Looking back at the glorious history of the Phu Yen Provincial Party Committee, Tuy Hoa City and the communes around Chop Chai Mountain (Binh Kien, Hoa Kien and Ward 9), Phuoc Hau village (now Phuoc Hau 1, 2, 3 quarters in Ward 9) is very proud of its glorious history with important contributions to the revolutionary cause. This place is not only the red address of the province's revolution, the place where the first Phu Yen Provincial Party Congress was held, the Viet Minh Congress, and the headquarters of the Provincial Party Committee, but this place also produced outstanding children.

The first Phu Yen Provincial Party Congress (June 1936) elected 7 comrades to the executive committee, including 3 comrades who were outstanding children of Phuoc Hau village: Nguyen Quoc Thoai, Nguyen Chan, and Do Tuong.

The first party cell in ward 9

In the years 1932-1934, in Phuoc Hau village, there were three patriotic youths: Nguyen Quoc Thoai, Nguyen Chan, and Do Tuong who discussed finding the Party and making a revolution. At that time, comrade Tran Hao was studying medicine at Mr. Nguyen Bien's house in Phuoc Hau village, and often met the three comrades there. The four patriotic youths met on the path of revolutionary activities and agreed to find the Party. After several meetings with Mr. Huynh Thuc Khang and the famous scholars "Ngu Phung Te Phi" in Quang Nam , they still could not find the Party.

In 1935, upon hearing that comrade Phan Luu Thanh had been released from prison, comrade Tran Hao met him and discussed coordinating activities. Although he was released, comrade Phan Luu Thanh was still closely monitored by the enemy and could not work together. Comrade Phan Luu Thanh promised to introduce comrade Tran Hao to the Central Party Committee and to show comrade Tran Hao the Charter of the Indochinese Communist Party.

With the Party Charter, comrade Tran Hao returned to Phuoc Hau village to meet comrades Nguyen Quoc Thoai, Nguyen Chan, and Do Tuong to discuss the formation of a Party organization in the province.

On October 20, 1935, in the pine forest of Phuoc Hau village (now Phuoc Hau 2 quarter, ward 9), comrade Tran Hao held a ceremony to establish the Indochinese Communist Party cell in Phuoc Hau, including 4 comrades: Tran Hao, Nguyen Chan, Nguyen Quoc Thoai, Do Tuong, with comrade Tran Hao as Secretary and more than a month later, comrade Nguyen Quoc Thoai as Secretary of the cell. Comrade Nguyen Liem, younger brother of comrade Nguyen Chan, was assigned the task of guarding the party cell's founding ceremony.

Place where the Provisional Provincial Party Committee was established and the First Congress was held

In November 1935, comrade Tran Hao established the provisional Provincial Party Committee at Thu Ky mound, Phuoc Hau village (now Phuoc Hau 2 quarter, ward 9), with comrade Tran Hao himself as the Provincial Party Committee Secretary. The provisional Provincial Party Committee Executive Committee included comrades: Le Tan Thang, Trinh Ba, Nguyen Quoc Thoai, Nguyen Chan, Do Tuong, Nguyen Hanh. The Provincial Party Committee focused on the key task at that time, which was Party development. In a short time, the province had 6 more Party cells in Tuy Hoa prefecture, 3 Party cells in Tuy An prefecture; and 2 Tuy Hoa and Tuy An prefectural Party Committees were established.

The provisional Provincial Party Committee took Phuoc Hau village as the base to hold the Provincial Party Congress. In June 1936, the first Provincial Party Congress was held in the pine forest of Phuoc Hau village under the chairmanship of comrade Tran Hao. The Congress elected the Provincial Party Committee Executive Committee consisting of 7 comrades: Tran Hao, Nguyen Quoc Thoai, Nguyen Chan, Le Tan Thang, Do Tuong, Nguyen Hanh, Trinh Ba. This was the first official Provincial Party Committee Executive Committee in Phu Yen recognized by the Central Region Party Committee. Ward 9 had 3 comrades participating in the Provincial Party Committee, including: Nguyen Quoc Thoai, Nguyen Chan, Do Tuong. Comrade Tran Hao, Secretary of the Provincial Party Committee, was appointed as a member of the Central Region Party Committee Sub-Committee (including 3 provinces: Quang Ngai , Binh Dinh, Phu Yen). The Provincial Party Committee headquarters was located at the house of comrade Nguyen Quoc Thoai in Phuoc Hau village (now Phuoc Hau 2 quarter, Ward 9).

Comrade Nguyen Quoc Thoai's wife, Ms. Nguyen Thi Ngam, served in Provincial Party Committee meetings and when superiors came to work with the Provincial Party Committee. Comrade Nguyen Liem was assigned by the Provincial Party Committee to be the liaison for the Provincial Party Committee.

