In the province, there are currently about 50 enterprises participating in the distribution of equipment and specialized products in the field of information technology and communications (IT and TT), including: private enterprises providing products on computers and digital devices; chain stores providing and trading mobile phones and laptops belonging to the FPT Digital Retail Joint Stock Company Branch, Mobile World Joint Stock Company Branch, Mediamart Vietnam Joint Stock Company Branch in Nam Dinh, Viettel Store Nam Dinh and a number of small and retail stores, buying and selling phones under the model of individual business households. These are products that are required to declare conformity according to Circular No. 02/2024/TT-BTTTT issued by the Minister of Information and Communications (MIC) on March 29, 2024, regulating the list of products and goods that can cause unsafety under the management responsibility of the ministry.

To ensure the business and import of specialized IT and communication equipment and mobile phone products that meet national technical standards on terrestrial mobile information terminal equipment without equipment that only supports 2G technology, avoiding causing damage to consumers, the Department of Information and Communication has implemented synchronous solutions. The Department has organized propaganda and dissemination of specific regulations in Circular No. 02 as well as requirements of national technical standards, deadlines for stopping production and trading of mobile phones to people and organizations and individuals in the province. At the same time, it requires branches of enterprises distributing and supplying IT and communication equipment products and small businesses in the area to sign a commitment to strictly implement regulations on importing and trading IT and communication equipment. The Department of Information and Communication has also established a working group to inspect a number of distribution and product supply establishments in the province on: business conditions of the establishments; product circulation conditions; Compliance with the law on conformity certification and conformity declaration, conformity marking for products, goods and the import, distribution, circulation, purchase and sale of terrestrial mobile information terminals and mobile phones (according to national technical regulations on terrestrial mobile information terminals).
Through the inspection, basically, organizations and individuals distributing, circulating, buying and selling specialized IT and communication products and equipment are certified by manufacturers, distributors, and importers for conformity, declared conformity, and affixed with conformity marks according to regulations; mobile phone products meet national technical regulations on terrestrial mobile information terminal equipment, and there are no devices that only support 2G technology. The inspected organizations and individuals have presented full invoices and documents related to the products and equipment. However, there are still some organizations and individuals who keep and provide certificates of conformity and declaration of conformity not in a timely manner. In particular, the working group randomly inspected 63 mobile phones of different brands (Samsung, Iphone, Oppo, Nokia, Masstel, Mobell, Realme, Vivo...) currently available at stores for the contents according to the National Technical Regulation on terrestrial mobile information terminal equipment. The results show that all 63 devices have sufficient certificates of conformity, declarations of conformity, and on the products, devices, and boxes, there are stamps affixed by manufacturers, distributors, and importers before being supplied to the market or connected to the public telecommunications network in accordance with the law. At the same time, the verification, IMEI lookup, and database comparison are all integrated with E-UTRA (4G) technology that meets national standards QCVN 117:2018/BTTTT, and no device only uses 2G technology.
However, in addition to the achieved results, there are still problems in the business of IT and TT products: Some businesses and retail stores have not promptly provided and presented certificates of conformity and declarations of conformity; there is still the storage and trading of imported goods and goods with original labels in foreign languages but without secondary labels in Vietnamese (wireless headphones, wireless speakers, wireless microphones) ... the total value of discovered violating goods is estimated at more than 5 million VND. Right at the inspection session, the working group requested organizations and individuals when importing, distributing and circulating IT and TT products and goods to strictly comply with the regulations on keeping full certificates of conformity and declarations of conformity; only equipment and products with certificates of conformity, conformity marks and declarations of conformity are allowed to be supplied to the market; not to trade, exchange, store and display products and equipment without full stamps and labels as prescribed; Do not distribute, buy and sell 2G mobile phones or use 2G and 3G technology at the same time but do not integrate 4G technology, devices that do not meet the Technical Regulation QCVN 117:2018/BTTTT of the Ministry of Information and Communications. In the long term, the Department of Information and Communications requires the Department's Inspectorate to regularly monitor and supervise the implementation of legal regulations on Technical Regulations, conformity certification, and conformity declaration for the import, distribution, and circulation of specialized IT and communication products and goods, terrestrial mobile information terminals, and mobile phones in the province; promptly detect, correct, and handle violations to ensure information security and minimize damage to consumers.
