Quang Nam prioritizes and effectively implements policies for children.

Child care in a "common home"

Hoa Binh Village (Tam An Commune, Phu Ninh) is considered a “common home” for many orphans and disabled children in the province. Here, the children consider nurses, caregivers and caregivers as their “mothers”. Currently, Hoa Binh Village is raising and caring for 134 people in especially difficult circumstances, including 40 disabled and orphaned children aged 16 and under, and 19 adult orphans studying in high schools, vocational schools, colleges and universities.

According to Mr. Nguyen Thanh Trung - Director of Hoa Binh Village, the unit is implementing policies for the subjects being cared for in Hoa Binh Village according to the provisions of Decree No. 76 of the Government and Resolution No. 29 of the Provincial People's Council.

For children under 4 years old, the monthly allowance is 2.5 million VND/child, diaper support is 600 thousand VND/child/month; from 4 years old and up is 2 million VND/child/month.

Children are also supported with additional food money during holidays and Tet in the year for social protection beneficiaries raised and cared for at social assistance facilities according to the provisions of labor law for 11 days; children under 16 years old are 13 days, plus International Children's Day and Mid-Autumn Festival with a special regime of 150,000 VND/child/day.

In addition to the monthly nutrition allowance as prescribed above, if the child is under 4 years old, the severely disabled person is unable to take care of himself/herself, and is bedridden, he/she will receive an additional 200,000 VND/subject/month for nutritional supplementation; if the subject must be treated in hospital, he/she will receive an additional 30,000 VND/subject/day.

Mr. Trung said: “The norm according to this regulation does not meet the actual needs to serve the subjects (equivalent to only 2.5 diapers/day/subject), especially in the rainy winter or when the subject is sick. The organizing unit mobilizes organizations and individuals to support more diapers and fresh milk to further improve the lives of the subjects. The staff of Hoa Binh Village also takes care of the children with the heart of a mother to create spiritual support for the children.”

Child care priority

In recent times, along with the whole country, Quang Nam has always implemented well the policies of the Party and the State on child care,education and protection. The province has allocated funds to implement priority goals for children, promoting the implementation of the rights to care for and protect children's health, especially in remote areas.

According to Ms. Doan Thi Hoai Nhi - Deputy Director of the Department of Health, the province's child care, education and protection work has achieved many important results. The whole province currently has 147/233 communes, wards and towns meeting the standards of child-friendly communes, wards and towns.

The province has maintained a program to eliminate Vitamin A deficiency in children under 5 years old; 100% of children under 1 year old are fully vaccinated, the rate of children under 5 years old with height malnutrition has decreased to 20.2%, and there is no longer a situation of HIV transmission from mother to child...

Ms. Nhi said: “Information and propaganda work about children, resource mobilization work to build playgrounds, clean water facilities, toilets, heart surgery, bicycle donation, gift giving, scholarship awarding… for poor children and ethnic minority children have been promoted.

For example, the Gratitude and Child Protection Fund has mobilized from organizations and individuals for child protection activities with a total amount of more than 6.8 billion VND, reaching 137.96% of the annual plan, helping to support better child care activities.

Along with the care from policies and child care campaigns, Quang Nam still faces difficulties in child care work. There are still many children living in poor households, near-poor households, and children in special circumstances, with more than 12,045 children; children at risk of falling into special circumstances are 28,404 children.

On the other hand, cases of child injuries, drowning, child sexual abuse, and child violence still occur. There is a lack of places for children to play and entertain; the risk of violence and abuse on the internet, e-cigarettes, and game abuse tends to increase...

All resources are aimed at creating a combined strength to improve the effectiveness of child care, education and protection, ensuring that children enjoy the best benefits, are not discriminated against, are able to express their opinions and are listened to.

In addition to protecting children through Party and State policies and legal regulations of competent authorities, the whole society and each family need to protect children from harmful information on cyberspace and society, issues that affect their comprehensive development, and not let children do work that affects their learning, health, physical, intellectual and mental development.
