Determined to bring the Hoa Binh-Moc Chau expressway project to the finish line on time

At the construction site of the Hoa Binh-Moc Chau expressway project, items are being hurriedly implemented: Site clearance, resettlement support, power line relocation, earthwork arrangement, etc. All construction units are working very urgently with the determination to bring the project "to the finish line" as planned.

The Hoa Binh-Moc Chau Expressway Project is one of the projects expected to create a breakthrough for the socio -economic development of the Northwest region. Up to now, the project has implemented 4 bidding packages, 20 construction sites on the route with a total implementation value of 382.5/8,332 billion VND, reaching 4.59% of the contract value. The compensation and site clearance work has been strongly directed by the Party Committees and authorities of Da Bac, Cao Son and Tien Phong communes. Currently, the total route has been cleared for 30.7/31.9 km, reaching 96%.

A representative of VNCN E&C, a unit of the XL-01 consortium, said: The project has basically been handed over the site. There are still some problems related to the power line, and the contractor's representative has closely coordinated with the relevant agencies and commune authorities to resolve them. In the immediate future, human resources and machinery will be focused on constructing the available site with the motto of organizing construction as soon as the site is handed over.

Over the past time, construction units have been continuously implementing, without stopping, ensuring the progress of project items. Localities proposed: Allowing to extend the time for disbursement of investment capital from the state budget allocated for projects under the 2024 socio-economic recovery and development program; creating favorable conditions for investment capital sources in the project's completion phase; prioritizing the arrangement and arrangement of personnel to count and develop plans for site clearance for the area serving the relocation of power lines in the communes of Da Bac, Cao Son, Tien Phong and the area arising outside the old boundary of the project in Tan Mai commune. Comrade Luong Van Thi, Secretary of the Cao Son Commune Party Committee, said: "In the work of compensation and site clearance, we have arranged a team of cadres with sufficient capacity, qualifications, professional expertise to continue to coordinate implementation, ensuring continuity, smoothness and efficiency".

Recently, a working delegation of the People's Committee of Phu Tho province led by Vice Chairman Quach Tat Liem inspected the construction progress of the Hoa Binh - Moc Chau expressway project (section Km19 - Km53 in the old Hoa Binh area). Comrade Liem requested that the contractor focus on clearing the land at the beginning of the route to connect the expressway with the Da Bac - Thanh Son route; arrange resettlement for households subject to land acquisition to speed up the progress of site clearance; fully implement procedures to enforce enforcement when necessary. At the same time, direct departments, branches and localities to focus on resolving difficulties and obstacles to speed up the project's progress.

The working delegation attended the launch of the "Finish Line" peak competition at the XL-03 package of the Hoa Binh-Moc Chau expressway project. This package was started in May 2025, with a value of 5,300 billion VND, constructed by Truong Son Construction Corporation, including the following items: Construction and installation of Hoa Son bridge, 13 viaducts and foundation, road surface items and works on the route section Km40+750-Km50+260. The leaders of Phu Tho province directed that this is a package with a large volume, complex terrain, difficult construction, and urgent need to complete site clearance. At the same time, units of the Department of Agriculture and Environment provided guidance on the use of water surface area. The Hoa Binh Regional Project Management Board presided over and coordinated with relevant departments and branches to handle technical infrastructure such as electricity, water, telecommunications - focusing on completing it in October 2025. Construction units mobilize equipment, human resources, organize construction in "3 shifts", ensure acceptance and payment on schedule.

Implementing the direction of Prime Minister Pham Minh Chinh at the project groundbreaking ceremony on September 29, 2024, Hoa Binh province (formerly known as Phu Tho province) quickly resolved administrative procedures for investors and enterprises during construction. Focusing on taking care of stable accommodation, arranging jobs and living conditions for people who have handed over the site for the project.

The Hoa Binh-Moc Chau Expressway Project (Km19-Km53) through Hoa Binh (now Phu Tho province) officially started construction in September 2024. The total length of the route is about 85 km, of which about 49 km through Hoa Binh (old) and about 36 km through Son La. The starting point of the project is at the intersection of National Highway 6 (old Hoa Binh city), continuing the Hoa Lac-Hoa Binh Expressway project; the end point is at the intersection of National Highway 43 in Moc Chau district (Son La). Phase 1, with a scale of four lanes, the total investment is about 22,294 billion VND, of which the investor mobilized nearly 17,300 billion VND for the BOT component; capital recovery by toll collection in about 26 years.
