Tuyen Quang strives to achieve the highest budget collection plan in 2025

In 2025, Tuyen Quang Provincial Tax is making efforts to synchronously deploy revenue management solutions, strengthen anti-revenue loss prevention and set the goal of completing the state budget collection task of the year at the highest level.

Thanks to the close direction of the Provincial Party Committee, the Provincial People's Committee and the coordination of all levels and sectors, the state budget collection work has achieved positive results, making an important contribution to ensuring resources for local socio -economic development.

The estimated state budget revenue in the province in the first 10 months of 2025 is more than VND 5,555 billion, reaching 91% of the estimate assigned by the Prime Minister and 62.5% of the estimate assigned by the Provincial People's Committee. Of which, the estimated domestic revenue is VND 4,937.8 billion, reaching 84.4% of the estimate assigned by the Prime Minister and 58% of the estimate assigned by the Provincial People's Committee, an increase of 5.3% over the same period in 2024.

Many revenue items have made positive progress, reaching more than 85% of the estimate assigned by the Provincial People's Committee, including: revenue from state-owned enterprises managed by the Central Government; revenue from state-owned enterprises managed by localities; revenue from non-state economic sectors; personal income tax; registration fees; fees; land and water surface rent; revenue from the sale and rent of state-owned houses; revenue from lottery activities; other budget revenues; revenue from dividends and shared profits, recovery of state capital...

Some estimated revenue items are slow to be implemented (below 85% of the province's estimate), such as: Revenue from foreign-invested enterprises; environmental protection tax; land use fees; mineral exploitation rights fees, etc.

The most difficult problem is the collection of land use fees and mineral exploitation rights. Due to the reorganization of administrative units after the merger of Tuyen Quang and Ha Giang (old) and the slow progress in auctioning land use rights, many projects have not yet incurred financial obligations, leading to a revenue shortfall of nearly 2,400 billion VND compared to the plan.

Comrade Dang Tran Phuong Lien, Deputy Head of the Department of Professional Affairs, Budgeting, Legal Affairs, and Taxation of Tuyen Quang province, said that in 2025, the National Assembly and the Government will continue to issue many fiscal support policies to help remove difficulties for production and business such as: 2% reduction in value added tax, 50% reduction in environmental protection tax on gasoline, 30% reduction in land rent and extension of payment of value added tax, corporate income tax, personal income tax, etc. Therefore, the state budget revenue of Tuyen Quang province's Tax Department was also affected in the first 10 months of 2025 by 1,138 billion VND. Of which, the estimated impact of reducing state budget revenue is about more than 660 billion VND.

Comrade Vu Hong Diep, Deputy Head of Taxation of Tuyen Quang province, said that in order to complete the task of collecting the state budget in the area, the Provincial Taxation will continue to strengthen coordination with departments, branches and People's Committees at all levels in revenue management, especially focusing on reviewing potential revenue sources and preventing revenue losses in areas with signs of risk. Land revenue is given special attention, speeding up the auction of land use rights in urban areas, residential areas, projects selling assets attached to land, public assets in the province...

From now until the end of 2025, the Provincial Tax Department will continue to strictly implement the directions of the Provincial Party Committee, the Ministry of Finance, the Provincial People's Committee and the Tax Department, assigning specific revenue targets for the fourth quarter to each unit to focus on implementation, striving to complete the assigned revenue plan to the highest level.

Along with that, continue to promote propaganda and dissemination of new tax policies that will take effect from 2025, such as the Law on Value Added Tax and the Law on Corporate Income Tax (amended), and at the same time guide taxpayers to carry out tax administrative procedures on the industry's Administrative Procedures Information System. Focus on guiding and supporting business households and individuals to convert tax declaration and payment methods from January 1, 2026.

The Tax sector also continues to effectively maintain the use of electronic invoices generated from cash registers, standardize personal tax code information and organization identification codes; ensure timely settlement of electronic administrative procedures on the sector's administrative procedure settlement information system and the National Public Service Portal.

At the working session with the provincial departments and branches on the results of implementing the state budget collection task estimates for the first 10 months of 2025, discussing solutions to implement tasks in the last months of the year.

Comrade Nguyen Manh Tuan, Permanent Vice Chairman of the People's Committee of Tuyen Quang province, emphasized that in order to carry out the task of collecting the state budget to meet the assigned budget target in 2025, all levels and branches of the province, according to their functions, tasks, and management areas, need to focus on and strengthen coordination to remove difficulties and obstacles in implementing the budget collection task.

Timely advise the Provincial People's Committee on solutions to strengthen budget collection management, prevent revenue loss, ensure correct, sufficient and timely collection; continue to review and exploit revenue sources with room for growth such as land revenue, e-commerce, mineral exploitation; focus on inspection and supervision of taxes, fees and prices. Well implement administrative reform, promote digital transformation, and implement electronic invoices.

Along with that, departments, branches and localities urge and accelerate the disbursement of public investment capital sources and key projects; review projects with land allocation and lease decisions, and incomplete legal procedures to remove obstacles and arising problems; continue to focus on promoting land collection, public asset auctions, and mining rights auctions, contributing to increasing local budget revenue. Do a good job of payment and disbursement of capital sources; manage budget revenue and expenditure flexibly and effectively, contributing to achieving and exceeding the socio-economic development targets and goals of the province in 2025.
