According to the report, the Ho Chi Minh City Ring Road 4 project, specifically the section from Thu Bien Bridge to the Saigon River (passing through the wards of Tay Nam, Long Nguyen, Thoi Hoa, Hoa Loi , Binh Duong, Vinh Tan, Binh Co, Tan Uyen, Bac Tan Uyen, and Thuong Tan commune), has a total length of 27.83 km, requiring the acquisition of 250.46 hectares and affecting 1,553 households, individuals, and organizations; 300 cases are expected to be relocated. The planned capital for 2025 is over 7,307 billion VND. To date, land surveying and acquisition notification have been completed; drawing appraisal has reached 58%, and land counting has reached 89%. Local People's Committees have approved specific land prices and compensation plans for 268 cases. The area of land handed over has reached 13%, and the disbursement rate of compensation capital has reached 17%.

The Thu Bien – Dat Cuoc road project, passing through Thuong Tan commune and Tan Uyen ward (an additional 12.5km), requires the acquisition of approximately 27.8 hectares, affecting 165 households, with a planned capital of 549.536 billion VND. To date, land surveying and valuation have been completed; compensation plans have been approved for 44 cases, and 6 cases have been handed over, achieving a disbursement rate of 13%.
The Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway project has a length of 45.7km (passing through the wards of Tan Khanh, Tan Hiep, Vinh Tan, Binh Duong, Binh Co, Phuoc Hoa, An Long, Chanh Phu Hoa and Bau Bang commune), requiring the acquisition of 344.10 hectares, affecting 1,609 households, with a planned capital of 8,000 billion VND. The progress of surveying, counting, and drawing appraisal has reached over 95%, and the rate of land handover has reached 42%. Disbursement of compensation funds has reached 35% of the plan.
The project to dredge and reinforce the Cai stream section from Tho Ut Bridge to the Dong Nai River (passing through the wards of Binh Duong, Vinh Tan, Tan Hiep, and Tan Khanh) is 18.95 km long, requires the acquisition of 132.8 hectares, and affects 964 households. To date, the land handover rate has reached 87%. The total planned capital is 305 billion VND, with 80% already disbursed, and is expected to be fully disbursed by November 2025.
After hearing reports and conducting on-site surveys, Ho Chi Minh City leaders held a working session with communes and wards regarding the progress of land clearance for construction projects in the area.

During the meeting, departments and localities reported several difficulties and obstacles they are facing, such as: a shortage of land for resettlement; slow progress in compiling compensation and land clearance plan drawings; and a lack of coordinated efforts between the Land Development Center and local authorities, leading to delays in land handover.



Speaking at the meeting, Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh commended the localities for their efforts in disbursing public investment funds and clearing land for key projects. He also requested the City's Land Fund Development Center to coordinate with relevant departments and localities to promptly complete legal procedures, especially the approval of compensation plans, land use conversion for forests, and land acquisition, to ensure the progress of the Ho Chi Minh City Ring Road 4 project before October 31, 2025.
Furthermore, the Vice Chairman of the Ho Chi Minh City People's Committee requested that departments and localities show even greater determination to accelerate the progress of projects. In particular, resettlement work must be given special attention, ensuring that the lives of people in their new homes are equal to or better than their previous homes...
