The Politburo requested to temporarily stop recruiting, appointing, and introducing candidates for leadership and management positions from March 7 until the project to abolish the district level, merge some provinces, and reorganize the commune level is completed.

Accordingly, at the meeting on March 7, after listening to the Central Organizing Committee report on the policy of temporarily suspending recruitment, appointment, and introduction of candidates for leadership and management positions of agencies and units due to organizational restructuring, the Politburo requested to continue to effectively implement Conclusion No. 121-KL/TW dated January 24, 2025 of the Party Central Committee; Conclusion No. 126-KL/TW dated February 14, 2025 and Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and Secretariat of the 13th tenure on implementing research and proposing to continue restructuring the organizational structure of the political system.

Specifically, from March 7, 2025 until the completion of the project implementation, there will be no organization of district-level administrative units and the merger and consolidation of a number of provincial-level administrative units, and the reorganization of commune-level administrative units; the arrangement and streamlining of Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State; and the unification of the policy:

For the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and the State at the Central level: Temporarily stop recruiting, planning, mobilizing, transferring, appointing, and recommending candidates for leadership and management positions in these organizations and their affiliated agencies and units.

For provincial level: Temporarily suspend recruitment, planning, mobilization, rotation, appointment, and approve the policy of perfecting the positions of deputy secretary, chairman of the People's Council, chairman of the People's Committee, vice chairman of the People's Council, vice chairman of the People's Committee of the province and city; perfecting and supplementing the Party Committee, standing committee of the Party Committee for the 2020 - 2025 term and leaders at the head and deputy head levels of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State.

For district and commune levels: Temporarily suspend recruitment, planning, mobilization, rotation, appointment, nomination of candidates for leadership and management positions and completion and addition of Party committees, standing committees of Party committees, secretaries and deputy secretaries at district and commune levels.

The Politburo also concluded that in special cases, it is really necessary to improve and supplement a number of positions as follows:

For the positions of deputy secretary, chairman of the people's council, chairman of the people's committee, vice chairman of the people's committee of a province or city; for the completion and addition of members of the standing committee of the provincial party committee, leaders of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and the State at the Central level, the Party committees and organizations shall report to the Politburo and the Secretariat for consideration of each case to approve the implementation of the process of completion and addition of personnel.

The Standing Committee of the provincial Party Committee shall report to and seek the opinion of the Central Organizing Committee before carrying out the process of perfecting and supplementing personnel according to regulations for the positions of Secretary, Deputy Secretary, Chairman of the People's Council, Chairman and Vice Chairman of the People's Committee at the district level.

The positions of secretary, chairman of the people's council, and chairman of the people's committee at the commune level shall be carefully, cautiously, and comprehensively considered by the standing committee of the provincial party committee before deciding, and shall be responsible to the Politburo for its decisions.

The consolidation and supplementation of leadership and management positions according to the policies of the Politburo and the Secretariat will continue to be implemented according to regulations. For other cases, if the personnel process has been carried out and a written request has been sent to the competent authority (at the central level, the Central Organizing Committee) before March 7, 2025, it will be considered according to regulations.

For leadership and command positions of the army, police, people's court, and people's procuracy at the local level: Assign the Standing Committees of the Central Military Commission, the Central Public Security Party Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee to base on the Politburo's policy to lead, direct, concretize, and organize implementation to ensure unity and suitability with the situation and practical requirements of the unit.

The Politburo assigned the Central Organizing Committee to: Monitor the implementation in agencies, units and localities; promptly report to the Politburo and the Secretariat for consideration and direction in case of arising problems. After the Party Central Committee, the Politburo, the Secretariat and the competent authority decide on a specific arrangement plan for the organization of the political system, they shall proactively advise and propose to the Politburo to continue directing related contents regarding personnel work according to regulations.

During the implementation process, if any problems arise, the Party committees, agencies, units and localities must promptly report to the Politburo and the Secretariat (through the Central Organizing Committee).
