22 cases resolved
According to information from the Propaganda and Mass Mobilization Committee of Ha Dong District Party Committee, in the first quarter of 2025, the Secretary of Ha Dong District Party Committee conducted dialogue and received citizens according to regulations, including 22 visits, 27 citizens; received 11 petitions, directed the District People's Committee, the District Party Committee Inspection Committee, and functional units to resolve 11/11 petitions; 2 petitions have been resolved, and 9 petitions are being resolved.
In addition, the District Party Committee also directed the development of a plan to organize meetings and dialogues between the District Party Secretaries, District People's Council Chairmen, District People's Committee Chairmen with the Vietnam Fatherland Front, socio- political organizations and people in the area in accordance with Regulation 11-QD/TU dated February 18, 2019 of the Politburo regulating the responsibilities of Party leaders in receiving people, having direct dialogue with people and handling people's feedback and recommendations.
According to practical records, in the first quarter of 2025, the leaders of the People's Committee of Ha Dong district received 48 times/62 people; the District Citizen Reception Committee received 45 times/50 people. The main contents were related to petitions, complaints, and denunciations about compensation, support for site clearance, consideration of land allocation for housing, service land, construction order, etc. Thus, the total number of petitions received that were eligible for processing was 136, of which 56 were under the authority of the District People's Committee and 80 were under the authority of the Ward People's Committee. Up to now, the district level has resolved 22 cases, and 34 cases are being resolved.
Regarding the settlement of denunciations and complaints about Party discipline, in the first quarter of 2025, the District Party Committee Office received 56 petitions, 28 of which have been resolved, and 28 are being directed for resolution. The District Party Committee Inspection Committee received 20 petitions, transferred 8 to competent authorities for resolution, investigated and verified, and reported on the consideration and handling of 6 petitions, and is currently resolving 6 petitions.
Regarding the settlement of pending and complicated complaints and denunciations in accordance with the spirit of Resolution 15-NQ/TU and Directive 15-CT/TU of the Hanoi Party Committee, there are 14 complicated cases in the district, of which 13/14 have been resolved.
Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ha Dong District Can Thi Viet Ha said that through the meetings with the people, the direction of handling the people's recommendations, reflections, complaints and denunciations has had many positive changes, contributing to stabilizing the political security situation and social order and safety in the locality.
However, the settlement of complaints, denunciations, and recommendations on a number of cases at the ward level and some departments is still slow and does not ensure progress. In the coming time, the district will continue to direct the Party committees and local authorities to step up the work of grasping the situation at the grassroots level, promptly detecting arising and negative issues, promptly handling cases, and not allowing them to become hot spots. At the same time, strengthen propaganda and education to raise legal awareness of officials and people. For cases of abusing the right to complain and denounce to incite and cause trouble, it is necessary to clarify and strictly handle them according to the provisions of law.
Handling existing problems in agricultural land management, limiting petitions
The land sector is an issue that has recently generated many petitions, complaints and recommendations. Therefore, recently, the People's Committee of Ha Dong District has developed Plan No. 60/KH-UBND dated January 24, 2025 to continue to inspect, handle and overcome existing problems and violations in the management and use of agricultural land, public agricultural land and public land in the district.
Accordingly, in 2025, the District People's Committee will promote the implementation of 5 groups of contents in land management.
In particular, the district continues to promote propaganda and dissemination of land laws, raise awareness, consciousness and responsibility in complying with land law regulations of organizations and individuals. Strengthen inspection, review, record-keeping and handling of violations, and remedy land violations arising after July 1, 2014.
Along with that, the district has stepped up inspection, review, and record-keeping to handle violations and overcome violations and problems related to land before July 1, 2014. In particular, the District People's Committee has also stepped up specialized inspection of land; continued to monitor, urge, and inspect the implementation of inspection and examination conclusions on land.
Through the inspection work, it contributes to overcoming the existing problems and violations in the management and use of agricultural land, public agricultural land, and public land in the district. At the same time, consider the responsibility of related organizations and individuals for the situation of using land for the wrong purpose, encroaching on and occupying agricultural land, public agricultural land, and public land to build illegal works without taking measures to inspect and handle thoroughly according to the provisions of law, and slow implementation of handling and overcoming violations in the management and use of agricultural land, public agricultural land, and public land according to the Inspection, Examination and Direction Conclusions of the City Party Committee, City People's Committee, District Party Committee, and District People's Committee.
