Determined to lead and direct the successful implementation of the goals of the Resolution of the 14th Provincial Party Congress

The conference aims to review and evaluate the mid-term review; discuss and propose solutions to successfully implement the goals and tasks set out in the Resolution of the 14th Provincial Party Congress. The mid-term review report clearly stated that in the first half of the 2020-2025 term, in the context of many advantages, difficulties and challenges intertwined; under the leadership of the Provincial Party Committee, the joint efforts and hearts of the People, the economic, social, national defense, security, Party building work and the political system have had many positive changes.

Overview of the mid-term review conference on the implementation of the Resolution of the 14th Provincial Party Congress.

The Provincial Party Committee has focused on leading and directing the implementation of 3 strategic breakthroughs, 8 key task groups and 6 main policies and solutions set forth in the Resolution of the Provincial Party Congress. Up to now, 10/18 main target groups have basically achieved and exceeded the Resolution's targets. In particular, the economy continues to grow, GRDP exceeds the target by 2.33 points; local budget revenue and mobilization of social investment capital increased sharply compared to the first half of the previous term, with budget revenue exceeding the target by 22.4%. Infrastructure, urban and rural appearance have many innovations, especially key transport infrastructure projects, urban and service development projects with highlights such as: Investment project to build and expand Dien Bien Airport; 60m road and technical infrastructure frame; Martyrs' Temple at Dien Bien Phu Battlefield; panorama in the Dien Bien Phu Historical Victory Museum...

Standing Deputy Secretary of the Provincial Party Committee Mua A Son presented a review of the leadership and direction of the Executive Committee and the Standing Committee of the Provincial Party Committee in the mid-term implementation of the Resolution of the 14th Provincial Party Congress, term 2020 - 2025.

The province's socio-cultural aspects, notably the quality of education and training, and people's health care, have been improved; the work of building and rectifying the Party and the political system has received due attention; the work of inspection, supervision and enforcement of Party discipline has been strengthened, effective and efficient; the work of preventing and combating corruption and negativity has been focused on and directed resolutely; a number of cases and incidents have been discovered and strictly handled, thereby contributing to strengthening the trust of cadres, party members and the people...

Chairman of the Provincial People's Committee Le Thanh Do presented a mid-term review report on the implementation of the Resolution of the 14th Provincial Party Congress.

Despite many positive results, the interim report for the first half of the 2020 - 2025 term also frankly acknowledged and assessed that there are still shortcomings and limitations. Specifically, some socio-economic development indicators are lower than the Resolution's targets. Some key projects are slow to implement, not meeting the set progress. The coffee growing area has narrowed compared to 2020 (down 609.6 hectares); the provincial competitiveness index (PCI) decreased by 16 levels compared to 2020. Some types of crimes have become more complicated, especially crimes related to illegal drug trafficking and transportation. Illegal religious activities, propaganda of heresy, petitions and complaints beyond the provincial level still occur...

Mr. Nguyen Quang Hung, Chairman of Dien Bien Phu City People's Committee, discussed solutions to build Dien Bien Phu city to meet the criteria of a type 2 urban area.

Discussing at the conference, delegates focused on analyzing and evaluating the achieved results, the causes of shortcomings and limitations in the leadership and implementation of the groups of targets and goals set out in the Resolution of the Party Congress. At the same time, delegates also presented some experiences of localities and units on good and creative ways to bring the Party's resolution into life, such as: Solutions to build Dien Bien Phu City to meet the criteria of a type 2 urban area in the coming time; experience in developing macadamia acreage, especially developing according to the production linkage model in Tuan Giao district; creative ways in developing agricultural economy towards concentrated commodities and high-tech agriculture in Dien Bien district; solutions to accelerate the disbursement of public investment capital, support, promote investment, improve competitiveness...

Director of the Department of Planning and Investment Nguyen Phi Song discussed and proposed solutions to improve competitiveness, promote and attract investment.

Appreciating the proposals and comments of the delegates attending the conference, Provincial Party Secretary Tran Quoc Cuong said that in the coming time, the world and domestic situation will have many intertwined opportunities and challenges. It is estimated that by the end of 2025, 100% of the targets of the Resolution of the 14th Provincial Party Congress will be completed; of which 6/18 target groups will exceed the Resolution's targets, 12/18 target groups will meet the Resolution's targets. The Provincial Party Executive Committee agreed not to adjust the targets; continue to be determined to lead, direct, and organize the successful implementation of the above targets.

The Provincial Party Secretary requested that Party committees and authorities at all levels continue to uphold their sense of responsibility and synchronously carry out 6 key tasks; focusing on leading and directing the implementation of 3 strategic breakthroughs and 14 key programs unanimously approved by the conference.

Tuan Giao District Party Secretary Lo Van Cuong shared experiences in developing macadamia growing areas in the district.

Regarding the socio-economic development task, it is necessary to focus on implementing 9 groups of tasks and solutions identified in the Resolution of the Provincial Party Congress; at the same time, add 5 groups of solutions, such as: Concentrating resources to accelerate the implementation of key projects, creating highlights and breakthroughs in economic development and increasing budget revenue; developing the socio-economic situation of Dien Bien province in the overall development linkage of the midland and mountainous region of the North; focusing on solutions to disburse public investment capital at over 95% of the annual plan. Along with that, continue to effectively and efficiently implement the goals and targets in the fields of culture, education, national defense and security, Party building, building the political system, etc.

With the results, achievements and experiences accumulated and drawn from the beginning of the term until now, Provincial Party Secretary Tran Quoc Cuong believes that each cadre, party member and people of all ethnic groups in the province will continue to unite, be determined and make greater efforts to wisely seize opportunities and advantages, firmly overcome all difficulties and challenges to successfully complete the goals and tasks set out in the Resolution of the Provincial Party Congress, thereby contributing to the successful implementation of the Resolution of the 13th National Party Congress.
