On December 27, the Investigation Police Agency of Ba Don Town Police, Quang Binh Province, announced that it had just issued a decision to prosecute a criminal case, prosecute the accused, and issue an arrest warrant for Tran Anh Cuong (born in 1984; residing in Quang Tho Ward, Ba Don Town) for the act of "Violating regulations on road traffic participation".
Previously, on the evening of December 22, Tran Anh Cuong was driving a car on Hung Vuong Street in Ba Don Ward, Ba Don Town.

While driving, Cuong did not have a driver's license, drove on the wrong side of the road, was inattentive, and did not control his speed, leading to a traffic collision with a motorbike driven by Ms. Pham Thi Oanh Hoa (born 2005, residing in Quang Phong ward, Ba Don town) carrying Mr. Nguyen Tuan Vu (born 2008; residing in Quang Phong ward).
The consequences caused Ms. Pham Thi Oanh Hoa to die on the spot; Mr. Nguyen Tuan Vu was injured. Both vehicles were severely damaged.
