Quang Tri: Multidimensional poverty reduction, towards sustainable development

In recent years, multidimensional poverty reduction work towards sustainable development in Quang Tri province has had positive changes, especially in mountainous and border communes where many ethnic minorities live; people's income has been improved, education, health care, employment and access to information have been increasingly developed, bringing new vitality to the land that once suffered much pain and loss due to bombs and bullets.

Policy shift

Quang Tri province has 78 commune-level administrative units, of which 18 communes are in ethnic minority and mountainous areas. Facing many difficulties, the province has prioritized investment in transport infrastructure, electricity grid, schools, medical stations, and effectively implemented three national target programs. In addition, policies to support livelihoods, cultural preservation, education , health care and preferential credit have been implemented synchronously, helping people "participate and benefit together" from development achievements.

According to Mr. Nguyen Chien Thang, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Quang Tri province, people in mountainous and border areas, and ethnic minorities must have equal access to development resources. All people, whether in the lowlands or the highlands, have the opportunity to rise up and enjoy the fruits of development.

From a difficult land, Quang Tri is transforming strongly thanks to a multidimensional and sustainable approach to poverty reduction. Effective livelihood models, synchronous infrastructure investment and the will to self-reliance of the people are helping the frontline region of the Fatherland gradually escape poverty, moving towards green development and happiness.

In the period of 2021 - 2025, Quang Tri is allocated more than 3,500 billion VND to implement 3 national target programs: sustainable poverty reduction, new rural construction and socio-economic development in ethnic minority and mountainous areas. The sustainable poverty reduction program alone has a total capital of more than 1,200 billion VND, prioritizing support for livelihoods, employment, education, health care and infrastructure in disadvantaged areas.

By mid-2025, the disbursement rate will reach over 72%, contributing to significantly improving infrastructure in mountainous and border areas. More than 120 civil works such as roads, schools, medical stations, and community centers have been completed, creating a foundation to promote sustainable socio-economic development for the locality.

To the center of development

Quang Tri province has identified livelihood diversification as a key factor in sustainable poverty reduction; localities have shifted from "free" support to "giving fishing rods", helping people create jobs and increase their income. Many effective poverty reduction models have been replicated, such as raising cows for breeding in Huong Lap, growing bananas and rubber in A Bung, growing medicinal herbs under the forest canopy in Dakrong and developing community tourism in Ta Rut.

Accordingly, the poverty rate in Quang Tri province has decreased by nearly 3.4% in 2024, exceeding the planned target. This is the result of the synchronous implementation of national target programs and social security policies in line with local realities. In particular, the province has supported more than 6,000 households to improve their housing, more than 3,500 households have received preferential loans to develop production, and hundreds of workers have received vocational training in line with market needs.

According to Deputy Director of the Department of Home Affairs of Quang Tri Province, Truong Thi Thanh Hoa, the labor picture in 2025 has many positive signs, the number of jobs has increased, the quality of jobs and income of workers have also improved significantly. Notably, the work of sending workers to work abroad has become an important resource, helping many households escape poverty, accumulate capital to develop production, opening up a new direction for the rural economy.

However, the labor market in Quang Tri still has many "bottlenecks", especially the shortage of highly skilled workers. The rate of trained workers with degrees and certificates is still low, while the requirements of businesses are increasingly high in terms of expertise, skills and foreign languages. Typically, the tourism industry, despite possessing great potential, still faces a gap in human resource quality, becoming an obstacle to development.

To solve this problem, Quang Tri has strengthened the connection between enterprises and training institutions, encouraging enterprises to coordinate with universities, colleges and vocational training institutions to develop appropriate training programs. Currently, the whole province has 35 institutions participating in vocational education activities, the system of vocational education institutions has gradually developed and improved. Every year, about 1,000 students are supported to practice and improve their skills at enterprises in and outside the province.

The province prioritizes recruiting local workers for large projects, requiring businesses to use local workers and coordinate vocational training before recruiting. At the same time, the province develops an online job exchange and a modern recruitment information system to quickly connect supply and demand, creating sustainable jobs and stable income for workers.
