Every year, the Department of Foreign Affairs advises the Provincial Party Committee to participate in the mechanism of "Early Spring Meeting between the Provincial Party Secretaries of the provinces: Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Party Secretary of the Guangxi Zhuang Autonomous Region (China).The Department of Foreign Affairs has chaired the consultation , promulgation and implementation of many important documents such as : Action Program to implement the Resolution of the 13th National Party Congress on foreign affairs , the annual foreign affairs plan of the province , the Project to strengthen international cooperation to serve sustainable development of border areas ... Diplomatic activities are carried out in accordance with the orientation of " mainly dynamic, sacred active, effect fruit", Ensure that Party foreign affairs , government diplomacy and people - to - people diplomacy are implemented synchronously , contributing to maintaining a peaceful and stable environment for development .
In the period of 2020 - 2025, the Department advised the Provincial Party Committee, People's Council, and Provincial People's Committee to organize 120 delegations, receive and work with about 190 delegations; advised the province to sign 69 international documents and agreements with localities, partners and foreign enterprises. Thereby, contributing to promoting cooperative relations with localities of other countries, with foreign organizations, attracting many investment resources for socio -economic development. Focus on promoting the cooperative relationship between Cao Bang province (Vietnam ) and Guangxi Zhuang Autonomous Region ( China) to consolidate and strengthen in a comprehensive, effective and practical direction, while continuing to expand cooperative relations with other provinces and cities of China .
Economic diplomacy is identified as the focus. Every year, the province has been advised to develop an investment promotion program, ensuring the attraction of domestic and foreign investment capital into the province in accordance with the socio-economic development orientation of the province. At the same time, promoting
promoting, calling for investment, successfully organizing the Cao Bang Introduction Conference in 2022; the 8th International Conference of the UNESCO Global Geopark Network in the Asia-Pacific region... Thereby, attracting many strategic investors to register to invest in many large projects, during the whole period, the whole province implemented 09 projects using ODA capital, foreign preferential loans with a total capital of 1,576 billion 566 million VND, completing 07 projects with a capital of 1,451 billion 355 million VND.
Activities to attract non-governmental aid have been promoted, through foreign channels, many foreign non-governmental (NGO) projects have been implemented, focusing on the fields of poverty reduction, health, education, sustainable rural development and digital transformation... From 2020 to now, the Department of Foreign Affairs has mobilized and attracted over 40 foreign non-governmental organizations and donors with a total aid value of 52 million USD. The results of implementing foreign non-governmental projects have made practical contributions to improving living standards and livelihoods for people in project areas towards sustainable development in the locality.

Border economic diplomacy activities have been strengthened, especially at Ta Lung and Tra Linh international border gates, contributing to increasing import-export turnover and developing the provincial border gate economic zone. Budget revenue from border gate economic activities in this period continued to maintain a high growth momentum with revenue reaching nearly 6,900 billion VND, an increase of 249% compared to the period 2016 - 2020, contributing about 46% of the total state budget revenue in the province. Border gate economy has created an important shift in the labor structure, from agriculture to trade and services; creating stable jobs for thousands of local workers. The work of opening and upgrading border gates and openings to serve socio-economic development, border gate economy, trade, tourism... has always been focused on and implemented in accordance with the prescribed order and according to the set plan. In the period of 2020 - 2025, the Department of Foreign Affairs has presided over and coordinated with relevant units to advise the Provincial People's Committee to complete procedures and announce the upgrading of Tra Linh ( Vietnam) - Long Bang (China ) border gate to an international border gate, including the Na Doong ( Vietnam) - Na Ray ( China) customs clearance; announced the upgrading of Ta Lung (Vietnam ) - Thuy Khau (China ) border gate to an international border gate, including the Ta Lung II - Thuy Khau bridge customs clearance; Ceremony to announce the opening of the bilateral border gate Ly Van (Vietnam ) - Thac Long (China ), thereby contributing to effectively promoting international cooperation, developing border gate economy, and developing tourism between the two sides. The implementation of three legal documents on the Vietnam - China land border has been focused on, contributing to maintaining stability of the border line and landmarks, creating favorable conditions for socio-economic development in the border areas of the two sides and building a border of peace, friendship, cooperation and development.
The highlight of this period is the concretization of the contents in the implementation of the Agreement on cooperation in protecting and exploiting tourism resources of Ban Gioc Waterfall (Vietnam ) - Detian (China ). In the role of the standing agency of the Provincial Coordination Committee (from 2016 to November 2024), the Department has coordinated with the Provincial People's Committee to successfully organize the Pilot Operation Ceremony (September 15, 2023) and the Official Operation Ceremony of the Ban Gioc Waterfall Landscape Area ( Vietnam) - Detian (China ) (October 15, 2024), thereby not only contributing to promoting cooperation in tourism development, but also affirming the good cooperative relationship between the two sides in maintaining peace, security and political stability in the border area.
Identifying cultural diplomacy as soft power in the overall strength of diplomacy, the province therefore advocates promoting and taking advantage of opportunities to enhance cultural exchanges with localities of other countries, especially with China through diverse and rich activities such as: Cultural exchange on the occasion of the Spring Festival between border districts (formerly) of Cao Bang province (Vietnam ) and Guangxi Zhuang Autonomous Region ( China)... The Department of Foreign Affairs closely coordinates with the Provincial Union of Friendship Organizations, the Vietnam - China Friendship Association to promote the organization of friendship twinning of residential clusters on both sides of the border. With the solid foundation achieved in the period 2020 - 2025, entering the new period 2026 - 2030, the Department of Foreign Affairs of Cao Bang province continues to thoroughly grasp and effectively implement the Party's foreign policy and the State's foreign policy; proactively, flexibly and creatively in advising, operating, ensuring foreign affairs work practically serving socio-economic development, international integration and maintaining border stability , contributing to building Cao Bang to develop rapidly and sustainably . In which , focusing on the following tasks:
Firstly, strengthen strategic advisory work, build and effectively implement foreign affairs programs, plans and projects suitable to the new situation and development orientation of the province.
Second, promote economic diplomacy on the basis of closely following the three key programs of the Resolution of the 20th Congress of the Cao Bang Provincial Party Committee: sustainable tourism development; forest protection and exploitation; border economic development and three breakthrough contents: improving the quality of cadres and human resources; developing transport - urban - environmental infrastructure ; promoting science and technology , innovation , digital transformation . Closely linking foreign affairs with attracting investment, trade, tourism, developing border economic zones and digital transformation; proactively connecting and expanding cooperation with international organizations, foreign enterprises and Chinese provinces and cities.
Third, promote local-local cooperation, enhance people-to-people exchanges, expand friendly cooperation, maintain stability, comprehensively develop border areas, and contribute to building a peaceful, friendly, cooperative border for mutual development.
