Training human resources capable of working globally

In Da Nang, by the end of 2023, the whole city has more than 52 thousand people working in the information technology sector, accounting for about 8.7% of the total workforce of the whole city (the national average is 3.7%). In the city, there are 2.3 digital technology enterprises / 1000 people (3 times higher than the national average).

Da Nang currently has about 10 microchip design enterprises: Synopsys, Uniquify, Savarti, Renesas, Synapse, FPT semiconductor, Viettel CNC... with about 550 engineers trained from Da Nang University of Technology and other universities in the city. Compared to the overall correlation of microchip and semiconductor human resources in Vietnam, the city's microchip design human resources account for nearly 10%.

According to many experts, developing human resources for the semiconductor industry is a "breakthrough of breakthroughs" in training high-quality human resources, has core significance and plays a decisive role in attracting investment in the semiconductor industry.

Marvell Vietnam General Director Le Quang Dam said that high-quality human resources are the key factor to develop the semiconductor industry not only in Da Nang, in Vietnam but also globally. He also emphasized the need for cooperation between businesses and training institutions to develop highly qualified human resources capable of competing with international businesses.

“A single enterprise cannot meet all the needs for training high-quality human resources. Therefore, cooperation between enterprises and training institutions is extremely necessary. Enterprises, with practical experience and deep understanding of the market, can provide training institutions with updated information on human resource needs, thereby helping to adjust the curriculum accordingly. In addition, enterprises can also support by providing internship opportunities and real working environments for students, helping them to access real projects early, thereby practicing skills and improving capacity,” said Mr. Le Quang Dam.

Sharing the same view, Qorvo Vietnam General Director Trinh Khac Hue acknowledged that Da Nang needs to form a network to train high-quality human resources in semiconductor microchips, focusing on training semiconductor microchip engineers.

“This will be one of the important premises for Da Nang to become Vietnam's new center for semiconductors and artificial intelligence,” said Mr. Trinh Khac Hue.

In recent times, Da Nang has made great efforts and taken many important steps to develop human resources in the semiconductor industry such as: establishing an alliance of universities training in semiconductors combined with artificial intelligence; organizing the first source lecturer training class on microchip design; training class to convert students majoring in a related field to chip design; advising the National Assembly to issue a specific pilot mechanism for Da Nang city to develop human resources in the semiconductor industry.

With relentless efforts and high political determination, the city aims to train and develop at least 5,000 human resources for the semiconductor industry. Of these, there will be at least 2,000 design personnel and 3,000 testing and packaging personnel, meeting the demand for semiconductor human resources at home and abroad by 2030.

Regarding the development of semiconductor human resources, Secretary of the City Party Committee Nguyen Van Quang said: “In the immediate future, Da Nang will train a human resource capable of working globally. This is one of the very big goals, not to train human resources to serve Da Nang or Vietnam but to aim for human resources that meet global job requirements.”

It can be seen that the Party Committee and the city government clearly recognize that the development of human resources in the microchip and semiconductor industry is a field that needs to be prioritized for systematic and long-term research and development. Therefore, the cooperation and initiative of schools and businesses, along with the support and determination of the State, will be the basis for creating a "breakthrough" and a lever for Da Nang to participate deeply in the global production network and supply chain.

Need a systematic, scientific and appropriate training program

With the goal of "training a human resource capable of working globally", Da Nang needs a systematic, scientific and appropriate training program.

Regarding this issue, Chairman of FCC Partners CY Huang said that it is expected that by 2031, Korea will lack up to 56,000 highly qualified engineers, and Japan will lack more than 40,000 engineers. Therefore, it can be seen that not only Vietnam but also many other countries in the world are in great need of high-quality human resources.

“To prepare high-quality human resources in the coming time, countries need to have a comprehensive training strategy. At the same time, it is necessary to coordinate between economic sectors and the government to promote training development,” Mr. CY Huang directed.


