According to the plan, Vietnam National Petroleum Group ( Petrolimex ) will officially pilot E10 gasoline at 36 stores in Ho Chi Minh City (before the merger) from August 1.
Meanwhile, Tuoi Tre 's direct observation at Dinh Vu petroleum depot ( Hai Phong ) on July 30 showed that all preparations for this product to be released to the market are ready. According to the Government's roadmap, E10 bio-fuel will gradually replace mineral gasoline on the market, expected to be put into mass use from the beginning of 2026.
Ready to sell E10 biofuel
Tuoi Tre 's report on July 30 shows that some stores have started testing early. To increase awareness, at gas stations belonging to the Petrolimex system, E10 gasoline pumps are arranged separately, with a sign "E10 gasoline - environmentally friendly". The listed price is 19,490 VND/liter, about 500 VND cheaper than RON95 gasoline (20,030 VND/liter).
The representative of the head of Gas Station No. 03 (Petrolimex Saigon) said that some customer groups such as taxi drivers, technology cars and blue license plate cars belonging to administrative units that have signed regular gasoline purchase contracts have actively welcomed the new fuel.
However, there are also many customers who, after being consulted, still choose to return to using mineral gasoline due to their reservations.
Regarding staff training, this person said that the staff at the store already had experience in selling E5 gasoline. When receiving additional training and accessing professional documents on E10 gasoline, the staff quickly grasped the information and were ready to introduce the product to customers with full knowledge and necessary skills.
In addition, the store also implemented many communication activities to increase the recognition of the new product. Specifically, banners and standees promoting E10 gasoline are arranged in easy-to-observe areas in the store. Sales staff are always on duty at the E10 pump to proactively introduce and answer customers' questions.

Although E10 gasoline is still in the testing phase at stores and needs more time to be monitored for an accurate assessment, Petrolimex representatives and the company are committed to ensuring a stable supply, fully meeting consumer needs in both the short and long term.
In Hanoi , the store system of Vietnam Oil Corporation (PVOIL) is also ready to sell E10RON95 biofuel. At the store on Thai Thinh Street belonging to PVOIL Hanoi , some gas pumps and signs are introducing E10RON95 biofuel to increase customer recognition.
On the price list, bio-fuel E10RON95 has also been updated and is expected to be officially announced on July 31 (the day gasoline prices are adjusted on Thursday according to the Government's regular regulations).

Petroleum depot actively blends E10 gasoline
Mr. Tran Le Tho, Director of PVOIL Dinh Vu, said that the blending and storage of bio-fuel according to standards and regulations have met the requirements for release to the market. Based on the supply of E5EON92 bio-fuel, for several months now, PVOIL has taken steps related to importing ethanol sources from abroad, conducting blending, testing, and sending it for quality inspection according to the prescribed requirements.
In particular, the enterprise has been granted a certificate of registration for a qualified gasoline blending facility for E10RON95 level 3 gasoline by the National Committee for Standards, Metrology and Quality, ensuring quality before putting it into circulation on the market from July 23. This unit has blended a batch of bio-fuel to meet the requirements for trial sales on the market with about 1,000m3, ensuring supply to the two localities implementing the sale of this item, Hanoi and Ho Chi Minh City.
According to Mr. Tho, with the capacity of Dinh Vu petroleum depot up to 75,500m3, ensuring the ability to supply the market with nearly 100,000m3 per month to supply the Northern market, PVOIL is ready to supply biofuel when the market has a simultaneous conversion expected to be applied in early 2026.
Up to now, this unit is still simultaneously blending bio-gasoline products E5EON92, E10RON95-III and ensuring supply for other oil products.
However, according to Mr. Tho, the difficulty is that the market demand for bio-fuel is still hesitant, along with competition with other gasoline products. Although the price is softer than RON95 mineral gasoline, the consumption of bio-fuel is lower than that of mineral gasoline, so the initial market consumption depends largely on the psychology of users.
Not to mention, when maintaining many gasoline products on the market at the same time, users can compare and choose familiar consumer products, ensuring effective use. Therefore, as a market supplier, PVOIL leaders affirm that they always focus on quality, ensuring that the mixing, storage and circulation of goods meet requirements. Moreover, bio-fuel has a higher water absorption capacity, if not stored properly in conditions of water intrusion, it can reduce the ethanol content, affecting the quality of gasoline.
"Therefore, we focus on quality assurance steps, with a mixing process in tanks that ensures no external factors can penetrate, and is done automatically and in a closed system. The company also has a laboratory with products to regularly test quality periodically, ensuring that they meet the new criteria for circulation on the market," Mr. Tho affirmed.
Avoid shock during transition
Speaking to Tuoi Tre , Mr. Cao Hoai Duong, Chairman of PVOIL, said that PVOIL will pilot the sale of E10 gasoline from August 1, 2025 to help customers gradually get used to the new fuel, avoiding "shock" during the transition. In Hanoi, PVOIL will sell at 4 gas stations and pilot at some stores in Hai Phong and so far, preparations are ready to sell this item from August 1.
According to Mr. Duong, to carry out the pilot, the company has previously focused on upgrading and renovating E5RON92 gasoline blending stations at strategic warehouse locations across the country. Items include repairing tanks, improving inline and intank blending systems, and updating modern technology to meet the technical standards of E10 gasoline.
In addition, PVOIL will continue to closely coordinate with PVN's member units, such as Binh Son Refinery and Nghi Son Refinery to ensure the output of mineral gasoline products, while ensuring a stable supply of ethanol (E100), optimizing costs and ensuring output to meet market demand.
Along with that, a network of 900 gas stations covering 34 provinces and cities will also be deployed after the pilot phase to consume E10 gasoline.
Young people are excited

