New momentum brings Bac Ninh towards becoming a centrally-governed city

Aspiration to rise from impressive growth platform

At a recent conference to promote investment in Bac Ninh, Deputy Prime Minister Nguyen Hoa Binh requested that Bac Ninh province, immediately after putting Gia Binh airport into operation and industrial projects into operation, should start the registration process to become the first locality to become a centrally-governed city from now until 2030.

The Deputy Prime Minister affirmed that after the merger, Bac Ninh province has the 5th largest economic potential in the country, but with many prospects, infrastructure, potentials and advantages, this position will not stop but continue to improve. In fact, before the merger, Bac Ninh and Bac Giang provinces both had very impressive growth rates, ranking high in the country. The new Bac Ninh province has achieved a growth rate of more than 10%, while the national target is 8%, realizing the growth target. Bac Ninh's FDI attraction is also leading the country. This is something the Government highly appreciates the efforts of the Bac Ninh government.

"I believe that with the strategic vision, spirit of innovation, creativity, and aspiration to rise of the Party Committee, government, and people of Bac Ninh, with the support and determination of the Government, and the mettle of the business community, we will together write a new success story. Bac Ninh will become a center of high-tech industry, innovation, and smart urban areas of the country and the region, aiming to become a centrally-run city in the near future," the Deputy Prime Minister emphasized.

Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan said that the 1st Congress of the Party Committee of the People's Committee of Bac Ninh province for the 2025-2030 term clearly defined the strategic goal: "Building Bac Ninh into a centrally-run city before 2030". This is not only a political expectation but also an opportunistic development task, requiring a comprehensive transformation in thinking, institutions and actions.

The Party Committee of the People's Committee of Bac Ninh province also proposed many breakthrough solutions to develop the "four pillars" of the economy: Industry - urban - service - agriculture; in which, high-tech industry is the center, modern urban areas are the foundation. Training high-quality human resources associated with comprehensive digital transformation. Developing strategic infrastructure with many projects, including the iconic project of Gia Binh International Airport - a strategic push for Bac Ninh to become a center of logistics, high-tech industry, trade, tourism and innovation in the capital region and the whole country.

"Party building associated with building a modern, honest, creative, active, and serving government is the foundation for the Provincial Party Committee to lead and direct the successful completion of the goal of turning Bac Ninh into a centrally-run city before 2030," Mr. Vuong Quoc Tuan emphasized.

Strengthening the political system, accelerating urbanization

Along with economic growth, Bac Ninh has identified the key task of perfecting the political system, building a streamlined, effective and efficient administration to meet development requirements. The Chairman of the Bac Ninh Provincial People's Committee has assigned the Department of Construction to coordinate with the Department of Home Affairs to review the criteria to become a centrally-run city, based on the opinions of central ministries and branches.

As of August 28, 2025, 100% of the Party Committees of communes and wards in the province have completed their congresses as planned, and many localities have set a goal of meeting the criteria to become civilized and modern urban areas. This shows high political determination and consensus of the entire system, while creating an important foundation for each locality to realize the goal of becoming a ward before 2030, contributing to bringing Bac Ninh quickly on the path to becoming a centrally-run city.

In that general picture, Kinh Bac ward stands out as a bright spot in terms of creative, flexible and decisive ways of doing things. Determining the key tasks in 2025 as developing trade, services and improving the quality of people's lives, the ward also focuses on comprehensive development of the fields of culture, society, education and health.

In particular, Kinh Bac promotes the application of science and technology and digital transformation in urban management, thereby upgrading traffic infrastructure, drainage systems, urban beautification and site clearance for new urban areas. Thanks to drastic measures, the ward's budget revenue has exceeded the target assigned by the province, the average income per capita reached 85 million VND/year, more than 90% of streets were recognized as "Urban Civilized Streets", and the material and spiritual life of the people has continuously improved.

Kinh Bac Ward Party Secretary Ta Dang Doan emphasized: “The Party Committee clearly identifies that if the Party’s leadership role is not consolidated, all development policies will be difficult to put into practice. Therefore, all plans and administrative directives are closely integrated with Party building work, from selecting cadres, inspecting and supervising to innovating leadership styles that are close to and respect the people.”

With a strong spirit of innovation, pioneering and consensus of the people, Kinh Bac quickly stabilized after the merger, becoming a model in building a strong political system associated with socio-economic development.

Not only Kinh Bac, many other localities are also accelerating urbanization. With the theme of the congress for the 2025-2030 term being "Promoting revolutionary traditions, the strength of great national unity, building a strong, streamlined Party and political system, operating effectively and efficiently; soon turning Tay Yen Tu commune into a ward in the direction of a green urban area, developing comprehensively and sustainably", the Tay Yen Tu commune Party Committee focuses on 5 key tasks, 3 breakthroughs and many specific solutions. The locality sets a target of an average production value growth rate of over 12% in the 2026-2030 period, an average income of over 64 million VND/person in 2030, and basically no poor households by the end of 2027.

Tam Da Commune is also transforming strongly with a comprehensive and sustainable development orientation. The focus is on promoting innovation, building a creative administration, and serving people and businesses well. The advantage of being located along the Cau River helps Tam Da develop a diverse cultural space, attracting investment in eco-tourism and new urban areas. The goal is that by 2030, Tam Da will become a civilized, prosperous and beautiful ward, meeting all urban criteria.

Dai Lai Commune, with the advantage of being located next to the Gia Binh International Airport planning area and adjacent to Gia Binh Industrial Park, also aims to become an urban area adjacent to the airport. Dai Lai focuses on developing industrial economy, small-scale industry, trade - services, while taking advantage of land and labor resources to promote urbanization. The locality focuses on supporting businesses, developing the private economy, paying attention to career transition for people whose land has been recovered, gradually building a diverse and sustainable economy.

In Tam Son ward, the aspiration to build a green, smart urban area is clearly shown in the goal of developing trade, eco-tourism, and culture along Ngu Huyen Khe river, while connecting infrastructure with Hanoi and urban areas in the province.

It can be seen that the political determination and consensus of the people are all aimed at a common goal: Consolidating a strong political system, accelerating urbanization, contributing to realizing the aspiration of building Bac Ninh into a centrally-run city before 2030.
