[Video] Increasing decentralization and delegation of power in the fields of agriculture and environment

On the morning of November 4, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly listened to the Presentation and Report on the examination of the draft Law amending and supplementing a number of articles of laws in the fields of agriculture and environment.

According to Minister of Agriculture and Environment Tran Duc Thang, the draft Law consists of 17 articles, amending and supplementing a number of articles of 15 laws, aiming to decentralize and clearly decentralize, simplify administrative procedures, reduce investment and business conditions and handle 20 "bottlenecks" in management practices. The draft Law consists of 3 major policy groups, including the demarcation of 53 powers between the two-level authorities, the reduction of 75 articles in 11 laws related to production and business activities, and the abolition of 26 investment and business conditions.

The Committee on Science , Technology and Environment basically agreed and proposed to carefully review regulations on forests, rice fields, reservoir operations, waste management and veterinary drugs, ensuring they are suitable for practice and feasible when the law takes effect from January 1, 2026.
