
Youth Union members guide and support people in using computers and printers to send, receive and process documents at the cultural house of the area.
From the Van Son highlands to residential areas in Lam Thao, from the education sector's data system to land and social security databases, a digital transformation flow is spreading, putting data at the center of governance and serving the people.
Digital transformation starts from the village
Van Son commune, a newly merged locality from the three communes of Quyet Chien, Van Son and Ngo Luong, is facing a big challenge as it is both commune 135 and aiming to become a provincial-level tourist area by 2030. Here, the youth union members have become the "pioneers" of digital transformation in the highlands.
At the Congress of the Ho Chi Minh Communist Youth Union of Van Son commune, the Party Secretary of the commune Nguyen Duy Tu assigned the youth a "dual mission": Pioneering digital transformation and creating tourism based on Muong identity. It was not only an expectation, but also a concrete action, the union members coordinated with the Commune Police to collect 40 level 2 electronic identification records, supported the Party Building Committee to install the "Electronic Party Member Handbook" for all 767 Party members, contributing to the digitalization of Party work at the grassroots level.
The management of residence based on the national population database is also operated smoothly thanks to community digital technology teams led by union members. From July 1 to October 31, 2025, the Commune Police processed 270 permanent residence records, 33 temporary residence records and 42 temporary residence records. All 920 records of issuing and renewing party membership cards were completed on schedule. The numbers reflect the shift in administrative thinking at the commune level: from manual paperwork to digital data; from dependence on commune officials to the model of "people doing it themselves - government support".
In the context of unsynchronized traffic and lack of technology human resources, Van Son youth have become the "extended arm" of the two-level government in the task of digital transformation. Mr. Bui Quoc The, Secretary of the Commune Police Youth Union, considers digital transformation as "the spirit of innovation in every activity", a way for youth to become "digital messengers", telling the story of their homeland on a digital platform. Youth union members like Ha Van Minh and Dinh Thi Nguyet still go to each house every day to guide the elderly to register for online public services, make cashless payments and protect personal information when using social networks.
Data ecosystem - an interconnected platform for two-level government
At the provincial level, Phu Tho is completing its data ecosystem. After implementing the two-tier government model, the province is focusing on building a synchronous, unified and open data system, allowing for inter-agency sharing.
In the education sector, the verification of information of cadres, teachers and students with the national population database reached 97.51%, a very high rate showing the seriousness in data standardization. The tax sector completed the standardization of personal tax code information at 100% in phase 1 and continued to review 171,970 dependent records, reaching nearly 67%.
In the judicial field, 1,043 new case files were updated into the system, more than 3,100 judgments were published online. The construction practice certificate system was connected to the national database, ensuring that related individuals and organizations are managed in a unified manner.
Another big step forward is the completion of the land database for all 148/148 communes and wards with more than 781,000 land plots updated and exploited 24/7. Local police simultaneously reviewed vehicle registration data and driver's licenses according to the criteria "Correct - Sufficient - Clean - Living", contributing to standardizing data from the source.
According to the Department of Science and Technology of Phu Tho, the province has cleaned up more than 3.9 million population data, including 189,000 social security data, 60,000 data on meritorious people, more than 1 million labor data and nearly 800,000 data on union members. This is an important step to put the data into practical operation, serving decision-making, and improving the efficiency of governance according to the two-level model.
Community digital technology team - "bridge" between technology and people
In Lam Thao commune, digital transformation is spreading strongly thanks to the Community Digital Technology Team (CNSCĐ) model. After merging three administrative units, the Commune People's Committee has completed 29 teams with 84 members, most of whom are young, tech-savvy and capable of supporting people in digital operations.
At the Commune Administrative Service Center, every day there are 3 to 5 members who directly guide people to fill out documents, use online public services, and look up results on phones and computers. Member Vu Huyen Trang said that at first, people were very confused after the merger, but after only a few months, habits have changed significantly: people proactively submit documents online, receive results on their phones instead of going directly to the commune.
In residential areas, each cultural house is equipped with computers and printers for people to access the electronic document system. On weekend evenings, union members organize "technology classes" for the elderly, instructing them on how to look up insurance, borrow from policy banks, make ID cards or use e-commerce.
The "Digital Education for All" model has been widely deployed, helping people overcome technological barriers. The activities of the CNSCD teams are managed via Zalo, and periodic reports are sent online to help communes grasp the situation in a timely manner.
The common point in Van Son, Lam Thao or the whole Phu Tho province is that digital transformation is taking small but sure steps, starting with cleaning data, standardizing processes, mobilizing young people and building a digital culture in each residential area.
With the "grassroots-up" approach, Phu Tho is implementing the spirit of Plan 02-KH/BCĐTW: building an effective two-level model, promoting the role of the community, developing a unified data infrastructure and bringing technology to every village./.
