions.
Third, join Vietnam in perfecting the legal framework on AI, first of all, building the AI Law to be submitted to the National Assembly at the upcoming 10th Session and related guiding documents.
Fourth, strengthen cooperation in research and human resource training through cooperation with domestic universities, research institutes, and start-up enterprises.
"It is necessary to soon identify a number of priority areas that are suitable to NVIDIA's needs and Vietnam's Strategy, especially products in the List of Strategic Technology Industries , to immediately deploy specific cooperation programs with NVIDIA's advanced AI research centers in other countries," the Deputy Prime Minister especially noted.
Fifth, expand talent training programs for Vietnam in both scale and quality. Priority will be given to supporting Vietnamese students, engineers, and scientists to access NVIDIA's AI Academy Program through the Jensen Huang Scholarship Fund.
Sixth, promote cooperation with NIC to develop Vietnam's AI startup ecosystem through incubation programs, support AI applications, connect AI startups with venture capital funds... step by step helping Vietnam realize its ambition to become an AI "powerhouse" in the region and the world.
Seventh, expand the scale and frequency of organizing annual NVIDIA AI Day programs in Vietnam; research and organize them in other dynamic creative startup centers in Vietnam such as Hanoi, Da Nang...
Thereby, turning this event into a "festival" where every citizen and business can spread knowledge, contribute and enjoy the fruits of AI development.

The Deputy Prime Minister assigned the Ministry of Finance to continue to take the lead and coordinate with the Ministry of Science and Technology and relevant agencies, together with the NVIDIA AI Research and Development Center, to soon concretize the projects into specific projects for immediate implementation.
Commenting that the strategic cooperation between Vietnam and NVIDIA will increasingly develop in a substantive, comprehensive and sustainable direction, bringing practical benefits to both sides, the Deputy Prime Minister said that the Vietnamese Government is committed to always accompanying and creating favorable conditions for foreign investors in general and NVIDIA Corporation in particular to invest and do business effectively in Vietnam.
"Vietnam will certainly become NVIDIA's second home, as NVIDIA Chairman Jensen Huang once affirmed," Deputy Prime Minister Nguyen Chi Dung believes./.
