Tam Duong determined to effectively implement breakthroughs in site clearance

Tam Duong commune was established on the basis of merging 4 communes and towns: Dao Tu, Huong Dao, Kim Long and Hop Hoa with a total natural area of ​​over 44km2 and nearly 48,000 people. At the 1st Party Congress of the commune, term 2025-2023, 5 key tasks and 2 breakthroughs were set out. Accordingly, compensation and site clearance (GPMB) work plays an important role in implementing projects serving the local economic and social development.

SHI IP Tam Duong Industrial Park has a scale of 162.33 hectares, contributing to creating jobs for workers and promoting local economic growth.

Tam Duong commune is planned to have 3 industrial parks and 1 industrial cluster, with a total area of ​​over 494 hectares. Along with that, there are many key traffic routes running through the area: Noi Bai - Lao Cai Expressway; National Highway 2C; Provincial Road 310... With these advantages, Tam Duong commune is forecasted to be a locality with a rapid growth rate in the coming time.

Implementing the two-level local government model, after the district-level government ended its operations, the Commune People's Committee received and implemented compensation and site clearance work for projects according to Plan No. 21, dated January 20, 2025 of the People's Committee of Tam Duong district (old). Up to now, there are a total of 21 projects in the commune, with the site clearance area in 2025 being 63.82 hectares. In the commune, there are 2 projects undergoing site clearance, namely: Tam Duong Industrial Park I Project, Area 2, up to now, land has been recovered with an area of ​​113.61 hectares/162.33 hectares, 963 households. The total approved and paid site clearance cost is nearly 345 billion VND. The Land Use Rights Auction and Residential Land Allocation Project in Hop Hoa town and Huong Dao commune (old) has a total area of ​​2.89 hectares; 2.59 hectares have been compensated and site cleared; There is still 0.3 ha of land that has not been recovered. The project has built infrastructure for the recovered area.

Promoting the results achieved in compensation and site clearance work in the past for a number of projects serving socio-economic development in the area, after the merger, the Party Committee and the People's Committee of the commune have issued many directive documents and resolutely implemented the site clearance work. The Standing Committee of the Party Committee of the commune has issued a decision to establish a steering committee for compensation and site clearance to implement projects in the commune; assigning tasks to members of the steering committee, attaching responsibilities to specific tasks. The People's Committee of the commune is assigned to develop a compensation and site clearance plan for key projects, and at the same time, preside over working with investors to remove obstacles and completely resolve existing problems.

Departments, branches, and grassroots organizations have closely coordinated with Party cells and residential villages to actively propagate and mobilize people to comply with the State's land acquisition policy to serve the development of the local economy, society, and industrial infrastructure. Information work on projects, compensation policies, site clearance, etc. has been strengthened: Organizing meetings with people, direct dialogue; propagating through the radio system, using social networks. Thereby, the majority of people comply with policies when the State acquires land.

Enterprises in Tam Duong commune have created jobs and stable income for local workers.

The specialized unit in charge of site clearance work has coordinated with the Commune People's Committee to deploy procedures, develop specific plans for each project, and promptly report difficulties and problems to the Party Committee and Commune People's Committee for direction and resolution. Proactively coordinate with project investors to focus on resolving difficulties to speed up progress and ensure payment in accordance with the policies currently applied in the area.

The implementation process ensures the principles of publicity and transparency in compensation, support and resettlement plans. People's legitimate petitions and complaints are received and resolved promptly through regular citizen receptions, responses to petitions and letters, and direct responses at working sessions. On that basis, consensus is created among the masses whose land is recovered.

However, the compensation and site clearance process for projects in Tam Duong commune still faces many difficulties and shortcomings in: land valuation; problems related to land origin. In many cases, documents are unclear about land type, land origin, land plot boundaries... making it very difficult to prepare compensation plans, taking a lot of time to verify each specific case.

Land records management in communes in the past still had many limitations. Some places had not updated or managed land sales and transfers. The work of granting land use right certificates from previous years still had many errors, many violations led to great difficulties in land use rights certification and compensation for site clearance.

The legal boundaries of land plots according to the reclamation map are not accurate, especially for road expansion projects. The awareness and consciousness of a part of the people in implementing the land reclamation policy and compensation policy for site clearance are not high, they deliberately do not comply with the land reclamation, do not agree to inventory, demand compensation and support outside of state regulations.

With the determination to effectively implement the breakthrough in site clearance, in the coming time, the Party Committee and People's Committee of Tam Duong commune will continue to direct the strengthening of inspection and review of land management records to promptly adjust existing problems and limitations in management work; promptly detect and proactively handle land violations.

Strengthening propaganda and mobilizing people to understand and comply with the State's policies and guidelines on compensation and site clearance with the participation of the entire political system. Proposing to relevant levels and branches to focus on promptly resolving issues related to determining specific land prices, adjusting and supplementing land price lists for locations and areas that are not suitable to reality. Organizing training and fostering to improve the capacity and qualifications of the staff working on compensation and site clearance in the commune...