According to experts, Da Nang needs a systematic, scientific and appropriate training program.

Adrian Ng Siong Teck, Senior Sales Director of Synopsys for South Asia and Vietnam, also agreed: "The key to having high-quality human resources in this field is to build a training program. Schools need to introduce students to companies to work. This helps students gain more practical experience to accumulate experience."

According to Director of R&D Center, Infineon Company Vu ​​Duy Viet - representing the company operating in the field of assembly, packaging, testing, said that in reality, a new graduate to the stage of being able to work in a unit still has a gap that universities cannot meet. Universities should fill that gap with additional forms of training.

In Da Nang, with their advantages, some training facilities are making efforts in the "race" to build programs and train semiconductor human resources.


The Center for Research and Training in Microchip Design and Artificial Intelligence in Da Nang and 6 universities in Da Nang signed a memorandum of understanding.

According to statistics, Da Nang currently has 37 human resource training facilities related to the IT industry and other industries related to the semiconductor microchip field such as: telecommunications electronics, mechatronics, automation with a total enrollment target of about 5,700 students, of which university and college levels account for nearly 80%. 3 member schools of Da Nang University, namely Vietnam - Korea University of Information and Communications Technology, University of Science and Technology, University of Technical Education have announced new enrollment targets for microchip design engineers from August 2024 with 170 targets/year.

Associate Professor, Dr. Huynh Cong Phap, Rector of the Vietnam - Korea University of Information and Communications Technology, Danang University, said that the unit has fully prepared facilities, teaching staff and training programs to meet the needs of the semiconductor industry. Thanks to the close combination of theory and practice, along with cooperation with businesses, the Vietnam - Korea University of Information and Communications Technology has been building a solid foundation to train highly qualified engineers, ready to contribute to the development of the semiconductor industry not only in Danang but also nationwide.

Meanwhile, Da Nang University of Technology has implemented many activities to train human resources in semiconductor microchips: implementing STEM courses for high school students in Da Nang, Quang Nam and Quang Ngai; opening a free innovation space center, arousing students' passion for science and technology before entering university.

At the School of Computer Science, Duy Tan University (DTU) also focuses on developing training programs specializing in Semiconductor Circuit Design and will begin enrolling the first class in 2024. Currently, nearly 100 students have registered to study this major. In parallel with implementing university-level training, the school is interested in short-term training, upgrading skills in IC design for students and teaching staff in the fields of computers and information technology, electricity - electronics.

Previously, in May 2024, the DSAC Training Alliance and 5 major universities in the city signed a cooperation agreement with Phenikaa University (Hanoi) and Synopsys Vietnam Co., Ltd. to establish the VASA Vietnam Training Alliance. The VASA Alliance focuses on training to improve practical skills according to market demand in both important areas of the semiconductor industry: microchip design and packaging and testing. Thereby, helping learners improve their skills and qualifications, as well as maximize the ability to apply the knowledge learned to actual work. In addition to cooperating with domestic educational institutions, the city has been working with international universities with experience in providing high-quality human resources such as Arizona State University (USA), Minh Tan University of Science and Technology in Taiwan (China) ...

SIGNING MANY MOUS ON DEVELOPING SEMICONDUCTOR HUMAN RESOURCES IN DA NANG

Within the framework of "Da Nang Semiconductor Day 2024", domestic and foreign agencies, organizations, enterprises, and training institutions signed memorandums of understanding on cooperation in training and developing semiconductor human resources.

The Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence (DSAC) signed a memorandum of understanding on coordination and support in research, training and development activities in the field of semiconductor microchips and artificial intelligence with 6 universities in Da Nang including: University of Science and Technology, Vietnam-Korea University of Information Technology and Communications, University of Technical Education (Da Nang University), Duy Tan University, FPT University and Dong A University.

DSAC Center, Tecotec Group Joint Stock Company and K&H MFG Company signed a memorandum of understanding on cooperation in training in the field of semiconductor microchips and supporting research labs.

