At noon on April 8, we arrived at Vinh Niem Industrial Park (IC) in Vinh Niem Ward, Le Chan District, Hai Phong City. In contrast to the bustling scene often seen in other areas and ICs during rush hour, this place was quite quiet.
Ms. T., the owner of a coffee shop in Vinh Niem Industrial Park, said that recently, many factories have been used or rented out by businesses as warehouses. Therefore, the number of workers is much less than before.
“On average, only about 20 customers visit my shop every day, mostly drivers waiting to pick up or deliver goods. At this rate, I will soon have to close the shop and find another job,” Ms. T. lamented.

For a long time, Vinh Niem CNN has been a “thorn” in the side of local people due to environmental pollution. In 2018, local people repeatedly reported that some businesses in Vinh Niem Industrial Park discharged wastewater causing environmental pollution, illegally dumping waste... After that, local authorities and functional agencies took drastic measures, and the matter was resolved.
Faced with the potential risk of environmental pollution, especially factories and enterprises located in densely populated residential areas, local residents expressed their wish that Hai Phong City would soon relocate the entire Vinh Niem CNN to reserve land for residential use, parks, and car parking lots.
In the industrial park development plan for the 2021 - 2030 period in the Hai Phong City Planning for the 2021 - 2030 period, with a vision to 2050, approved by the Prime Minister , Vinh Niem Industrial Park and many industrial parks in residential areas in the inner city were excluded from the planning.
People in Vinh Niem ward in particular, and Le Chan district in general, expressed their concern, when will Hai Phong City relocate Vinh Niem Industrial Park?
Talking to Nguoi Dua Tin about this issue, a representative of the Economic Department of Le Chan District, Hai Phong City informed that, implementing the direction of the District People's Committee, the unit coordinated with the Inter-sectoral Working Group of the City People's Committee chaired by the Department of Industry and Trade to conduct a survey of the current situation to serve the Plan to relocate industrial production facilities and small-scale warehouses to concentrated industrial parks and clusters.
Survey results at Vinh Niem Industrial Park show that there are currently a total of 38 enterprises on an area of over 11 hectares. Of these, 2 enterprises have temporarily suspended operations, and 14 enterprises have rented land from other enterprises at the Industrial Park to build warehouses and production workshops.
Many enterprises in Vinh Niem Industrial Cluster in Vinh Niem Ward, Le Chan District, Hai Phong City, have converted their factories into warehouses or rented them out to other enterprises as warehouses.
According to information from the Hai Phong Department of Industry and Trade, in addition to surveying the current situation, members of the Working Group also assessed industrial production facilities and small-scale warehouses that are not in accordance with urban construction planning and land use planning approved by competent authorities and must be relocated to the City's concentrated industrial zones and clusters according to 8 priority criteria.
In which, the order is the facility causing environmental pollution but not having remedial measures within the time limit of the competent state agency; Violating regulations on land use purposes; Violating regulations on environmental safety distance; Having land lease term, operating term before December 31, 2025...
On this basis, Hai Phong Department of Industry and Trade will develop a specific relocation plan for each facility, including facilities in Vinh Niem Industrial Park, and submit it to the City People's Committee for approval.
The relocation period is expected to start after 2025 until the end of 2030 according to the industrial park development plan for the period 2021 - 2030 in the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister.
According to the Hai Phong City Industrial Zone Development Plan for the period 2021 - 2030, the locality will have 30 industrial zones, none of which are located in the current districts. Meanwhile, Tien Lang district will have 7 industrial zones, Vinh Bao district will have 5 industrial zones, An Lao district will have 9 industrial zones, Thuy Nguyen district will have 4 industrial zones, An Duong district will have 2 industrial zones, Kien Thuy district will have 2 industrial zones and Cat Hai island district will have 1 industrial zone.
