Resolutely remove difficulties and speed up construction of National Highway 19 to finish before December 31

The locality is determined to carry out site clearance so that the construction unit can smoothly implement the project to enhance traffic connectivity in the Central Highlands region through Binh Dinh (upgrading National Highway 19 in the Central Highlands).

The project to upgrade National Highway 19 in the Central Highlands, with a total length of more than 143km, passes through two provinces, with a loan from the World Bank. The loan agreement has been extended for the first time and will expire on December 31, 2024.

Contractors are making efforts to implement the An Khe Pass project - a difficult project of the National Highway 19 Tay Nguyen upgrade project.

Construction started in June 2021. Up to now, the project has basically completed 7/8 construction packages, the remaining volume is mainly concentrated in package XL01 in Tay Son district (Binh Dinh province).

According to the reporter, in the last days of October, at the construction site, the construction unit mobilized hundreds of workers and machines to implement the project. In particular, the focus was on the An Khe Pass project (bordering Gia Lai and Binh Dinh provinces), this is a very difficult project, determining the progress of the project.

In this category, one construction team measured the roadbed and ensured the alignment according to the design, while many construction teams focused on paving the road surface. The sections that were paved were smooth for vehicles to pass through. The other two construction teams cut and trimmed the slopes, then sprayed concrete to reinforce and prevent landslides.

The contractor said that taking advantage of the weather, the unit urgently paved the road surface and carried out anti-landslide works on the slopes. This work must be carried out before the rainy season arrives to ensure progress, safety of the project, and prevent landslides that affect traffic.

However, the construction area of ​​the pass has many disadvantages, the road surface is narrow but the number of vehicles is very large, whenever it rains, traffic jams occur, causing difficulties for the construction process. In addition, the nature of construction and exploitation at the same time causes many sections to not be able to be constructed consecutively, affecting the project's progress.

Mr. Le Van Huy (42 years old, from Gia Lai) - a bus driver on the Pleiku - Quy Nhon route said that every time he passes this pass, he encounters many difficulties and dangers, especially during the rainy season, he is very afraid of landslides.

Currently, the asphalt sections have been completed, making it very convenient for vehicles to travel. I just hope the project will be completed soon so that travel will be smoother and safer, especially when the rainy season has begun.

Thoroughly resolve the problem

Recently, the Ministry of Transport has sent a document to the People's Committee of Binh Dinh province to completely resolve the existing problems and obstacles in the site clearance work of the project to upgrade National Highway 19 Tay Nguyen. According to Project Management Board 2 (project investor), although the difficulty in funding for site clearance has been resolved, up to now, there are still some households that have not agreed to the construction, specifically at the road locations at the beginning of Bau Sen bridge, Ba La bridge and some locations on the route. Meanwhile, Bau Sen bridge and Ba La bridge are two important items, greatly affecting the progress of the XL01 package.

The Chairman of the People's Committee of Binh Dinh province assigned the People's Committee of Tay Son district to urgently make a detailed and feasible plan to implement site clearance work for all remaining problems, ensuring completion before November 5.

At the same time, coordinate with Project Management Board 2 and relevant units to propagate and mobilize people to comply with the compensation plan, support land clearance, and promptly hand over the construction site. Handle cases of households obstructing construction at the construction site to ensure project progress.

The Chairman of Binh Dinh Provincial People's Committee requested the Chairman of Tay Son District People's Committee to be responsible to the Chairman of the Provincial People's Committee if he fails to ensure the progress of project site clearance within the time required by the Ministry of Transport.

The completion of the National Highway 19 Tay Nguyen upgrade project will help vehicles pass through An Khe Pass more easily and safely.

Speaking with Giao Thong Newspaper on the morning of October 31, the Tay Son District Land Fund Development and Investment Management Board said that up to now, there are still 8 cases of obstructing project construction.

For example, Mr. Huynh Cong Hoa's household was affected in terms of land and was compensated and supported with more than 218 million VND, Mr. Dang Hoang Khai's household was affected in terms of land, structures, trees and crops and was compensated and supported with more than 177 million VND, Mr. Vo Huu Loc's household was affected in terms of land, structures, trees and crops and was compensated with more than 776 million VND...

"All 8 households have received compensation and support and committed to return the land within the scope of land acquisition and clearance. During the process of land acquisition and clearance, the households had no comments and have received compensation and support.

However, up to now, the households have been obstructing the construction unit from paving the road surface. The households have requested compensation for the difference in land price and support for raising the foundation," said a representative of the Tay Son District Land Fund Development and Investment Management Board.

The District Compensation and Site Clearance Council has coordinated with the Tay Giang Commune People's Committee to mobilize and explain, but the households still deliberately do not understand. Therefore, it has recommended that the Tay Son District People's Committee direct the Tay Giang Commune People's Committee to continue to strengthen the mobilization of households. In case the people continue to obstruct, construction protection will be carried out to ensure the project's progress.
