Over the years, the Lai Chau Provincial Forest Protection and Development Fund has made a great contribution to the protection and development of forests. In particular, the management and implementation of the policy on payment for forest environmental services (PFES), through the policy on payment for FES, has made an important contribution to improving the lives of ethnic minorities, improving the effectiveness of forest management and protection, and reducing the rate of poor households in the province.

Ms. Tong Thi Huong, Director of Lai Chau Provincial Forest Protection and Development Fund, said: The policy of paying for forest environmental services has brought in income, contributed to improving people's lives, so it has received consensus and support from the people. Since implementing its tasks, Lai Chau Provincial Forest Protection and Development Fund has regularly led and directed officials and employees to properly implement the Party's policies and guidelines. Strengthened propaganda, inspection and supervision and coordinated with relevant units in implementing the policy of paying for forest environmental services.

Recognizing the importance of forest protection and development, in recent times, Lai Chau Forest Protection and Development Fund has proactively carried out the tasks and plans approved by Lai Chau Provincial People's Committee; strengthened propaganda to the people, coordinated with forest owners who benefit from forest environmental service money to inspect and supervise the proper and effective use of forest environmental service money... so it has achieved many positive results.

Benefiting from the policy of payment for forest environmental services, local people in Lai Chau province actively care for and protect the forest.

In particular, through the payment of forest environmental services, the community has had a stable income, and the lives of people, especially those living in remote, isolated, and extremely difficult areas, have been significantly improved. In the first 9 months of 2024, the Fund coordinated with the Forest Protection Department, Forest Protection Departments of districts and cities, forest owners, and commune-level People's Committees to determine the forest area covered by forest environmental services payments in 2023. The result of determining the forest area covered by forest environmental services payments in 2023: 451,479.88 hectares.

At the same time, actively deploy and urge service providers to submit payment documents for service users in 2023. By the end of May 2024, the payment for service users in 2023 had been completed to service providers. The total payment amount was 383,333.28 million VND. Along with that, the propaganda work, raising awareness of legal regulations related to the field of forest protection and development, and payment for service users has received attention from the Forest Protection and Development Fund, many activities, forms, and propaganda measures have been deployed appropriately, practically, and effectively for each target group in the province.

The forests in Lai Chau province are increasingly green.

In the coming time, to make the source of forest environmental service payment become the driving force in forest management, protection and development, the Provincial Forest Protection and Development Fund will continue to promote the propaganda of the forest environmental service payment policy. Organize negotiations and sign trust contracts with facilities using forest environmental service in the province's watershed; Deploy training conferences on guidelines for map building, determining the area of ​​forest environmental service payment... At the same time, urge forest owners to strengthen forest management and protection and properly implement the forest environmental service payment policy according to regulations.

At the same time, improve the quality of training, guidance and propaganda content so that organizations and forest owners understand and promptly grasp policies on payment for forest environmental services in order to raise awareness of responsibility for forest protection, thereby mobilizing a large human resource for regular forest patrol and protection.

It can be seen that the policy of paying for forest environmental services in Lai Chau province has brought positive impacts. The implementation of payment for forest environmental services has contributed to improving people's lives, increasing income, creating livelihoods, reducing the rate of poor households, ensuring social security in residential areas, especially in remote areas of Lai Chau province.
