The extraordinary session opened this morning (January 15) and is expected to close on the morning of January 18 in a concentrated meeting format at the National Assembly building in Hanoi . The National Assembly will take a one-day break (January 17th) to allow its agencies, the Government , and relevant bodies to review, revise, and finalize draft laws and resolutions. |
Overview of the 6th Session of the 15th National Assembly.
Consider and approve four important points.
With this extraordinary session, the 15th National Assembly has held five extraordinary sessions since the beginning of its term. This is unprecedented in the 78-year history of the Vietnamese National Assembly. The National Assembly considers these "extraordinary" sessions to have become "normal," aiming to accurately and effectively meet the demands of economic and social life and the legitimate aspirations of voters.
According to the press release, the session will consider and approve the following four important items:
Draft Law on Land (amended): After being reviewed and revised, the draft Law on Land (amended) submitted to the National Assembly at the 5th Extraordinary Session consists of 16 chapters and 260 articles; 5 articles were removed, and 250 articles were amended and supplemented (both in content and technical aspects) compared to the draft Law submitted to the National Assembly at the 6th Session.
Regarding the major issues requiring focused discussion at the 6th Session, based on thorough research, discussion, exchange, and review, the relevant agencies have agreed to revise and finalize 18 main points.

Draft Law on Credit Institutions (amended) : After being reviewed and revised, the draft Law on Credit Institutions (amended) submitted to the National Assembly at the 5th Extraordinary Session consists of 15 chapters and 210 articles (compared to the draft law submitted to the National Assembly at the 6th Session, 4 articles were removed, 11 articles were added, 15 articles remained unchanged, and other articles were technically revised).
Draft Resolution on some specific mechanisms and policies to remove difficulties and obstacles and accelerate the implementation of national target programs (according to simplified procedures). The draft consists of 6 articles, stipulating some specific mechanisms and policies to remove difficulties and obstacles and accelerate the implementation of national target programs, including 8 main groups.
Regarding the supplementary allocation of the medium-term public investment plan using central government budget funds for the period 2021-2025 from the general reserve fund corresponding to the increased central government budget revenue in 2022 for public investment tasks and projects, and the supplementary allocation of the medium-term public investment plan for Vietnam Electricity Group from the reserve fund of the medium-term public investment plan, the draft consists of 3 articles, stipulating the use of the general reserve fund of the medium-term public investment plan for the period 2021-2025 and the allocation of the reserve fund of the medium-term public investment plan for the period 2021-2025.
The Ha Tinh delegation of National Assembly deputies is actively preparing for the session.
To ensure effective participation in the session, the delegation of National Assembly deputies from Ha Tinh province recently organized thematic meetings with constituents, including members of the Provincial Women's Union and the Provincial Farmers' Association; and solicited written feedback from relevant agencies, units, and those affected by the policies and laws of the two draft laws and two resolutions.
On the afternoon of December 18, 2023, the Delegation of National Assembly Deputies of Ha Tinh province held a thematic meeting with members of the Provincial Women's Union and the Provincial Farmers' Association to gather opinions on the draft revised Law on Credit Institutions.
The comments and suggestions were promptly compiled by the National Assembly delegation and reported to the National Assembly Standing Committee, and also sent to the National Assembly members in the delegation as reference material for discussions at the session.
The delegation of National Assembly deputies from Ha Tinh province, led by Comrade Hoang Trung Dung - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee - will participate effectively with the National Assembly in considering and passing draft laws, creating momentum for socio-economic development.
The opening and closing sessions of the 5th Extraordinary Session of the 15th National Assembly were broadcast live on Vietnam National Radio, Vietnam Television, and Vietnam National Assembly Television.
In addition, the National Assembly's plenary sessions discussing some new or contentious issues in the draft Law on Land (amended) and the draft Law on Credit Institutions (amended) are broadcast live on Vietnam National Assembly Television.