Although promoted as a clean fuel, the number of customers actively choosing to fill up with E10 gasoline is still limited.
At a gas station on Pasteur Street (Vo Thi Sau Ward, Ho Chi Minh City), Mr. T., an employee at this gas station, said that after two days of testing, the total consumption of E10 gasoline was only about 2,000 liters.
"Many customers see the E10 gas pump and ask suspiciously: "Does this gas affect the car? Is it different from regular gas?". We have to explain continuously while pumping gas," said Mr. T.
According to Mr. T., although clearly advised that E10 gasoline is RON95 gasoline mixed with 10% ethanol, meets national standards, is environmentally friendly and does not affect the engine, consumers still need more time to get used to it and be cautious.
At a gas station on Truong Dinh Street, employees said that some customers also asked about E10 gasoline, but most of them were curious. After listening to advice, many people still chose to fill with RON95 as usual.
One of the main reasons why people are hesitant is due to the influence of rumors spreading on social networks. According to sales staff, many customers are worried that E10 gasoline can damage the engine and wear out rubber seals even though they have never used it.
"Customers who drive expensive cars are even more careful. They don't care if the gasoline is good for the environment or not, they just want to make sure it doesn't affect the car," said this male employee.
Meanwhile, according to the Ministry of Industry and Trade, E10 gasoline is a standard biofuel, has been widely used in many countries and is suitable for vehicles manufactured after 2009.
Although most people are still cautious, according to many gas stations, younger customers are more open to the new fuel. They actively seek information, compare it with traditional gasoline, and are willing to try it.
"They often ask about the difference between E10 and RON 95 gasoline, the origin of ethanol and the level of environmental friendliness. Some even shared that they had used E5 gasoline before, found no problems, and even found it more economical than RON95, so they were excited to switch to E10 gasoline and welcomed the State's policy," said an employee at a gas station on Truong Dinh Street.
In November 2025, the Central ethanol factory will launch products to the market.
Speaking to Tuoi Tre , Mr. Pham Van Vuong, director of the Central Petroleum Biofuel Joint Stock Company - an ethanol producer, said that he is promoting steps to soon put the factory into operation. It is expected that around mid-August, the factory will restart and conduct testing targets in October, officially put into commercial operation in November 2025, supplying ethanol products to the market.
Thus, after a long period of suspension, the Central Biofuel Plant has been revived with the policy of promoting biofuel consumption when E10RON95 biofuel will be introduced to the market. According to Mr. Vuong, the company will develop a production plan through business cooperation, focusing first on repairing and investing in additional equipment to ensure the plant operates safely and effectively, improving efficiency and operating capacity.

"The restart of the factory aims to implement the Government's roadmap for using E10 biofuel from the beginning of 2026 nationwide. The Vietnam National Energy Industry Group has directed the need to restart fuel ethanol factories, in order to proactively source domestic supply, reduce dependence on imports and ensure national energy security," said Mr. Vuong.
