I graduated from the Pedagogical University in 2010 and taught continuously on contract from September 2010 to January 2014. In February 2014, I was recruited as a civil servant with the title of high school teacher code 15.113 (from June 2016, I am a grade III high school teacher code V.07.05.15). At the same time, I have participated in insurance continuously from July 2011 to present. May I ask, how is my seniority allowance calculated for teachers? Is the time I have not been recruited and participated in insurance counted as seniority? (lehien***@gmail.com)
* Reply:
The seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government. Accordingly, the time for calculating seniority allowance for teachers includes the time of teaching and education with compulsory social insurance contributions in public educational institutions (or non-public institutions if the employee is subject to compulsory social insurance participation according to the provisions of the law on labor and education).
For teachers who have been teaching and educating for 5 years (60 months) and have paid compulsory social insurance, they will receive a seniority allowance equal to 5% of their current salary, plus leadership position allowance and seniority allowance exceeding the salary scale (if any). From the 6th year onwards, each year will be calculated with an additional 1%.
According to your letter, you were recruited as an education official in February 2014, and had previously taught under a contract at a school and paid compulsory social insurance since July 2011. Based on current regulations, your teaching time from July 2011 will be accumulated to be considered for seniority allowance.
When appointed to the professional title of teacher, excluding probationary period, if you have 5 consecutive (or cumulative) years of teaching, you are eligible for seniority allowance.
