On the afternoon of September 18th, a delegation from Military Region 7 visited, encouraged, and provided assistance to the people of Quang Ninh province who suffered damage from Typhoon No. 3. Major General Tran Vinh Ngoc, Member of the Standing Committee of the Party Committee and Deputy Political Commissar of Military Region 7, led the delegation. Representing Quang Ninh province were: Nguyen Van Hoi, Member of the Standing Committee and Head of the Provincial Party Committee's Mass Mobilization Department, and Chairman of the Provincial Fatherland Front Committee; and Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee.

On behalf of the leaders, officers, and soldiers of Military Region 7, Major General Tran Vinh Ngoc, Member of the Standing Committee of the Party Committee and Deputy Political Commissar of Military Region 7, extended his condolences and shared his sympathy for the immense losses suffered by Quang Ninh due to Typhoon No. 3. He also expressed his confidence that, with the tradition of "Discipline and Unity" of the mining region, the Party Committee, government, and people of Quang Ninh will quickly overcome the consequences of the natural disaster and continue to work towards the socio -economic development goals set for 2024.
Responding to the call of the Central Committee of the Vietnam Fatherland Front and the Quang Ninh Provincial Fatherland Front Committee to mobilize support for people to overcome the damage, units of Military Region 7 and a number of businesses in the area immediately joined hands, mobilizing essential goods, equipment, and supplies worth 2 billion VND, including: rice, dried food, instant noodles, canned goods, bottled water, and life jackets.

On behalf of the Party Committee, government, and people of Quang Ninh, Comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Provincial Fatherland Front Committee, expressed gratitude for the support from the leaders, officers, and soldiers of Military Region 7 and businesses in the area. He affirmed that the entire political system of the province, along with the armed forces and the people, are actively working to overcome the consequences of Typhoon No. 3, urgently stabilizing the lives of affected people, and resuming production, business, and normal social activities. The support from Military Region 7, as well as agencies, units, and organizations nationwide over the past few days, has not only contributed significant resources but also served as a great source of encouragement.
The essential supplies, equipment, and materials donated by the delegation will be immediately distributed to the localities and handed directly to the people, with priority given to poor and near-poor households, those with particularly difficult circumstances, and families severely affected by the storm.
