This policy not only recognizes the efforts and dedication of the teaching staff but also becomes an important motivation, helping them to be more confident in caring for, teaching and accompanying special students.
Decent allowance for teachers
In the 2025-2026 school year, teacher Vi Thi Hang - Chieu Luu 1 Primary School for Ethnic Minorities (Chieu Luu, Nghe An ) was assigned to be the homeroom teacher of class 3, including 1 disabled student. Compared to other students, this student is mentally and physically weaker and slower. Because the house is far away, the student stays at the boarding school for convenience in living and going to school. With that special situation, teacher Vi Thi Hang pays more attention to the student.
Chieu Luu 1 Primary School for Ethnic Minorities mainly serves children of ethnic minorities. During the teaching process, teachers here are not only responsible for imparting knowledge but also for many other unnamed tasks. Teachers must ensure the quality of learning, enhance Vietnamese language, practice communication skills for students, and at the same time take care of and manage students in a boarding environment.
When there are students with disabilities or developmental delays in the class, the workload becomes even heavier, requiring teachers to flexibly adjust their methods, spend more time and effort to support them, while still maintaining overall teaching effectiveness for the whole class.
Principal Dao Xuan Quang said that this school year the school only has one disabled student, less than in previous years. Despite many difficulties, the school and teachers always try to create conditions for the students to study, even in boarding schools, purely out of responsibility and love, without any accompanying support system.
“Therefore, when they heard that teachers of disabled students would receive allowances, they felt recognized and shared some of their hardships. The school has assigned the accountant to prepare the documents and send them to the commune to compile and submit to the Department of Education and Training,” said Mr. Quang.
In the 2025-2026 school year, Yen Khe Secondary School (Con Cuong, Nghe An) has 4 disabled students in 4 different classes. According to Mr. Nguyen Van Hao - Principal of the school, the characteristics of secondary school are that many subjects are taught by many teachers. Therefore, through calculations, the whole school has 19 homeroom teachers and subject teachers directly teaching in classes with disabled students. The estimated budget for allowances to pay for these 19 teachers is more than 130 million VND/school year.
“Previously, teachers who taught students with disabilities were all voluntary, for the students and shared with the school, without any salary or allowance. According to the guidelines, teaching 1 student with disabilities and integration is equivalent to 5 students. The school has arranged to reduce the number of students in the class with disabled students to reduce the pressure and hardship for teachers,” Mr. Nguyen Van Hao added.
Teaching in inclusive classrooms always has many potential situations that arise outside of the lesson plan. Teachers not only impart knowledge and skills but also have to ensure safety, monitor the health and psychology of students. There have been many proposals to send disabled students to specialized facilities or continuing education centers, however, this model has many shortcomings due to unsuitable living and learning conditions and family circumstances, causing more difficulties for students who are already disadvantaged.
Therefore, the integrated learning option at local educational institutions is considered the most feasible and humane. In that context, the fact that teachers receive preferential allowances is a positive signal, showing timely concern and encouragement for those who directly undertake this special work.

Urgently review and prepare budget estimates
According to the Department of Education and Training of Nghe An, the province currently has more than 4,500 disabled students studying in integrated schools. Of which, the two levels with the largest numbers are primary school with nearly 2,600 students and secondary school with nearly 1,500 students.
At the end of August 2025, the Department of Education and Training of Nghe An issued a document on the implementation of preferential allowances for teachers directly teaching disabled students under the inclusive education method in the 2025-2026 school year. In particular, the Department of Education and Training of Nghe An requested the People's Committees of communes and wards to base on the instructions to direct educational institutions to prepare budget estimates and lists of beneficiaries, send them to the Department of Culture - Social Affairs for review, synthesis, and submission to the Department of Finance for consideration and additional funding.
The subjects of application are teachers and lecturers assigned to directly teach in classes with at least one disabled student studying under the inclusive education method. The allowance is calculated based on the actual number of teaching hours, based on Clause 2, Article 7 of Decree 28/2012/ND-CP, with the formula: Salary per hour of teaching x 0.2 x total actual teaching hours in classes with disabled students/number of weeks for teaching.
Ms. Phan Thi Thuy - Head of the Department of Culture and Society of Con Cuong Commune, Nghe An Province said that after receiving the document from the Department of Education and Training, the department assigned schools to compile statistics and create a list of students with disabilities and teachers in charge of teaching. This statistical work is not difficult, because the records of students with disabilities are kept by schools, with evidence to guide families to receive subsidies for the children.
On the local government side (old commune level), every month, there is a review of the list of people eligible for social protection benefits, including children and students. After receiving the list from the school, the Department of Culture and Social Affairs assigns specialists to review and check accurately to ensure that no students are missed, prepare a budget estimate for teacher allowances and send it to the Nghe An Department of Education and Training.
In recent years, many educational institutions in Nghe An province have received and integrated students with disabilities, but teachers who directly teach them have not received any benefits. Therefore, reviewing and paying preferential allowances to teachers who teach students with disabilities in an integrated manner is to meet the legitimate expectations of teachers and schools.
In 2023, according to estimates by the People's Committee of Nghe An province, with about 4,000 disabled students studying in nearly 3,200 classes in schools in the area, the province needs to pay over 70 billion VND per year to teachers teaching disabled students.
