Tighten inspection at all stages of high school graduation exam

On May 27, in Hanoi, the Ministry of Education and Training held a training conference on inspection and examination of the 2025 high school graduation exam.

This year's graduation exam is of great significance as it is the first time the exam is held according to the 2018 GeneralEducation Program, while continuing to hold exams for candidates according to the 2006 General Education Program. Organizing exams in parallel with two programs requires careful and unified preparation to implement the exam synchronously and effectively.

According to Huynh Van Chuong, Director of the Department of Quality Management ( Ministry of Education and Training ), there are more than 1.17 million candidates registered for the 2025 high school graduation exam. Of which, although there are only about 25,000 candidates taking the exam according to the 2006 General Education Program, this number is in all 63 provinces and cities. Therefore, all localities must organize separate exam sites for this group of candidates. That requires the exam councils to be especially careful to avoid confusion during the exam organization process.

Noting some differences in the organization of the high school graduation exam for candidates studying under the 2006 General Education Program and the 2018 General Education Program, Mr. Chuong said: Regarding the number of multiple-choice test papers that need to be packed in each bag, for the test papers for candidates studying under the 2006 General Education Program, each bag needs to print 24 test codes. Meanwhile, for the test papers for candidates taking the 2018 General Education Program, the number of test papers printed corresponds to the number of candidates in each exam room. For example, if a room has 10 candidates taking the Physics exam, then print from test codes 1 to 10.

Notably, in previous years, the exam was printed on A4 paper, so each exam usually had 4 to 5 pages, causing difficulties in printing and the risk of missing pages. Therefore, switching the 2025 high school graduation exam to A3 paper (printed on both sides) will make printing easier and reduce technical problems during the exam.

In addition, candidates taking the 2006 General Education Program who only take the second subject in the optional/combined test must be present 10 minutes before the exam time; candidates taking the 2018 General Education Program must be present from the beginning of the exam and wait in the waiting room.

The break time between two subjects in the optional/combined exam for candidates under the 2006 General Education Program is 10 minutes, while for candidates taking the exam under the 2018 General Education Program it is 15 minutes.

For the Geography subject, candidates taking the 2006 General Education Program are allowed to use Atlases in the exam room according to regulations. Meanwhile, candidates taking the 2018 General Education Program are not allowed to bring Atlases into the exam room.

The above differences require that inspection and examination work must be closely implemented to promptly detect and handle arising situations. Deputy Minister of Education and Training Pham Ngoc Thuong said: Inspection and examination work is extremely important, the main goal is proactive prevention. In particular, inspections must be carried out before, during and after the exam.

The focus of inspection work is post-inspection, inspection of unusual issues, inspection when necessary, when there is public feedback or when the competent authority sees a problem. It is especially necessary to anticipate and carefully and thoroughly review all situations that may arise. Just a small mistake by the exam supervisor or a deliberate violation by a candidate can seriously affect the entire exam organization that has been carefully prepared by the education sector.

Mr. Thuong noted that all stages need to be prepared and implemented carefully and thoughtfully, with a careful assessment of the situation, and not to be passive. There is no need to create unnecessary tension, but it is imperative to fully anticipate possible scenarios and content. At the same time, special attention should be paid to the motto of "4 rights" and "3 no's" that have been thoroughly implemented since the previous exam.

The “4 rights” are: Following the regulations and instructions for the exam; following the correct and complete procedures; following the correct positions, responsibilities and tasks assigned; following the right time to promptly handle unusual situations and incidents. The “3 nos” are: Not being negligent or subjective; not being overly stressed or pressured; not arbitrarily handling unusual situations and incidents. In addition, it is necessary to enhance the sense of responsibility and professional qualifications of the staff involved in organizing the exam; and to enhance the self-awareness and compliance with the regulations of the candidates.

Ensuring security and safety for the exam is always a top priority. The Ministry of Education and Training has proactively coordinated with the professional departments of the Ministry of Public Security to provide training on these contents, especially high-tech, using artificial intelligence (AI) to cheat, with the motto of taking prevention as the main focus. "Places where cheating is likely to occur, exam rooms are all thoroughly checked and inspected to ensure maximum safety," Mr. Thuong emphasized.
