Plan to make reasonable use of hundreds of surplus offices and cars after the merger of Da Nang - Quang Nam

After the merger of Da Nang and Quang Nam, the number of surplus headquarters is expected to be 132, not including the district and commune-level real estate facilities after the commune-level arrangement. At the same time, it will also be necessary to review and rearrange 760 public cars in the two localities to save budget and effectively utilize public assets.

This information was unanimously approved by the thematic session of the Da Nang City People's Council today, May 26.

According to the project to merge Quang Nam province and Da Nang city approved by the People's Council of Da Nang city, the total number of working offices and public service establishments of the two localities of Da Nang and Quang Nam is currently 4,291 establishments, of which Da Nang has 1,681 establishments and Quang Nam has 2,610 establishments.

After the merger, the headquarters of provincial departments, agencies and branches will be concentrated at the Da Nang City Administrative Center, while some vacant houses and lands will be exploited. For the headquarters in Tam Ky City (Quang Nam), the project proposes to arrange for some agencies to continue working in Tam Ky to both support businesses and people in the South of the new Da Nang City for convenience and respond to natural disasters promptly.

The headquarters of the People's Committee of Quang Nam province located in Tam Ky city is also on the list of headquarters that must be exploited properly after the merger.

And according to preliminary statistics, the number of surplus headquarters expected to be at present in the two localities of Da Nang - Quang Nam after the provincial arrangement is 132, not including the district and commune-level real estate facilities after the commune arrangement. Of which, Quang Nam has 39 surplus facilities, the remaining 93 facilities are in Da Nang...

After the provincial arrangement, the Department of Finance will continue to review and advise the People's Committee of Da Nang City to handle it appropriately according to the provisions of the Law on Management and Use of Public Assets and related laws.

The project also proposes to convert the functions of the surplus headquarters into schools, medical stations, cultural and sports centers or public service facilities. For the remaining commune, ward and town headquarters, the province will make the most of them to continue serving the local government; those facilities that are no longer needed will be handled according to the law on public property.

Along with the review of the headquarters, the project also rearranges all public vehicles. Currently, the total number of public vehicles in the two localities is 760, including 470 vehicles from Da Nang and 290 vehicles from Quang Nam.

According to the plan, official vehicles will continue to be assigned to the positions used according to regulations. Vehicles serving general provincial work will be allocated to administrative agencies, Party organizations, and provincial-level unions managed by the new Da Nang City; district-level official vehicles will be transferred to serve the grassroots level. Specialized vehicles such as medical vehicles, firefighting vehicles, and defense and security vehicles will continue to be used for the right purposes.
