Resolutely remove obstacles in site clearance work of Tran Yen Industrial Park

On the morning of October 29, comrade Nguyen The Phuoc - Standing Vice Chairman of Lao Cai Provincial People's Committee chaired a working session to remove obstacles in site clearance (GPMB) of the Tran Yen Industrial Park Infrastructure Construction and Business Investment Project (Phase I).

Attending were leaders of the Mechanical Construction Company - Viglacera Corporation, Departments of Construction, Agriculture and Environment, Provincial Land Registration Office, Tran Yen Area Investment and Construction Project Management Board and Au Lau Ward People's Committee.

According to the report of the People's Committee of Au Lau Ward, the site clearance work in phase I of the project (total area of ​​109.0 hectares, 165 households) still has many problems. Up to now, only 103/165 households have had their payment plans approved.

The main problems include: 32 households have not completed the verification of land origin; 11 households with 44 graves have not agreed to the relocation plan due to concerns about the new cemetery planning; 15/70 households have not submitted resettlement registration applications; 1 household (Mr. Nguyen Thanh Quang) has not cooperated in the inventory. For the Bao Hung resettlement area construction sub-project, there are still 7 households (3 households in phase 1 and 4 households in phase 2) who have not received money, have not handed over the site and the locality is completing the process to organize enforcement according to regulations.

At the meeting, delegates focused on discussing and pointing out the causes of slow progress. The main difficulties identified included problems in determining the origin of land and assets; boundary disputes with the land area of ​​the tea company; lack of cooperation from some households and problems arising from changes in the compensation and support unit prices for structures and crops. In addition, the lack of consensus among the people on the resettlement location and errors in the process of measuring the land acquisition map also greatly affected the overall progress. The units proposed that the Provincial People's Committee direct departments and branches to promptly guide the application of unit prices not yet included in the regulations and consider continuing to second staff to strengthen Au Lau ward.

Concluding the meeting, comrade Nguyen The Phuoc - Standing Vice Chairman of the Provincial People's Committee emphasized that "there can be no more delay", and at the same time requested the People's Committee of Au Lau ward to concentrate maximum human resources, urgently complete the approval of the land acquisition plan for the entire phase I (109 hectares) in November 2025. He requested to be resolute and strict in the legal process for cases of intentional non-compliance; "mobilize, if not, then enforce" to completely eliminate 7 households that have not handed over the site at the Bao Hung resettlement area in November.

Regarding the problems related to 44 graves, he assigned the departments and branches to coordinate with the locality to urgently review, agree and announce the new cemetery location plan, ensuring stable and long-term planning for people's peace of mind. The Standing Vice Chairman of the Provincial People's Committee also set the time to complete the relocation of the entire technical infrastructure system in November, ensuring the handover of clean land to investors in December 2025. At the same time, it is necessary to organize an immediate inventory of phase II of the project in parallel with the completion of phase I.
