The movement aims to encourage the spirit of emulation, initiative and creativity of the departments and units under the Department in implementing the 90-day Campaign to build, complete, enrich and clean the national database on land according to Plan No. 088/KH-UBND dated September 10, 2025. This is an important activity, contributing to improving data quality, effectively serving the state management of land, reforming administrative procedures and providing public services to people and businesses in the digital environment.

The emulation movement also aims to build a "correct - sufficient - clean - alive" land database system, ensuring that information is updated, authenticated and interconnected between levels and sectors, practically serving the planning, resource management, socio- economic development and digital transformation in the land sector. According to the Plan, the Department of Agriculture and Environment launched 4 key contents including: Competition to complete and clean up the existing land database; Competition to build a database of residential land and housing in areas without data; Competition to synchronize, connect and share unified and common land data; Competition in system management, operation and provision of online public services.
Collectives and individuals participating in the movement are evaluated based on the quality, progress, creativity and effectiveness of digital technology application during the implementation process. Units with outstanding achievements, initiatives or outstanding solutions will be proposed for awards with Certificates of Merit from the Minister of Agriculture and Environment , Chairman of the Provincial People's Committee or Certificates of Merit from the Department Director. The emulation movement will be implemented from September 1, 2025 to November 30, 2025.
The Department of Agriculture and Environment calls on all civil servants, public employees and workers in the sector to promote the spirit of responsibility, solidarity, initiative, creativity, and emulation to excellently complete their tasks, contributing to building a complete, accurate and modern national database on land in Ca Mau province - as a foundation for digital transformation in the natural resources, agriculture and environment sectors in the new period./.
