According to the report of the Quang Ngai Provincial Traffic Construction Investment Project Management Board - the unit assigned to act as the focal point for advising and monitoring progress, although the Provincial People's Committee has issued many directive documents, the site clearance at the Quang Ngai - Hoai Nhon Expressway Project through Quang Ngai is still slow and has not met the requirements. Some problems at the grassroots level have not been completely resolved, affecting the overall construction process.

From July 15 to now, out of the 15 locations proposed by the construction contractor, only 9 locations have been resolved, the remaining 6 locations have not been resolved, including: Nghia Giang commune (1 location), Dinh Cuong commune (4 locations) and Lan Phong commune (1 location). Regarding the area of the rest stop, the contractor has only accessed about 6.92ha/12.12ha. Regarding the adjusted and supplemented area (28.34ha), the compensation plan for more than 16ha (57%) has been approved and 21.85ha (77%) has been handed over.

For some households who are upset about the impact of construction such as compaction and blasting causing cracks in their houses, the Provincial Traffic Construction Investment Project Management Board requested Project Management Board 2 - the project owner - to urgently direct the contractor to closely coordinate with the locality and functional units in the work of inspecting, assessing damage, promptly resolving arising issues, and avoiding people from continuing to obstruct the construction.

Vice Chairman of Quang Ngai Provincial People's Committee Nguyen Ngoc Sam emphasized that the Quang Ngai - Hoai Nhon component project plays an important role in the strategy of developing transport infrastructure and connecting the province and the region. Therefore, ensuring the progress and quality of the project is an important political task, requiring the synchronous participation and responsibility of related units and localities.

The Vice Chairman of the Quang Ngai Provincial People's Committee requested Project Management Board 2 to strictly implement the instructions of the Provincial People's Committee related to appraisal and compensation for losses; at the same time, he directed the construction contractor to strengthen coordination with the Provincial Traffic Construction Investment Project Management Board to carefully inspect and evaluate cases of houses affected by compaction and blasting.

In addition, the Vice Chairman of the Provincial People's Committee also requested the Provincial Land Fund Development Center to urgently propose determining specific land prices for the adjusted and supplemented area in the 5th phase. At the same time, closely coordinate with localities to complete documents and procedures for appraisal and approval of compensation plans, ensuring handover of the site on time as committed.

The Vice Chairman of the Provincial People's Committee requested departments, branches and local authorities where the project passes to strengthen coordination with construction units, promptly remove difficulties and thoroughly handle existing problems. Avoid stagnation due to lack of coordination or shirking of responsibility. Any issues beyond the authority must be promptly reported to the Provincial People's Committee for consideration and direction.