Dong A University signed a memorandum of understanding with Ming Tan University of Science and Technology (Taiwan, China) on support and coordination in training in semiconductor packaging and testing.

Tecotec Group Joint Stock Company and KandH MFG Company signed a memorandum of understanding with universities and colleges in the city (University of Technical Education - Danang University, Duy Tan University, Dong A University, Vocational College, Phuong Dong College) on cooperation in training and supplying human resources in the field of semiconductor microchips.

LTD Material Company signed a memorandum of understanding with the University of Technology and the University of Technical Education (University of Danang) on ​​cooperation in recruiting personnel for the company.


Lecturers were awarded certificates of completion of the Da Nang IC Design Lecturer Training Program.

On this occasion, DSAC Center in collaboration with the Institute of Information Technology - Hanoi National University, Vietnam - Korea University of Information Technology and Communications (Da Nang University), Synopsys Company awarded certificates of course completion to lecturers who completed the Da Nang City Microchip Design Resource Lecturer Training Program.

Representatives of Arizona State University (USA) and DSAC Center announced the list of 17 lecturers admitted to the semiconductor packaging and testing training program for lecturers in Da Nang city.

Take advantage of Resolution No. 136/2024/QH15

Recently, the National Assembly issued Resolution No. 136/2024/QH15 dated June 26, 2024 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

This is an extremely important legal basis, a driving force and foundation to promote and improve the effectiveness and efficiency of State management; continue to exploit the advantages, potentials and strengths of the city, ensure the completion of growth targets in accordance with the sustainable development orientation and achieve high efficiency in the coming time.

According to Prime Minister Pham Minh Chinh, the development of Da Nang and the implementation of Resolution No. 136/2024/QH15 of the National Assembly have a full political, legal and practical basis with the resolutions of the National Congresses of the Party, the resolutions of the Central Committee, the theoretical system on socialism and the path to socialism in Vietnam has been basically formed. This is the basis for confidence in innovation, creativity, and creating a faster and more drastic breakthrough in the development of Da Nang.

In the new policy mechanisms of Resolution No. 136/2024/QH15, there are mechanisms and policies for Da Nang to develop the fields of semiconductor microchips and artificial intelligence.

And not only this mechanism, but to implement the new policy mechanisms of Resolution No. 136/2024/QH15 in general, the Prime Minister emphasized: "Da Nang cannot do it alone, but must be self-reliant and self-reliant under the leadership of the Party, the management of the State, the companionship of the entire political system, the consensus of the people, businesses, and the support of international friends".

The Prime Minister has assigned the Ministry of Information and Communications to research and support the development of plans for the production of information technology products, semiconductor chips, artificial intelligence, and cloud computing.

Secretary of the City Party Committee Nguyen Van Quang acknowledged that Da Nang is happy to welcome mechanisms and policies that are both unique and have great breakthroughs in socio-economic development, but also clearly sees the responsibility and difficulties and challenges in implementing and realizing these policies in practice.

In particular, attracting strategic investors in some semiconductor and artificial intelligence industries is also a very new and unprecedented issue.

“If Da Nang successfully organizes these breakthrough mechanisms, it will contribute to building and implementing the Resolution of the 14th Party Congress, and will be the basis for competent authorities to decide to deploy in other localities,” said the City Party Secretary.

With distinct potentials, outstanding opportunities, competitive advantages in terms of nature, people, cultural traditions, history, and the support of central agencies, the efforts of the Party Committee, government and people of the city, we can fully trust that Da Nang will prepare the best conditions to effectively implement Resolution No. 136/2024/QH15.

Thereby, the city will develop rapidly and strongly, both accelerating breakthroughs but also ensuring sustainability and inclusiveness, in line with the vision of the Politburo, the National Assembly, the Government and the expectations of the people of Da Nang in particular and the whole country in general.
