At the press conference, Deputy Minister of Construction Nguyen Danh Huy discussed an issue that has recently attracted public attention, which is the possibility of abolishing construction permits for public works and houses.
According to Deputy Minister Nguyen Danh Huy, regarding construction permits, the Prime Minister recently issued a very clear telegram directing to focus on cutting and simplifying administrative procedures in the construction sector. Implementing the Prime Minister's direction, first of all, for legal documents related to the construction sector and licensing regulations, the Ministry of Construction reviewed the decrees and circulars issued by the ministry.
The Ministry of Construction also conducts an assessment and summary, because all construction permit procedures for people are issued to all localities. “We must create maximum favorable conditions for people and businesses, but we must also assess the impact if the licensing is abolished, whether people's right to build will affect the legitimate rights of other people and businesses. The Ministry of Construction will immediately carry out the assessment and summary, and localities will re-evaluate,” said the Deputy Minister.
Along with that, the Ministry of Construction will adjust, amend, and reduce procedures from the Construction Law, all of which will be completed in 2025. In the immediate future, for areas with approved 1/500 detailed planning, it can be amended immediately, licensing is exempted immediately, and construction permits will no longer be issued to people. Commenting on the difficulties and advantages in implementing the Prime Minister's direction, the Deputy Minister said that the obvious advantage is that if a procedure is eliminated, people will not have to apply for a license, and state management agencies will not have to carry out licensing procedures, saving costs on licensing and human resources.
The difficulty and challenge is how to create favorable conditions for people but still maintain the role and ensure the legitimate rights of other people and households nearby. “In the situation of crowded streets, how to manage the land when it is combined and consolidated? That is the challenge and difficulty. We will continue to evaluate and propose the best solutions for people and businesses,” the Deputy Minister said.
Regarding public investment disbursement, the rate of public investment disbursement in the first 5 months was higher than the same period last year. However, in absolute terms, the current disbursement of public investment capital has only reached nearly 200,000 billion VND, while the total approved public investment capital is 875,000 billion VND.
At the press conference, Deputy Minister of Finance Do Thanh Trung said that in the same period in 2024, we disbursed 143,000 billion VND/more than 630,000 billion VND of approved public investment capital, reaching about 21.68%. This year, the capital assigned by the Prime Minister is more than 800,000 billion VND, we have disbursed nearly 200,000 billion VND, reaching a disbursement rate of about 24.3%, which is higher in absolute terms. This result is thanks to the participation and efforts of all levels, sectors, central and local agencies, most importantly the drastic direction of the Government and the Prime Minister. Besides disbursement, the implemented capital is also higher than the same period last year.
In the coming time, in order to complete the set target (disbursement of 100% of public investment capital), the Ministry of Finance will promote solutions such as decentralization, delegation of authority, clear division of responsibilities and functions, and simplification of procedures, especially in the stages of appraisal, approval, payment and settlement; ensuring timely adjustment of planning, capital adjustment and capital allocation to meet project needs, identifying projects with high disbursement potential and projects with no disbursement potential to promote the fastest capital disbursement.
