Reporting to the Permanent Deputy Prime Minister and the Government delegation, the leader of Quang Ninh province said that implementing the 2025 plan, closely following the direction of the Government, with high determination, great efforts, accompanying the development of the country..., Quang Ninh has issued Resolutions, built plans and scenarios for socio-economic development with specific targets and goals for each sector and field.

Accordingly, with the working theme for 2025 being "Breakthrough in economic development, creating momentum for the new term", the province has set a target of GRDP economic growth of 14%, higher than the Government's direction, affirming its role as one of the growth poles of the Northern region.

To achieve the growth target, based on fundamental calculations of each resource and each growth factor, Quang Ninh has focused on renewing traditional growth drivers, focusing on public investment and non-budgetary investment, including the Coal industry.

Right from the beginning of the year, the province has directed units to focus on accelerating disbursement progress, requiring investors to make detailed disbursement plans for each project and strictly follow the monthly and quarterly plans; establish a working group to urge and remove difficulties and obstacles for key projects, in which specific leaders are assigned to be responsible for monitoring the implementation progress. At the same time, the province has focused on reviewing all bottlenecks and bottlenecks to completely resolve difficulties and obstacles, remove, clear, and release all resources, maximize potentials, advantages, and development space. The province has also focused on attracting new-generation, large-scale, high-tech foreign direct investment (FDI), especially in the processing, manufacturing, electronics, semiconductor, and artificial intelligence industries.

At the same time, Quang Ninh strongly promotes new growth drivers; focuses on implementing Resolution No. 57-NQ/TW on creating breakthroughs in science and technology development, innovation, digital transformation; promotes the development of digital government, digital economy, marine economy, heritage economy, night economy, sharing economy, green transformation, energy transformation and emerging industries and fields by issuing action programs, deciding to establish a Steering Committee headed by the Provincial Party Secretary, assigning responsibilities to departments, branches and sectors to develop and issue plans for implementation.

In 2024, the proportion of high-tech product exports to the total annual export value of the province will reach 33.13%; the local innovation index (PII) of Quang Ninh will rank 6th out of 63 provinces and cities; comprehensive digital transformation has achieved many important results; infrastructure construction, social housing, and the emulation movement to eliminate temporary and dilapidated houses have been strongly promoted; national target programs have been effectively implemented. By the end of the first quarter of 2025, the province's economic growth rate (GRDP) will reach 10.91%, ranking 3rd in the Red River Delta, 7th in the country, 0.4 percentage points higher than the first quarter growth plan. Social issues have also been well and harmoniously resolved; the task of state management of planning, land, resources and environment, and comprehensive digital transformation have been promoted; Inspection work, handling of complaints and denunciations are focused on directing and resolving... Quang Ninh ensures that each step of sustainable economic growth goes hand in hand with improving the quality of social security, paying attention to improving the material and spiritual life of the people, and all people benefit from the development process.

At the working session, Quang Ninh province also recommended to the Government's Working Group to consider and resolve for the locality a number of issues related to planning difficulties; mechanisms and policies for economic zone development, especially "Building specific policies to develop economic zones with great potential such as Van Don" according to Conclusion No. 123/KL-TW, dated January 24, 2025 of the Party Central Committee; piloting the construction of smart border gates and cross-border industry cooperation zones; tax incentives in industrial parks and recommendations related to the construction of synchronous infrastructure, especially traffic infrastructure; promoting the implementation of key projects in the province...

Speaking at the meeting, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee affirmed: In 2025, the province has a strong commitment and determination to ensure growth to compensate for the damage caused by storm Yagi in 2024. However, in the implementation process, especially the reorganization of the commune level, many new problems will certainly arise such as: unreasonable lack of staff, increased budget, local surplus, lack of synchronization between agencies... He suggested that Quang Ninh province synthesize, propose, and report to the Government; at the same time, proactively follow the instructions and directions of the Central Government to complete the dossier on the organization of commune-level administrative units, and complete the organization of the Commune-level Congress...

The province's key and dynamic projects such as Van Don International Airport, Van Don High-end Resort Complex, Ha Long Green Urban Complex... are all driving forces of Quang Ninh in the coming term. Regarding Quang Ninh's proposals, he suggested that the province review, propose solutions, and submit a summary report to the Government to direct relevant ministries, branches, and units to resolve them as soon as possible.