In 1936-1937, the Phuoc Hau - Lien Tri Party Cell expanded with comrade Huynh Nuu in Lien Tri village, comrades Do Bich, Tran Tan, Nguyen Huong, Do Tao, Nguyen Thi Ba in Phuoc Hau village. In 1937, comrade Do Bich became the Party Cell Secretary. Comrade Nguyen Quoc Thoai stopped being the Party Cell Secretary to join the Provincial Party Committee in leading the general work of the province.

Phuoc Hau - Lien Tri Party Cell is a Party Cell with a strong Party base. The Party Cell has hundreds of people following the Party. The Party Cell has taken root on the land at the foot of Chop Chai Mountain and Phuoc Hau - Lien Tri villages (today's Ward 9) became the red address at that time. With the education and propaganda of the Party, the people in the commune increasingly understand that when the country is lost, the family is destroyed, only with independence and freedom can there be prosperity and happiness, understand the purpose of the Communist Party is to overthrow French colonialism, gain independence and freedom for the Fatherland; overthrow feudalism, implement the policy of the tiller having land... and are more enthusiastic in implementing the Party's policies.

The activities of the Party cell since its establishment were quite strong. The revolutionary spirit of the people in Phuoc Hau, Lien Tri during the period 1935-1939 was very exciting.

Nguyen Quoc Thoai, Secretary of Phuoc Hau Party Cell

Immediately after the establishment of the Indochinese Communist Party Cell in Phuoc Hau with comrade Tran Hao as Secretary; more than a month later, comrade Nguyen Quoc Thoai shouldered the responsibility of Secretary of the Phuoc Hau Cell, continuing the heavy and difficult tasks of the revolution in the years before the August Revolution of 1945.

Nguyen Quoc Thoai's childhood name was Nguyen Cong Te. At the age of 16, while studying in the 3rd grade (primary school) of the French-Vietnamese Primary School in Tuy Hoa, he was expelled from school, with the reason being that he had opposing thoughts, reading books and newspapers banned by the authorities (French colonialists and Southern Dynasty officials). Unable to learn to read and write, Nguyen Cong Te learned tailoring and barbering and enthusiastically participated in movements launched by the Vietnam Revolutionary Youth Association branch in Tuy Hoa district.

After the Communist Party of Vietnam was born on February 3, 1930 and the first Party cell in Phu Yen was established on October 5, 1930 in La Hai, Dong Xuan district, he tried every way to approach and contact the Party. Then, in 1935, comrade Tran Hao (Provincial Party Secretary) admitted him and two comrades Nguyen Chan and Do Tuong into the Party.

Before the August Revolution, comrade Nguyen Quoc Thoai participated in the establishment of the Provisional Viet Minh Committee of Tuy Hoa Prefecture, served as the Head of the Tuy Hoa Prefecture Uprising Committee and led the organization of the uprising to victory. Afterwards, comrade Nguyen Quoc Thoai organized a rally in Phuoc Hau village to report the success of the uprising.

After the August Revolution, comrade Nguyen Quoc Thoai was a member of the Provincial Party Committee assigned by the Party to hold the important position of Secretary of the Agricultural Movement of Phu Yen province. In the years 1949-1950, he was sent by the Party to study at the Inter-Zone V Cultural Supplementary School in Quang Ngai. After graduating, Inter-Zone V mobilized Nguyen Quoc Thoai to reinforce the Southern Central Highlands battlefield as a member of the Dak Lak Provincial Party Committee, the first Head of the Post Office of Dak Lak province, and concurrently worked as Deputy of the Forward Supply Department of Inter-Zone V in the Southern Central Highlands battlefield...

During the two resistance wars, comrade Nguyen Quoc Thoai was assigned to hold many positions in many localities in the country. Not only leading the revolutionary movement in the locality, comrade Nguyen Quoc Thoai was also assigned by the Party to work at the Central Party Committee for Ethnic Minorities, and was given the important responsibility of Party Secretary and Deputy Director of the Southern Ethnic Cadre Training Area; senior expert at the Southern Department (Department IV)... In every position, he successfully completed the tasks assigned by the Party.

Comrade Nguyen Quoc Thoai (1913-1985) was a typical Party leader during the 1930-1945 period, a loyal Party member, devoted to the country and the Party for his entire life. For his great contributions, Comrade Nguyen Quoc Thoai was awarded the Independence Medal, the First Class Resistance Medal against France, the First Class Resistance Medal against America, and many other noble medals and orders by the Party and State.
