The industrial promotion program prioritizes establishments owned by women and ethnic minorities.
On May 21, 2012, the Ministry of Industry and Trade submitted to the Government Decree No. 45/2012/ND-CP on industrial promotion to replace Decree No. 134/2004/ND-CP on encouraging rural industrial development. After Decree No. 45/2012/ND-CP was issued, the direction, dissemination and implementation of industrial promotion activities were focused on at both the central and local levels and quickly brought about effectiveness. Industrial promotion work was gradually standardized and put into order; the systematic implementation of industrial promotion activities from the central to local levels was increasingly better complied with; creating favorable conditions for localities and units to implement industrial promotion tasks and projects to support and encourage rural industrial establishments to actively invest and develop production and business...
However, along with the socio-economic development of the country, the policies and orientations on industrial and handicraft development of the Party and the State have been significantly adjusted, so some contents/regulations on industrial promotion in Decree No. 45/2012/ND-CP need to be reviewed and evaluated to amend and supplement to suit the current situation.
Therefore, the Government issued Decree No. 235/2025/ND-CP amending and supplementing a number of articles of Decree No. 45/2012/ND-CP dated May 21, 2012 of the Government on industrial promotion.
Change the applicable object
Specifically, Decree No. 235/2025/ND-CP amends and supplements Clause 2, Article 1 on the subjects of application. Accordingly, the subjects of application include:
- Small and medium enterprises, cooperatives, cooperative unions, Business households directly invest in industrial and handicraft production in communes, wards and special zones of provinces; communes and special zones of cities Central; craft villages recognized by the Provincial People's Committee (rural industrial establishments).
- Industrial production facilities apply cleaner production, production and sustainable consumption; enterprises and cooperatives are investors in infrastructure construction industrial cluster
- People's artisan, excellent artisan in the field of handicrafts art
- Domestic and foreign organizations and individuals participating in management work Manage and implement industrial promotion service activities.
Amendment and supplementation of industrial promotion activities
Decree No. 235/2025/ND-CP also amends and supplements Clauses 1, 3, 4 and 7 of Article 4 of Decree No. 45/2012/ND-CP on the content of industrial promotion activities. Specifically:
Amend and supplement Clause 1 as follows: “1. Support vocational training according to the needs of agricultural industrial establishments. villages to create jobs and improve skills for workers. Program and the main forms of vocational training are: vocational mentoring, vocational training, and apprenticeship; training program to improve, update and enhance professional knowledge and skills; technology transfer program.”
Amend and supplement Clause 3 as follows: “3. Support for building technical demonstration models; machine applications Advanced equipment, scientific and technical progress in industrial and handicraft production industry; build models on applying cleaner production, production and sustainable consumption; support the application of information technology and digital transformation in production and business activities."
Amend and supplement Clause 4 as follows: “4. Developing rural industrial products through organizational support, participate in voting for typical rural industrial products at all levels; support Organize fairs and exhibitions of rural industrial products and handicraft products. handicrafts; support participation in fairs, exhibitions and promotional activities Promote domestic and foreign trade. Support the organization of competitions for skilled craftsmen. handicrafts, handicraft product design competition. Registration support brand; support investment in showrooms to introduce products. Support activities consider and award the title of People's Artisan and Meritorious Artisan in the field of handicrafts. Support the organization of communication activities profession, apprenticeship, dissemination of professional development experience of artisans People, Outstanding Artisan in the field of handicrafts".
Amend and supplement Clause 7 as follows: “7. Support investment promotion for industrial cluster development; environmental treatment In industrial clusters and rural industrial establishments: a- Support the organization of conferences, seminars and forums to promote investment development. b- Support technology, machinery and equipment for wastewater and exhaust gas treatment at industrial clusters industrial clusters, rural industrial establishments.
List of industries and occupations enjoying industrial promotion policies
Decree No. 235/2025/ND-CP amends and supplements the list of industries and occupations eligible for industrial promotion policies. According to the new regulations, organizations and individuals investing in production in the following industries and fields enjoy industrial promotion policy:
a) Agricultural, forestry, fishery and food processing industry.
b) Industry serving consumption and export, replacing imported goods.
c) Chemical industry serving agriculture; production of construction materials mineral resource saving; biotechnology, environmental industry Market, industries transitioning from green industry, deflationary industry low carbon and emission, environmentally friendly energy industry.
d) Mechanical industry; supporting industry; textile and leather industry shoes; high-tech, clean, low-energy, value-added industry high growth, sustainable development
d) Local handicrafts and small-scale industries need to be promoted. conservation, development
e) Apply cleaner production, sustainable production and consumption; environmental treatment Schools in industrial clusters and rural industrial establishments.
g) Application of information technology and digital transformation.
Priority given to facilities owned by women and ethnic minorities
Decree No. 235/2025/ND-CP also amends and supplements Clause 2, Article 6 on priority industries.
Accordingly, priority occupations include:
a) Prioritize programs and projects to support the development of the mechanical industry, chemical industry serving agriculture; agricultural and forestry processing industry aquaculture; supporting industry; applying cleaner production in industry, sustainable production and consumption.
b) Prioritize programs and projects to support digital transformation and develop typical rural industrial products; products under programs development of key industrial products; spearhead industry; industry national, regional, and local key points; product manufacturing Using local materials, products have export markets.
c) Priority is given to small-scale industries and handicrafts. Traditions are in danger of fading away and being lost.
In particular, Decree No. 235/2025/ND-CP adds Clause 2a after Clause 2, Article 6 as follows: In case rural industrial establishments meet the same conditions, In terms of support conditions as prescribed, priority is given to facilities owned by women and employing many female workers, disadvantaged workers and ethnic minority workers minority
Decree No. 235/2025/ND-CP takes effect from October 15, 2025.
Article 52 of Decree No. 146/2025/ND-CP dated June 12, 2025 Government regulations on decentralization and delegation in the industrial sector and trade expires on October 15, 2025.
Transitional provisions: For national and local industrial promotion projects Local industrial promotion has been approved according to the provisions of the previous law. From the effective date of this Decree, it shall continue to be implemented in accordance with the provisions of this Decree.
