New regulations on standards for key leadership positions of the Party and State

The Politburo has just issued Regulation No. 365-QD/TW dated August 30 on standards for positions of officials under the management of the Party Central Committee, the Politburo, and the Secretariat, and the framework of standards for positions of leaders and managers at all levels (Regulation 365).

Central Committee members must have specific "products"

In the general standards for cadres and managers at all levels, Regulation No. 365 adds many new points compared to previous regulations. Notably, in the standards on ethics, lifestyle and sense of organization and discipline, it has added a regulation that cadres and managers at all levels must not be greedy for fame; must not be opportunistic , ambitious for power, use all means to gain positions, power, and rewards to be planned and appointed. At the same time, the new regulation also adds the requirement to resolutely fight against individualism, extravagant lifestyles, pragmatism, factionalism, localism, and group interests.

Regarding qualifications and capacity, Regulation 365 adds the requirement that officials and managers at all levels must have scientific and technological qualifications to meet requirements and tasks. At the same time, they must have flexible and effective approaches and problem-solving methods; have sharp thinking and make timely and accurate decisions.

For specific positions, Regulation 365 also adds many standards compared to the old regulations. For the position of Central Party Committee member, Regulation 365 adds many detailed standards compared to the previous regulations, such as requiring Central Party Committee members to be cadres with basic training, comprehensive knowledge, trained and tested through practice, with outstanding achievements, results, and specific "products" during the working process...

For members of the Politburo and Secretariat, Regulation 365 basically inherits the current regulations, but adds requirements for decisiveness, determination, and effectiveness in performing assigned duties and tasks. The new regulation also adds requirements on the capacity to build a long-term development strategy for the country. At the same time, it requires dedication, vision, and responsibility in building a team of cadres, ensuring the inheritance, development, and steady transition between generations of cadres.

Standards for the positions of General Secretary, President, Prime Minister, and Chairman of the National Assembly

For the position of General Secretary, Regulation 365 adds the criterion of "being the core of leadership" to the position of General Secretary, requiring "sharp political theory thinking" instead of "having a high level of political theory". Regulation 365 also adds the capacity of "innovation and breakthrough" in addition to the criteria of having political courage, sharp thinking, research capacity, discovery, proposal and decisiveness. At the same time, the new regulation also adds the requirement for the position of General Secretary, which is the capacity to lead the building of a team of strategic-level cadres, especially successors and key cadres.

For the positions of President, Prime Minister, and National Assembly Chairman, Regulation 365 basically retains the core standards but is presented more clearly.

Regarding the position of Standing Secretary of the Secretariat, compared to the old regulations, Regulation 365 adds the requirement of "sharp political theoretical thinking". Expanding the scope of required knowledge, not only in Party building and the political system but also in the fields of economics, culture, society, national defense, security, and foreign affairs. Regarding the experience requirement, the new regulation maintains the requirement of having experienced and successfully completed tasks in the position of Secretary of the Provincial Party Committee, City Party Committee or Head of the Central Committee, Ministry, or Branch; participating in the Politburo for a full term or more. The new regulation adds the content: "special cases decided by the Party Central Committee".

For the positions of Head of the Central Party Committee, Head of the Central Inspection Committee, and Chief of the Central Party Office, Regulation 365 has specified and enhanced the requirements on capacity and experience. Accordingly, it has added the requirement of having "sharp political theory thinking" and rich experience in Party building and the political system.

In terms of experience, Regulation 365 has been adjusted, requiring only "having been an official member of the Party Central Committee for a full term". For these positions, Regulation 365 also adds the content "special cases decided by the Party Central Committee"...

Evaluate cadres and party members on a 100-point scale

The Politburo has also just issued Regulation No. 366-QD/TW dated August 30 on reviewing, evaluating and classifying the quality of collectives and individuals in the political system (Regulation 366).

Compared with the old regulation, Regulation 366 has expanded the scope of regulations on quality review, assessment and classification by term, annually, quarterly or when necessary, not stopping at the "annual" mark as before.

Regulation 366 emphasizes that evaluation must be based on work efficiency, task performance results, and specific products associated with job positions and responsibilities according to quantity, progress, and quality.

Regulation 366 also requires continuous, multi-dimensional, criterion-based assessment through specific products; combining qualitative and quantitative criteria, with special attention paid to quantitative criteria on results and effectiveness of task implementation.

Notably, Regulation 366 requires that quality assessment of collectives and individuals be carried out according to a common criteria framework, including groups of criteria with quantified results on a 100-point scale. These results are the basis for quality classification after review and assessment.

Specifically, along with Regulation 366, the Politburo issued 5 appendices detailing the framework of assessment criteria on a 100-point scale for each group of subjects, including: collectives; leaders and managers under the management of the Central Committee; leaders and managers at all levels; individuals not holding positions and party members not working in the political system. In particular, the framework of assessment criteria is divided into 2 groups: the general criteria group (30 points) and the criteria group on task performance results (70 points).
