New momentum brings Bac Ninh towards becoming a centrally-run city

Aspiration to rise from a foundation of impressive growth.

At a recent investment promotion conference in Bac Ninh, Deputy Prime Minister Nguyen Hoa Binh suggested that immediately after putting Gia Binh airport into operation and bringing industrial projects into activity, Bac Ninh province should initiate the registration process to become the first locality to become a centrally-governed city between now and 2030.

The Deputy Prime Minister affirmed that, after the merger, Bac Ninh province has the fifth-largest economic potential in the country, but with many prospects, infrastructure, and advantages, this position will not stop there but continue to improve. In fact, before the merger, both Bac Ninh and Bac Giang provinces had very impressive growth rates and high rankings nationwide. The new Bac Ninh province has achieved a growth rate of over 10%, while the national target is 8%, realizing the growth target. Bac Ninh's FDI attraction is also leading the nation. This is something the Government highly appreciates, reflecting the efforts of the Bac Ninh authorities.

"I believe that with the strategic vision, innovative spirit, and aspiration for progress of the Party Committee, government, and people of Bac Ninh, with the support and determination of the Government, and the resilience of the business community, we will together write a new success story. Bac Ninh will become a high-tech industrial center, innovation hub, and smart city for the whole country and the region, aiming to become a centrally-governed city in the near future," the Deputy Prime Minister emphasized.

Chairman of the Bac Ninh Provincial People's Committee, Vuong Quoc Tuan, stated that the First Congress of the Bac Ninh Provincial People's Committee Party Committee for the 2025-2030 term clearly defined the strategic goal: "To build Bac Ninh into a centrally-governed city before 2030." This is not only a political aspiration but also a timely development task requiring a comprehensive transformation in thinking, institutions, and actions.

The Party Committee of the People's Committee of Bac Ninh province has also proposed many breakthrough solutions to develop the "four pillars" of the economy: industry - urbanization - services - agriculture; in which, high-tech industry is the center, and modern urbanization is the foundation. Training high-quality human resources is linked to comprehensive digital transformation. Developing strategic infrastructure with many projects, including the iconic Gia Binh International Airport – a strategic boost for Bac Ninh to become a center for logistics, high-tech industry, trade, tourism, and innovation in the Capital region and the whole country.

"Building the Party in conjunction with building a modern, honest, innovative, proactive, and service-oriented government is the foundation for the Party Committee of the Provincial People's Committee to lead and direct the successful achievement of the goal of making Bac Ninh a centrally-governed city before 2030," Mr. Vuong Quoc Tuan emphasized.

Strengthening the political system and accelerating urbanization.

Along with economic growth, Bac Ninh province has identified the key task of consolidating the political system and building a streamlined, effective, and efficient administrative system to meet development requirements. The Chairman of the Bac Ninh Provincial People's Committee has assigned the Department of Construction, in coordination with the Department of Interior Affairs, to review the criteria for becoming a centrally-governed city, based on feedback from central ministries and agencies.

As of August 28, 2025, 100% of commune and ward Party committees in the province have completed their congresses as planned, with many localities aiming to meet the criteria to become civilized and modern urban areas. This demonstrates high political determination and the unity of the entire system, while also creating an important foundation for each locality to concretize the goal of becoming a ward before 2030, contributing to Bac Ninh's rapid progress on the path to becoming a centrally-governed city.

Within that overall picture, Kinh Bac ward stands out as a shining example of innovative, flexible, and decisive approaches. Identifying its key tasks for 2025 as developing trade and services and improving the quality of life for its people, the ward simultaneously focuses on the comprehensive development of culture, society, education, and healthcare.

In particular, Kinh Bac ward has promoted the application of science and technology and digital transformation in urban management, thereby upgrading transportation infrastructure, drainage systems, urban beautification, and land clearance for new urban areas. Thanks to this decisive approach, the ward's revenue collection has exceeded the provincial target, per capita income has reached 85 million VND/year, more than 90% of streets have been recognized as "Civilized Urban Streets," and the material and spiritual lives of the people have continuously improved.

Secretary of the Kinh Bac Ward Party Committee, Ta Dang Doan, emphasized: “The Party Committee clearly recognizes that if the Party's leadership role is not strengthened, all development policies will be difficult to implement in practice. Therefore, all plans and administrative directives are closely integrated with Party building work, from selecting cadres and conducting inspections and supervision to innovating leadership styles that are closer to and more respectful of the people.”

With a strong spirit of innovation, pioneering spirit, and the consensus of the people, Kinh Bac quickly stabilized after the merger, becoming a model in building a strong political system linked to socio-economic development.

Not only Kinh Bac, but many other localities are also accelerating urbanization. With the theme of the 2025-2030 Party Congress being "Promoting revolutionary traditions, the strength of national unity, building a strong, streamlined, effective and efficient Party and political system; transforming Tay Yen Tu commune into a ward in the direction of a green urban area, with comprehensive and sustainable development," the Tay Yen Tu Commune Party Committee is focusing on 5 key tasks, 3 breakthroughs, and many specific solutions. The locality aims for an average growth rate of production value of over 12% during the 2026-2030 period, an average income of over 64 million VND/person in 2030, and the basic elimination of poverty by the end of 2027.

Tam Da commune is also undergoing a strong transformation with a comprehensive and sustainable development orientation. The focus is on promoting innovation, building a proactive administration, and providing excellent service to citizens and businesses. Its advantageous location along the Cau River allows Tam Da to develop a diverse cultural space and attract investment in eco-tourism and new urban areas. The goal is for Tam Da to become a civilized, prosperous, and beautiful ward by 2030, meeting all urban criteria.

Dai Lai Commune, strategically located next to the planned Gia Binh International Airport and adjacent to the Gia Binh Industrial Zone, aims to become a suburban area near the airport. Dai Lai focuses on developing industrial, handicraft, and commercial-service economies, while leveraging land and labor resources to accelerate urbanization. The local government prioritizes supporting businesses, developing the private sector, and providing vocational training for people whose land has been expropriated, gradually building a diversified and sustainable economy.

In Tam Son ward, the aspiration to build a green and smart city is clearly demonstrated in the goal of developing commerce, ecotourism, and culture along the Ngu Huyen Khe river, while simultaneously connecting infrastructure with Hanoi and other cities in the province.

It is clear that political determination and the people's consensus are all directed towards a common goal: consolidating a strong political system, accelerating urbanization, and contributing to the realization of the aspiration to build Bac Ninh into a centrally-governed city before 2030.
